90.5 WESA - October 2, 2014, by Julian Routh - In wake of a report detailing alleged charter school fraud, members of the group Action United and other concerned parents took to the streets of Downtown Pittsburgh Thursday morning to demand more oversight from their local government.
Since 1997, there has been more than $30 million in proven or charged fraud, waste or abuse in Pennsylvania’s charter school system, according to the report released Wednesday.
To bring attention to this, the group marched from the offices of Governor Tom Corbett at Piatt Place to the Urban Pathways School on Penn Avenue, which was under fire in 2010 for spending more than $12,000 in government funding on restaurant charges and staff retreats. The school also allegedly used state tax money to build schools in Ohio.
Action United, a Pennsylvania group that fights what it calls "injustice" in the state, is asking charter schools to sign a fraud prevention pledge, which promises schools will institute a fraud risk management program and conduct fraud assessments.
Hazel Blackman, president of the regional council for Action United, said there needs to be more accountability in the Corbett administration and among charter schools.
“The reason we came out is because it’s been secretive and hidden behind closed doors what’s going on,” Blackman said. “The leadership needs to be in place to help solve what’s going on with the taxpayers’ dollars.”
Charter schools are public schools, funded by the state, that receive money based on the number of students enrolled.
A report in May by the Center for Popular Democracy and Integrity in Education said more than $136 million has been wasted in charter schools nationwide since 1997.
Action United member Bill Bartlett said this is an injustice, and that it calls for stronger leadership to be elected Nov. 4.
“We have kids who have no textbooks, we have programs being cut, we’ve got over $1 billion cut from education already,” Bartlett said. “On top of that you’re going to take $30 million and skim it off the top and put it into the pockets of crooks. That’s absolutely wrong.”

Poll Finds Voters Rank Lack Of Parental Involvement, Over-Testing As Top Education Problems

Other education issues voters ranked included: cuts to funding for programs like art, music, and PE; too many students per class; recruiting first-rate teachers; and poverty and hunger's effect on student learning, according to the poll conducted by In the Public Interest and the Center for Popular Democracy. Interestingly, lack of choice was ranked last, despite the national attention surrounding charter schools.
Studies have shown over the years that parental involvement is crucial to a student's educational achievement. A report from Southwest Educational Development Laboratory titled A New Wave of Evidence concluded back in 2002 that "when schools, families, and community groups work together to support learning, children tend to do better in school, stay in school longer, and like school more."
Over-testing is an issue that has also taken the forefront in the nation's education debates, both in the classroom and in congressional buildings. As we previously reported, nearly every state in the country has an "opt out" movement from new Common Core standardized exams, according to Elizabeth Harris of The New York Times. Concerned parents taking to social media and school board meetings to protest have captured the attention of school officials.
According to the National Education Association's blog, the poll also found that 63 percent of voters rate the quality of education at public schools in their neighborhood as excellent or good and 68 percent hold a favorable view of public school teachers. Only 11 percent had an unfavorable view.
Voters are also more likely to say public schools in their neighborhood are getting better (31 percent) than getting worse (16 percent).
Overall, voters were supportive of charter schools but voted for proposals to make charters more effective, accountable, and transparent to taxpayers. Respondents wanted teacher training and qualifications, anti-fraud provisions, and measures to ensure high-need students are served.
More than 80 percent of voters supported regular audits of charter finances, public disclosure of how taxpayer money is spent, and requirements that charter operators open up their board meetings to parents and the public.

Among millennials, voter turnout in Illinois ranks 47th in the country, according to the political advocacy group Common Cause. In the 2014 primary election, their turnout in Chicago wards was as low as 9 percent.
We don’t have to settle for such low numbers.
Illinois should look to Oregon and California, which recently approved automatic voter registration. Oregon did it in March and California OKd it just a week ago.
Under automatic voter registration, people are automatically registered when they get or update a driver’s license or state identification card. An opt-out provision is included for people who don’t want to register.
Illinois has 9.7 million residents who are eligible to vote, but 2.1 million of them are not registered, state Sen. Andy Manar, D-Decatur, said last week at a meeting of the Senate Executive Subcommittee.
Automatically adding unregistered people to the voting rolls could drive up voter turnout. It also would help county clerks by automatically updating voter addresses when people move and update their driver’s licenses. The Center for Popular Democracy estimates that nationwide automatic voter registration system would add 56 million voters to the rolls.
Cook County Clerk David Orr argues government has a responsibility to use technology to improve the voting process.
“Nowadays the burden should be on the government,” Orr says.

