SF Gate - March 24, 2015, by Jill Tucker - California’s 1,100 charter schools are subject to insufficient financial oversight, lax practices that leave the door wide open to fraud, mismanagement and abuse, according to a report released Tuesday by a trio of education policy groups.
Since the first charter school opened in 1992, state or local officials have uncovered more than $81 million in fraud or mismanagement. But that’s probably the tip of a very big iceberg, according to the report released by Public Advocates, Alliance of Californians for Community Empowerment and the Center for Popular Democracy.
The report’s authors estimate that charter school fraud could be closer to $100 million in 2015 alone, based on methodology cited the Association for Certified Fraud Examiners 2014 Report to Nations on Occupational Fraud and Abuse.
“Charter schools promised to innovate and show best practices for schools — but is this how they are living up to that promise? This is not an example of how schools should work – this is an example of what not to do,” said Martha Sanchez, a parent and community leader with the Alliance of Californians for Community Empowerment.
The California Charter School Association, however, criticized the report for “making estimates based on global assumptions calls into the question the credibility of the report and the organizations that published it.”
“While we don’t presume to understand the motives behind this report we do know that California is a state where the charter school sector, authorizers and legislators have come together to put into place real solutions,” according to the charter organization, in a statement. “It is unfortunate that we continue to have similar distractions for a sector that the report itself suggests is demonstrating to be responsible users of precious public funds in addition to serving a half a million public school students well.”
The report cites several instances of uncovered fraud, including $2.7 million for excessive amounts of school supplies at Los Angeles’ Wisdom Academy of Young Scientists Charter Schools, provided by vendors who were family members or close acquaintances of the former executive director and who charged exorbitant prices.
The report also cited Oakland’s American Indian charter schools, where the former director reportedly diverted more than $3 million to his own businesses via rent and other expenditures.
The agency that authorized the charter school — typically the local school district or county office of education — is responsible for oversight, but they don’t always have enough staff to perform fraud risk assessments, the report said.
The report recommended that charter school audits include an assessment by someone certified in financial forensics and that school board or county boards of education should require charter schools to ensure fraud controls are in place before granting a charter or renewing one.
“California already spends too little on public education, so it’s critical to ensure that this money actually goes where it’s intended — to serve kids,” said Hilary Hammell, an attorney at Public Advocates. “When charter school operators misappropriate public education money, our state’s most vulnerable families suffer.”

Last weekend, California Governor Jerry Brown signed a historic bill making California the second state in the country to automatically register voters. The new legislation will give 6.6 million eligible but unregistered voters an opportunity to exercise their citizenship right.
The bill, which registers voters who show up at the Department of Motor Vehicles to obtain a driver’s license or an identification card, follows record low turnout in last year’s midterm elections, for which only 42 percent of those eligible to vote in California went to the polls. California’s low turnout is a snapshot of what’s happening across the country.
Beset with long lines on Election Day, strict voter ID laws and teetering piles of paper records full of errors, the country’s voter registration system is fundamentally broken—leaving nearly a third of all eligible Americans unregistered to vote. By comparison, 93 percent of eligible voters are on the rolls in our neighboring country of Canada.
In the United States, we take pride in our democracy and freedom, and voting should serve as the cornerstone of that proud democracy. Automatic voter registration is critical to that democratic process.
Imagine if all 50 states implemented automatic voter registration. The Center for Popular Democracy did, crunched the numbers and found that a voter registration system collecting data from not just the DMV but also revenue agencies, the Postal Service and others could result in the registration of 56 million more voters. This is assuming that automatic voter registration systems would capture approximately 90 percent of the total electorate.
Right now, our state of democracy is far from what it should be. In the 2012 presidential election, a mere 133 million out of 215 million Americans eligible to vote exercised their right to do so. The U.S. ranks 120 out of 162 countries in electoral participation.
Our current outmoded paper-based voter registration system makes the process of registering to vote unnecessarily cumbersome, disproportionately disenfranchising low-income communities, blacks, Latinos and young people.
Roughly 62 million eligible voters are currently unregistered, either because they never registered or their registration information is incorrect. In a 2008 Current Population Survey, blacks and Latinos cited “difficulties with the registration process” as their reason for not registering to vote, while whites disproportionately reported not registering because they were “not interested in elections or politics.”
Automatic voter registration could change this scenario, and the tide is right now turning toward building a stronger democracy. Political leaders and grassroots movements across the nation are succeeding in pushing universal voter registration forward.
A strong democracy with easy access to voter registration would give power to communities frequently marginalized by the system. Universal automatic voter registration would provide power to push for causes such as affordable high-quality child care, better wages, job security and quality public education.
