Also getting under way at the lodge is a protest conference organized by the Center for Popular Democracy, a liberal group that has been cajoling the Fed to hold off on raising interest rates. Some researchers, for example, argue that “core inflation” – which strips out food and energy prices and is often used by bankers as their preferred gauge – may be less relevant in a world where futures contracts, global shipping and worldwide trade help even out retail level price swings for some of those goods.
Some analysts have also said that globalization has been a factor in holding down U.S. wages and prices even at times of solid growth.
When the Fed met in June, US oil prices had recovered to over $60 a barrel, and there had been a belief that we’d seen the lows.

Dudley said a final decision would reflect how the market acts over the next few weeks, as well as the end-of-montheconomic data.

The opening session at 10 a.m. Eastern will examine a paper on “Inflation dynamics though firms’ pricing behavior” by Simon Gilchrist, a professor at Boston University and Egon Zakrajsek, an associate director for monetary affairs at the Fed Board of governors.
The vice chairman is considered extra inclined than Yellen to boost charges prior to later, so his statements might make clear how the talk contained in the central financial institution might transpire when officers meet September 16 and 17.

The marker between two territories is not just a line on a map. Norma Casimiro knows this all too well. Seventeen years ago, she left her home state of Morelos, Mexico, with a young son. Since then, she has lived in Westbury, New York, a suburban town in Nassau County with a population of just over 15,000. She lives in a studio in a sublet single-family home with her husband, who is also undocumented, and their eight-year-old daughter who was born in the United States.
Now, in the aftermath of the presidential election, Casimiro is anxious. Westbury is 11 miles from Queens, which means 11 miles from the protections that a so-called "sanctuary city" offers undocumented immigrants.
"We’ve never really considered moving to the city because we have jobs here and we feel as if we’re a part of the community," Casimiro said. "But it does sometimes cross our minds because of what could happen after January 20."
She knows that New York City would provide better public services for her and her family. "You can feel safer over there," she said, "especially after I heard Mayor (Bill) De Blasio say he would defend all New Yorkers, regardless of their immigration situation."
Living in the middle-class suburbs comes with a number of everyday difficulties, like limited transportation, scant social programs and high cost of living. Now, Casimiro feels even more vulnerable, anxious over the president-elect’s campaign threat to deport millions of undocumented immigrants. She also lives in fear that Trump’s anti-immigration policies may leave her son without the benefits of DACA (Deferred Action for Childhood Arrivals), a type of administrative relief from deportation created during the Obama administration.
Since the election, she's perceived a change in the way people in the community look at her. "I have noticed some disapproving looks that left me with a bad taste," she said. "In Westbury, there are more Latinos than in other parts of the island and you feel safer. But I still feel afraid of going to some stores alone."
She and her family know that Westbury law enforcement has collaborated with the US Immigration and Customs Enforcement (ICE) in the past. That's why the family generally avoids any type of conflict and rarely goes out at night.
Once, Casimiro had an incident while cleaning a house in the area, which left her shaken.
“I was taking the trash out ... and the alarm went off in the neighbor’s home," she said. "The police cornered me and asked me lots of questions. They asked for my ID. I wish I had one of those IDs they give out in New York. I told them I didn’t have it on me because the owner had brought me in her car. Luckily, the babysitter, who speaks good English, came and intervened on my behalf."
In 2014, the Nassau Sheriff’s Department ceased cooperation with ICE and stopped holding immigrants in jail for longer than allowed by law. The Sheriff’s Department also adopted a set of recommendations, such as that agents not ask anyone about their immigration status.
The organization Make The Road New York explains the difference between living in a city or the suburbs. "The very structure of a city offers more protection because of the existence of public transportation, a more dense population and lots of diversity," organizer Natalia Aristizabal said. "The mere fact of being surrounded by neighbors in an apartment building makes people feel safer than living in an isolated house."
New York City offers access to social programs and diverse community centers. A policy, passed last year, states that municipal IDs can be used as official identification and to open bank accounts. There are also a number of reliable lawyers for low-income people at risk of being deported.
Legislation also exists in New York that prohibits the Department of Corrections from sharing information about any prisoner with ICE before sentencing. Nor can other law enforcement agencies provide the federal government with any information about the immigration status of New Yorkers.