Charlotte Observer - July 6, 2014, by Mark Price - The creation of an official Charlotte ID card is still only a proposal, but critics are already lining up, including a national political action group that claims the city’s plan will “aid and abet illegal immigrants.”
Two immigration reform groups – the national Americans for Legal Immigration PAC and NC Listen – say they will press North Carolina legislators to stop cities from creating IDs, which are of most benefit to people who don’t have Social Security numbers.
In Charlotte, that population is made up largely of immigrants of all nationalities who are not in the country legally. They can’t get a Social Security number or apply for a driver’s license, and they are subject to arrest and deportation.
About a half-dozen U.S. cities have already created municipal IDs, which experts see as a way of dealing locally with immigration issues that aren’t being solved on a national level.
Charlotte, like many of those other cities, has an immigrant population that is outpacing the growth rate of both whites and blacks, leading to entire neighborhoods and schools where foreign-born people are in the majority.
City leaders say that accepting them as residents is a practical matter. However, the ID proposal remains controversial and critics question whether it’s legal.
“It’s against federal law to aid and abet people in the country illegally and if this isn’t aiding and abetting, I don’t know what is,” said Ron Woodard of NC Listen.
William Gheen of Americans for Legal Immigration PAC is more blunt. “We will ask the General Assembly to stop any North Carolina city from helping illegal immigrants,” he said.
Charlotte Mayor Dan Clodfelter met with the city’s Immigrant Integration Task Force last month and asked the group to research a city ID program that can be used by all citizens to access community services.
The task force was created to craft policies that will make Charlotte more welcoming to immigrants of all nationalities, particularly those interested in starting businesses.
Recommendations – including whether to adopt a municipal ID program – are scheduled to be presented to the City Council in February.
Background checks at school
The idea of creating a city ID emerged in response to complaints from undocumented immigrant parents that they can’t interact with their own children in school classrooms.
Charlotte-Mecklenburg Schools requires a Social Security number so it can do criminal background checks daily on people who want to do volunteer work in schools. The district recently announced a team is exploring alternative forms of identification that can be used to perform those criminal background checks. It may complete its work later this year.
CMS is independent from city government and would not be required to accept a municipal ID.
Still, Clodfelter said he hoped the new ID might help undocumented parents gain greater access to schools.
“This is a question for the entire community,” Clodfelter said in a statement. “The city, county, school system, law enforcement, community based nonprofits and other agencies need to work together on a review of the options to explore what may be feasible at the local level.”
Hector Vaca of the immigrant advocacy group ActionNC says he has doubts a city ID could be easily used for criminal background checks. To do that, he says the city would have to share ID card specifics with state and federal law enforcement databases – and that’s not necessarily something undocumented immigrants want to see happen.
ActionNC supports municipal IDs, he said, but is waiting to see what Charlotte leaders propose.
“This is another way to identify people, which is something even the police have said would be a good thing,” Vaca said. “I think it’s contradictory when anti-immigrant groups say we need to better identify the people who are in this country, and yet when you give them another tool that helps identify people, those critics say they don’t want it.”
Uses for municipal IDs
The Immigrant Integration Task Force intends to study municipal IDs created by other cities, including a program adopted last month by New York City. That program, which goes into effect at the end of the year, allows any New Yorker, “regardless of immigration status,” to get a government-issued photo identification card from the city. The cards are predicted to cost about $10 per person.
Proponents of such programs say the IDs can accomplish a lot of good, including making communities safer.
A study by the Center for Popular Democracy notes that immigrants who don’t have IDs are often unable to open bank accounts, which makes them easy targets for thieves. Such immigrants are also reluctant to report crimes and/or to visit doctors for conditions that might pose a community health threat, the report says.
Charlotte police say the IDs could also be useful in identifying victims of crimes.
Emily Tucker of Center for Popular Democracy says criticism of ID programs is often based on a mistaken belief that it is all about helping undocumented immigrants. In New York, city leaders are negotiating with museums, sports venues, businesses and banks to have benefits associated with city ID cards.
“Undocumented people may have been the inspiration initially, but I think it undercuts that effectiveness of (winning support for) the card,” she said.
“In New York, we decided to market it to a cross section of New Yorkers, including the LGBT community, homeless advocates, and even the American Civil Liberties Union, which wanted a form of ID with privacy protections: Something people wouldn’t be afraid to apply for.”

