Last weekend, California Governor Jerry Brown signed a historic bill making California the second state in the country to automatically register voters. The new legislation will give 6.6 million eligible but unregistered voters an opportunity to exercise their citizenship right.
The bill, which registers voters who show up at the Department of Motor Vehicles to obtain a driver’s license or an identification card, follows record low turnout in last year’s midterm elections, for which only 42 percent of those eligible to vote in California went to the polls. California’s low turnout is a snapshot of what’s happening across the country.
Beset with long lines on Election Day, strict voter ID laws and teetering piles of paper records full of errors, the country’s voter registration system is fundamentally broken—leaving nearly a third of all eligible Americans unregistered to vote. By comparison, 93 percent of eligible voters are on the rolls in our neighboring country of Canada.
In the United States, we take pride in our democracy and freedom, and voting should serve as the cornerstone of that proud democracy. Automatic voter registration is critical to that democratic process.
Imagine if all 50 states implemented automatic voter registration. The Center for Popular Democracy did, crunched the numbers and found that a voter registration system collecting data from not just the DMV but also revenue agencies, the Postal Service and others could result in the registration of 56 million more voters. This is assuming that automatic voter registration systems would capture approximately 90 percent of the total electorate.
Right now, our state of democracy is far from what it should be. In the 2012 presidential election, a mere 133 million out of 215 million Americans eligible to vote exercised their right to do so. The U.S. ranks 120 out of 162 countries in electoral participation.
Our current outmoded paper-based voter registration system makes the process of registering to vote unnecessarily cumbersome, disproportionately disenfranchising low-income communities, blacks, Latinos and young people.
Roughly 62 million eligible voters are currently unregistered, either because they never registered or their registration information is incorrect. In a 2008 Current Population Survey, blacks and Latinos cited “difficulties with the registration process” as their reason for not registering to vote, while whites disproportionately reported not registering because they were “not interested in elections or politics.”
Automatic voter registration could change this scenario, and the tide is right now turning toward building a stronger democracy. Political leaders and grassroots movements across the nation are succeeding in pushing universal voter registration forward.
A strong democracy with easy access to voter registration would give power to communities frequently marginalized by the system. Universal automatic voter registration would provide power to push for causes such as affordable high-quality child care, better wages, job security and quality public education.
A truly democratic America doesn’t make its citizens jump through hoops to gain access to a basic entitlement: the right to vote. It’s time for automatic voter registration.

Kansas Secretary of State and commission co-chair Kris Kobach claimed in his introduction that as many as 18,000 non-citizens could be registered to vote in Kansas, without mentioning the shady math and questionable studieshe used to arrive at that number. The Heritage Foundation’s Hans von Spakovsky insisted that massive fraud is occurring across the country. And even New Hampshire Secretary of State Bill Garder, a Democratic commissioner, argued against making voting easier, saying it doesn’t require a massive amount of fraud to influence elections.

Re “More Deportations Follow Minor Crimes, Data Shows” (front page, April 7):
It’s a mistake to focus the debate about immigration enforcement on the question of which immigrants are sufficiently “criminal” to deserve deportation. When the Obama administration talks about deporting people with convictions, they are talking about people who have already served their sentences for those convictions.
If you are a citizen who commits an offense, you pay the penalty issued by the criminal legal system, and then you are free to try to rebuild your life. If you are a noncitizen who commits that same offense and pays that same penalty, you can be subjected to the double punishment of permanent exile from your home and family.
This two-tiered system of justice is morally abhorrent regardless of how serious the underlying offense may have been. It’s an unfairness compounded by the well-documented unfairness of the criminal legal system itself, which disproportionately targets poor people and minorities.
Let’s not rely on our corrupt criminal justice system to justify the operations of our corrupt immigration system.

Poll Finds Voters Rank Lack Of Parental Involvement, Over-Testing As Top Education Problems

iSchoolGuide - April 8, 2015, by Sara Guaglione - According to a new poll of registered voters, voters ranked lack of parental involvement and over-testing as top issues in U.S. education today.
Other education issues voters ranked included: cuts to funding for programs like art, music, and PE; too many students per class; recruiting first-rate teachers; and poverty and hunger's effect on student learning, according to the poll conducted by In the Public Interest and the Center for Popular Democracy. Interestingly, lack of choice was ranked last, despite the national attention surrounding charter schools.
Studies have shown over the years that parental involvement is crucial to a student's educational achievement. A report from Southwest Educational Development Laboratory titled A New Wave of Evidence concluded back in 2002 that "when schools, families, and community groups work together to support learning, children tend to do better in school, stay in school longer, and like school more."
Over-testing is an issue that has also taken the forefront in the nation's education debates, both in the classroom and in congressional buildings. As we previously reported, nearly every state in the country has an "opt out" movement from new Common Core standardized exams, according to Elizabeth Harris of The New York Times. Concerned parents taking to social media and school board meetings to protest have captured the attention of school officials.
According to the National Education Association's blog, the poll also found that 63 percent of voters rate the quality of education at public schools in their neighborhood as excellent or good and 68 percent hold a favorable view of public school teachers. Only 11 percent had an unfavorable view.
Voters are also more likely to say public schools in their neighborhood are getting better (31 percent) than getting worse (16 percent).
Overall, voters were supportive of charter schools but voted for proposals to make charters more effective, accountable, and transparent to taxpayers. Respondents wanted teacher training and qualifications, anti-fraud provisions, and measures to ensure high-need students are served.
More than 80 percent of voters supported regular audits of charter finances, public disclosure of how taxpayer money is spent, and requirements that charter operators open up their board meetings to parents and the public.