These protections disappear outside the boundaries of the five boroughs. And Long Island’s geography does not help. Immigrants usually own a car because of the lack of public transport, but driving without a license creates risk. "The racial profiling techniques used in the past to intercept a Latino in a vehicle and automatically report their immigration status are well known," said Walter Barrientos, the lead organizer for Make the Road New York in Long Island. "In some places, measures have been taken to control these actions, but not so much in Nassau."
Scattered infrastructure and lack of diversity facilitate more discrimination. "This isn’t Manhattan," Barrientos said. "It’s really easy to see who does and who doesn’t have papers here. It’s those who drive old cars or are walking towards the train station."
Nassau’s Police Department reported 32 hate crimes in 2015. The department also reports an uptick in these types of attacks since the election. "Over the last few months, our people have clearly seen how there are people who are incorrigible when it comes to expressing who they do not want in their neighborhoods," Barrientos said.
In Nassau, legal advice for immigrants is almost non-existent. So it's difficult to explain, for instance, that pleading guilty to a traffic violation could affect an immigration process. "Any problem with the justice system opens a door to deportation. This is the biggest fear of our community: that Trump’s promise to deport all immigrants with a criminal history may come true."
Ana Maria Archila, co-executive director of the Center for Popular Democracy, said it is important now to find creative ways to defend people against a Trump administration that "seeks to fulfill their promise of harassing immigrants." This includes establishing a network of allies within the community who are "willing to turn their homes into 'sanctuaries' where people can stay and feel safe," she said.
In the meantime, Norma Casimiro waits. In nearly 20 years of living in the United States, she has never felt so insecure about her future and the future of her children. "All we can do is fight so that our voices are heard," she said. "And hope that someday we will enjoy the same protections as those in New York City."

The National Retail Federation is fond of pointing out that “retail means jobs.” And it’s true: the retail industry today provides one in ten private-sector jobs in the U.S., a number set to grow in the next decade.
Yet new findings show those jobs may be keeping retail workers and their families from rising up the career ladder, exacerbating our country’s growing inequality. The findings from the Center for Popular Democracy demonstrate that, for women and people of color especially, working in retail often means instability and low pay. Both groups make up the lion’s share of cashiers, movers, and other poorly paid positions and barely figure in the upper ranks of management. In general merchandise—including big-box stores such as Target and Wal-Mart—women hold more than 80 percent of cashier jobs, the lowest-paid position. And in the food and beverage industry, women make up approximately half of the workforce but less than a fifth of managers.
People of color in the retail industry are often relegated to the least lucrative jobs as well. In home and garden stores like Home Depot and Lowes, for example, employees of color account for 24 percent of the total workforce—but 36 percent of jobs that pay least.
The findings are especially disappointing given the opportunities available for those who succeed. Certain areas of retail, such as home and garden stores and car dealers, offer living wages to workers—but both women and people of color are largely shut out of these sub-sectors. And management jobs across the industry provide wages and benefits that can allow workers to support themselves and their families—but they are closed off to many.
Reducing these disparities will take more than a bigger paycheck. Retailers must make a concerted effort to establish policies that ensure women and people of color are equally represented in management positions and develop more robust training programs for workers just starting out that give them the chance to advance.
Many retailers have training policies in place, but they can be far from meaningful. Wal-Mart, for example, recently announced it was raising wages to $10, dependent on completion of a six-month training program—an onerous requirement to earn a pitifully low wage that lags well behind the retail sector average. Real training can introduce employees to a range of job duties and responsibilities, incentivizing them to learn specialized skills that allow workers to pick up shifts, advance to higher-paying positions, and bring home a full-time paycheck. Sectors like finance long ago recognized internal barriers to promotion and created programs to promote equal opportunity. Why do we not expect the same of retail?
Retailers that lack such programs, from Walmart to Gristedes, have faced multi-million-dollar class-action lawsuits from women harmed by policies that prevented them from moving upward. Companies that fail to enact real advancement policies can expect similar pushback.
Moreover, workers at the lowest levels are doubly punished with erratic, last-minute scheduling that wreaks havoc on their lives. These schedules are particularly difficult for women. Unable to find childcare at the last minute or unwilling to miss bedtime every night, moms in retail are often deemed ineligible for promotion. Ironically, climbing up the job ladder is the only way to obtain stable hours that let working women and their families thrive.