Last week, Illinois Governor Bruce Rauner rejected bipartisan legislation that would set up a system of Automatic Voter Registration and make it easier for millions of Illinois residents to exercise their right to vote.
It is disappointing that Gov. Rauner would stand in the way of such visionary reform, especially when the need to protect voting rights is front and center in the national consciousness. Court decisions in the past month from North Carolina to Kansas have rolled back laws that put unnecessary and discriminatory restrictions on the right to vote. These decisions specifically called out lawmakers for leaning on illusory claims of voter fraud to support voter IDs and other discriminatory obstacles to voting, obstacles that disproportionately hurt communities of color.
Rauner used the same misleading arguments to justify blocking the law, singling out the possibility of non-citizen voting – even though voter fraud by citizens and non-citizens alike is miniscule, in Illinois and elsewhere. But Rauner ignored that fact, instead tapping into a dangerous national narrative used to spread fear and hatred against immigrants and other minority groups.
Automatic voter registration, in fact, makes registration more secure and more accurate. Voter restrictions, not the phantom menace of voter fraud, are the real threats to our democracy.
We hoped that Gov. Rauner would reject such specious claims and put himself on the side of more access to voter registration, not less.
Rauner’s veto comes just days after a lawsuit was filed to try to block the state’s 2015 same-day voter registration law from going into effect this November. Like automatic voter registration, same-day registration reduces unnecessary barriers to registration so that all eligible voters can make their voices heard. The attack on same-day registration resembles recent efforts to suppress voter registration and turnout in other states.
Now, with this one-two punch, Illinois’s democracy could take a hit, closing off viable paths to the polls for many of its citizens.
Rather than maintaining unnecessary barriers, lawmakers should be expanding access to the franchise. After all, we have seen what happens without such proactive efforts. In the past few years, 17 states enacted new laws restricting the right to vote, emboldened by a 2013 Supreme Court decision that gutted decades-old protections against discriminatory voting rules.
Until this veto, Illinois was set to go down a different path. A majority of Illinois lawmakers, Democrats and Republicans, came together to strengthen our democracy. They supported a commonsense law that would simply add eligible citizens to the rolls by default when they sign up for a driver’s license or change their address – while including safeguards to ensure only eligible voters could be signed up and an option for residents to opt out of registration. The Illinois law would sweep aside barriers to registration that have disproportionately hit communities of color, young people and low-income communities for far too long.
In passing the law, the Illinois General Assembly followed in the footsteps of four other states who have passed automatic voter registration: Oregon, West Virginia, Vermont and California. And with automatic voter registration under consideration in a slew of states across the country, the Illinois law could serve as a model for other states to follow.
However, this veto doesn’t mean we should sit back and accept defeat. The right to vote—and a fair, efficient, and modern registration system that allows everyone to access that right—is too important for all of us not to fight for.
Later this year, the Illinois General Assembly will consider overriding the veto in a special session. We urge Illinois lawmakers from both sides of the aisle to once again stand up and ensure automatic voter registration goes into law.
Yet the message Gov. Rauner sent with his veto will not go unheard. He has put himself firmly on the side of those seeking to weaken voting rights, rather than strengthen them.
We hope the Illinois lawmakers who worked hard to pass this important legislation will vote in a different direction this fall. With the stakes high, it is critical Illinois ensures all eligible citizens can exercise their right to vote.

The campaign, working through a web site called Corporate Backers of Hate, detailed the connections between the nine companies and the Trump administration and encouraged people to send emails to both the CEOs involved and members of their corporate boards.