As these practices have grown worse, many workers have started fighting back, demanding schedules that let them plan their lives, be there for their families and pursue education.
Facing outside pressure, policymakers have also stepped in and accelerated the pace of change. Retailers demonstrated how fast they could change last year when they received a letter from New York’s Attorney General into their use of on-call scheduling. Within months, major retailers like The Gap agreed to significant reforms—and a quarter of a million workers no longer had to put their life on hold for a shift.
State and city policymakers are also leading the way to raise workplace standards, pursuing policies to raise wages to $15 per hour, secure improved work schedules, and guarantee earned sick time. Creating higher-paying, more secure retail jobs will boost the economy, as the low-income retail workforce will likely use any additional earnings to cover basic expenses.
Yet if industry leaders want retail to mean good jobs, they must step up to the plate. Retail workers are the neighbors who shop in our local small businesses; parents trying to help their kids with homework; students working their way through college. It’s clear that retail jobs are holding too many women and people of color back. Rather than superficial fixes, we need bold solutions that move all retail workers forward and allow their families to thrive.

Walmart, Kmart, Macy’s, Target, RadioShack and many other major retailers are proclaiming that they will be open on Thanksgiving Day to make shoppers happy. But Costco, Marshalls, GameStop and T. J. Maxx are riding the backlash against holiday commerce by boasting that they will not relent: They will remain closed that day to show that they are family-friendly and honoring the holiday.
But even as retailers vie for every dollar during a very competitive season, Tony Bartel, the president of GameStop, views this debate as open-and-shut. “For us, it’s a matter of principle,” said Mr. Bartel, whose company has 4,600 stores nationwide. “We have a phrase around here that we use a lot — it’s called ‘protecting the family.’ We want our associates to enjoy their complete holidays.”
“It’s an important holiday in the U.S., and our employees work hard during the holiday season, and we believe they deserve the opportunity to spend Thanksgiving Day with their family and friends,” said Richard A. Galanti, executive vice president and chief financial officer at Costco Wholesale, the nation’s second-largest retailer after Walmart. “We’ve never opened on Thanksgiving, and when the trend to do so occurred in the last couple or three years, we chose not to because we thought it was the right thing to do for our employees.”
More than two dozen major retail chains plan to stay dark on Thanksgiving, including Barnes & Noble, Bed Bath & Beyond, the Burlington Coat Factory, Crate and Barrel, Dillard’s, Nordstrom, Neiman Marcus and Patagonia.
Johan Araujo, a senior game adviser at GameStop’s flagship store in Herald Square in Manhattan, applauded his company’s decision. “It’s good to know they’re thinking about us and what we want,” he said. His plans involve cooking the turkey for his fiancée and friends this year.
Sidney Bartlett, the manager of Mr. Araujo’s store, said that when the store used to be open on Thanksgiving — it started closing for the holiday last year — it was painful to figure out which employees to inconvenience and schedule to work that day. “I thought it’s great the C.E.O. decided to close for the holiday,” he said.
He said it saddened him to see so many stores open that day. “We’ve shifted as a nation — it’s not so much about the family, it’s all about business,” said Mr. Bartlett, who is studying for an M.B.A. at Columbia.
“We don’t believe we will lose any ground to competitors,” said Mr. Bartel, the company’s president. “Even if we lose some ground to competitors, we are making it corporate principle — we have committed to associates that we will not open on Thanksgiving.”
Pushed by competitive forces, some malls are opening on Thanksgiving Day for the first time. In Paramus, N.J., Westfield Garden State Plaza and Paramus Park will open from 6 p.m. to 11 p.m., prodded by Macy’s decision to open its stores in those malls.
Walden Galleria, a mall with over 200 stores near Buffalo, threatened to fine retailers about $200 an hour if they don’t open at 6 p.m. on Thanksgiving Day.
Carrie Gleason, director of the Fair Workweek Initiative, a campaign pushing retailers to adopt schedules that are more friendly to workers, said, “What’s different from years past is there are more and more retailers coming out publicly and saying, ‘We’re staying closed on Thanksgiving.’ ” They want to demonstrate to their customer base that they’re family-friendly.”
More than 55,000 people have signed a petition on change.org urging Target to remain closed on Thanksgiving, while the Boycott Black Thursday Facebook page has more than 87,000 likes.
Walmart officials say they are doing consumers a favor by opening on Thanksgiving. To reduce the long lines that have upset many shoppers on Black Friday, Walmart announced on Tuesday that it would spread Black Friday over five days.
“It became Black Friday, then it became Thursday, and now it’s becoming weeklong,” said Duncan Mac Naughton, chief merchandising officer at Walmart. “Maybe it’s going to be November.”
Deisha Barnett, a Walmart spokeswoman, said many shoppers were happy that the company would be open on Thanksgiving. “We’re in the service industry, and we’re just like airports and grocery stores and gas stations that are open on Thanksgiving so they can provide what customers need,” she said. “We’ve been open on Thanksgiving for 20-something years.”
Walmart will again face a wave of protests this holiday season. Our Walmart, a union-backed group of Walmart workers pushing for higher pay, said on Friday that it would hold protests at 1,600 Walmarts on Black Friday.
After keeping almost all its stores closed last Thanksgiving, the financially troubled RadioShack said that it planned to open its stores from 8 a.m. to midnight this Thanksgiving. But after some employees voiced dismay, the company changed course to give them time for their feast. Its stores will open from 8 a.m. to noon, close for five hours and reopen from 5 p.m. until midnight, and again at 6 a.m. on Friday.
The University of Connecticut Poll conducted a survey last November that found that nine out of 10 Americans said they didn’t plan to spend Thanksgiving hunting for bargains, while 7 percent said they planned to visit stores on Thanksgiving Day.
The poll of 1,189 adults, with a margin of sampling error of plus or minus 3 percent, found that 49 percent disapproved of stores opening on Thanksgiving Day, with 16 percent approving and 34 percent neutral.
Last Thanksgiving, J. C. Penney, Kohl’s, Macy’s, Sears and Target all opened at 8 p.m. This year, Kmart plans to open at 6 a.m. and remain open for the next 42 hours.
“All these companies were closed for decades,” said Stuart Appelbaum, president of the Retail, Wholesale and Department Store Union. “What’s changed is that some have chosen to remain open, and those companies should be getting demerits. People should ask, ‘Is this the sort of society we want to live in that people aren’t even given the option of celebrating holidays?’ ”
He said that if stores decided to open on Thanksgiving, working that day should be voluntary, not mandatory. He said many part-time workers were eager to work on Thanksgiving.

Macy’s plans to open at 6 p.m. this Thanksgiving, two hours earlier than last Thanksgiving — and Sears is doing the same thing. “Customer response to the 8 p.m. opening last year was exceptionally strong,” said Jim Sluzewski, Macy’s senior vice president for communications. “At Macy’s Herald Square store, we had 15,000 customers waiting outside when the doors opened. The experience was similar across the country. Many customers asked why we couldn’t open a little earlier.”
In contrast, he said Bloomingdale’s, a Macy’s subsidiary, would remain closed on Thanksgiving Day, saying it was “less promotional” than Macy’s.
Roger Beahm, executive director of the Center for Retail Innovation at Wake Forest University, said it was smart competitively for retailers to open on Thanksgiving. “Did the folks who questioned the sanctity of Thanksgiving learn a lesson?” he said. “A good start to the holiday retail season can really make your year, and a late start can really cripple retailers.”
Dan Evans, a spokesman for Nordstrom, said his company kept its stores closed on Thanksgiving, with a few employees completing holiday decorations that day, before they are unveiled on Black Friday.
“If our customers really wanted us to open on Thanksgiving, that’s what we’ll do,” Mr. Evans said. “We used to be closed on the Fourth of July. We used to be closed on New Year’s Day, but customers wanted us to be open on those days, so now we’re open on those days. Our customers guide us. We don’t guide them.”

Earlier this year, the New York City Council passed my resolution urging the state legislature to keep the cap on charter schools. That was nothing new: Council Members have long showed their opposition to raising the cap. But, with recent efforts by powerful special interests, including more than $13 million spent in lobbying and campaign ads, we need to remind New York why raising the cap is not only unnecessary, but also harmful to our public school children.
First, there is the capacity question. Charter schools have 2,500 unfilled seats in New York City. In addition, current charter agreements could allow for more than 27,000 additional authorized seats. In other words, these charter schools already are not handling their assigned share of students, and that burdens crowded public schools, making it more difficult for those schools to provide quality education.
Second, charter schools are not required to serve students who transfer to or join schools mid-year because of disciplinary measures or because of a family's choice. They also do not serve nearly the same amount of students with special needs as public schools. This means that when the school year starts, charters receive funding for a certain number of students yet actually end up teaching fewer than they are budgeted for. They then pocket the remainder and can boast lower class sizes while public schools again shoulder the burden.
Finally, the Center for Popular Democracy reported that New York stood to lose over $54 million to charter school-related fraud in 2014 alone. Audits can help uncover instances of fraud, mishandling of funds, conflicts of interest within governing boards, and a number of other troubling findings, yet charter schools largely oppose efforts to increase transparency. The State Comptroller's attempt to audit charter schools has already been foiled at every turn, meaning New Yorkers are left in the dark about how exactly our public dollars are spent.
Meanwhile, more than $5 billion in state money is owed to our traditional public schools to provide every child access to a "sound basic education" per the Campaign for Fiscal Equity ruling. Forty-four percent of all schools in New York City are overcrowded. The City's Independent Budget Office reports that most schools are at 102 percent capacity or more, and 88 percent of the city's charter schools are co-located within a district school, adding to the space crunch.
Co-located charter schools, by the way, are an exercise in inequality: privately run schools, with access to both private and public funds, that are taking resources from underfunded district schools. What does this mean for the social climate in these schools? Many students feel, and rightfully so, that district schools and their students are not valued the way they should be.
It is sensible to provide the money and attention owed to our public schools to keep them strong. Charter schools already divert resources from the majority of students, who attend public schools. Charter schools do not serve our children, especially the most needy, with enough accountability to justify increasing their share of funding.
All children deserve an education system that celebrates their potential by giving them the space and funding necessary to achieve educational excellence. The raising of the charter cap would be damaging to our public school system in terms of morale, space, funding, and overall quality. Leaders in Albany should finish their legislative session without altering the cap. Instead, it is time to ensure a feasible means of success for public schools by giving them the focus they need and not investing in a private enterprise that has yet to fulfill its promise to New Yorkers.

Times Union - August 21, 2014, by Casey Seiler - The Center for Popular Democracy, a labor-backed advocacy group that supports New York's controversial Scaffold Law, wants to see all the drafts of a controversial report authored by SUNY's Nelson A. Rockefeller Institute of Government and paid for by the Lawsuit Reform Alliance, a business-backed organization that opposes Scaffold Law.
The Alliance paid almost $83,000 for the Institute's analysis of the law's economic impacts. That report, made public in February, has been the subject of fierce debate — over both the details of the study as well as larger issues of academic integrity. The Rockefeller Institute, which insists its work was done with independence and integrity, subsequently backed away from the most controversial chapter of the report, which included a statistical analysis that concluded gravity-related accidents fell in Illinois after the state ditched its version.
The law, which places "absolute liability" on employers for gravity-related workplace injuries, is supported by labor unions but opposed by business groups that claim it needlessly drives up construction costs. Opponents would like to see New York follow other states by adopting a "comparative negligence" standard that would make workers proportionately responsible when their actions contribute to an accident.
An initial Freedom of Information Law request from the Center for Popular Democracy resulted in SUNY's release of email communications between Rockefeller Institute researchers and Tom Stebbins of the Lawsuit Reform Alliance — contact that was required by the contract for the report.
On appeal, SUNY released an initial draft copy of the report that had been attached to one of those emails. The Times Union last week offered a side-by-side comparison of the draft and final versions. Changes between the two tended to increase the report's toll of the cost and impact of the law, though the researchers argue those edits represented good-faith efforts to seek the best data. The Center is now requesting to see all interim drafts of the report submitted to the Lawsuit Reform Alliance for review. "Given that the anti-worker groups behind this debunked report are still trying to use its flawed findings to weaken New York's safety laws, SUNY should release all of the drafts that we know exist," said Josie Duffy, a policy advocate with the group.