A truly democratic America doesn’t make its citizens jump through hoops to gain access to a basic entitlement: the right to vote. It’s time for automatic voter registration.

Huffington Post - October 7, 2014, by Robin Hardman - One morning last week I joined a small gathering in a conference room at New York City's Baruch College to listen to a line-up of speakers and panelists talk on the subject of "Families and Flexibility." The event was sponsored by Scott Stringer, our NYC Comptroller, who has been promoting city-wide "right to request" legislation. In case you've missed them, right to request laws, currently on the books in many countries around the world and very slowly gaining traction here in the U.S., provide employees with the simple right to request a flexible schedule. Details--including who can ask and for what reasons, and how much leeway employers have in responding-- vary, but laws are already in place in San Francisco and Vermont, and legislation is pending in many other places--including the U.S. Congress.
Hence this event, which gave Comptroller Stringer an opportunity to strut his stuff; featured a closing keynote by Anne-Marie Slaughter, President and CEO of the New America Foundation; and allowed a number of smart policy-makers, advocates, researchers, corporate work-life champions and workers to weigh in with their stories and data. But perhaps the most noticeable aspect of the morning was what I'll call the Great Divide between the two panels that made up the bulk of the agenda.
The first panel featured political scientist Janet Gornick; A Better Balance co-president Dina Bakst; Families and Work Institute's Kelly Sakai-O'Neill, and work-life/flex champions from two accounting firms: Marcee Harris Schwartz of BDO and Barbara Wankoff of KPMG. Moderated by New York Times reporter Rachel Swarns, the panelists conducted an interesting, data-driven discussion about why flexibility matters and the very real problems many professional men and women face achieving any kind of work-life "balance." The ideas and concerns they raised were the important stuff that is often stressed in our national work-life conversation: The business benefits of a more flexible workplace. The negative impact of overwork on both families and society at large. The dark-ages state of parental leave laws in this country, especially in comparison with pretty much every other country in the developed world.
We listened to and discussed these topics for a full hour, grabbed some more coffee, and moved on to the second panel. I wished I'd worn my sneakers: it was a dizzying leap across a conceptual chasm.
The second panel featured A Better Balance's other co-president, Sheery Leiwant, as well as sociologist Ruth Milkman and Carrie Gleason, Director of the Center for Popular Democracy's Fair Workweek Initiative. It also featured a woman named Deena Adams, a single parent who, shortly after receiving a service award for loyalty, lost her job because she couldn't find child care to accommodate a sudden requirement that she start taking on overnight shifts. (A fifth panelist, Carrie Nathan, is a union activist and hourly employee at Macy's, which apparently has an exceptionally supportive system for shift scheduling.)
At this panel, moderated by Times labor reporter, Steven Greenhouse, we heard about the other end of the spectrum. We heard about things not usually talked about in the context of work-life and not talked about enough in any context. In contrast to the (very real) problems of professional workers--so many of whom feel overworked and short on time--we now focused on the growing legions of workers who aspire, most of all, to have a full-time job. The exploitation of the underemployed has become something of a science in recent years, as technology provides elaborate algorithms that can tell employers on a day-to-day--sometimes hour-to-hour--basis exactly how many employees they need on site and how many they can just tell to stay home. Many employers use this hyper-efficiency to move workers about like pieces on a chessboard, expecting them to be on call for the next move, whenever it may come.
Please understand what this means: employees must be ready, sometimes forty hours a week, sometimes 24/7, to drop everything and show up for their minimum wage job. They have to have child care available; they can make no permanent social or vacation plans; they cannot take a class. Generally, all this readiness leads to far less than full-time work and yet by definition also makes it impossible to take a second job. One man quoted in an article by Greenhouse talked about being told in a job interview that he'd have to be on call full-time but would be able to work no more than 29 hours/week. When he objected, the interview was over. Another described asking his employer to schedule his "wildly fluctuating" 25 hours/week at the same time each day so could find a second job--and promptly had his weekly hours cut to 12. A woman commuted an hour to her scheduled shift only to be told to go home (with no pay)--she wasn't needed today.
The overworked, the underworked. The Great Divide. It's odd to wrap the phrase "work-life" around the situations of these two groups of people, yet it does apply to both. Each ultimately comes down to a lack of control over one's own time. Each apparently stems from employers' mistaken belief that providing a modicum of flexibility and predictability is bad for business (as if stressed-out employees and high turnover were good for the bottom line). Each affects more than just the people involved--it affects our families, our friends and our communities.
The good news is that some of the "right to request" existing and pending legislation around the country focuses not just on flexibility but also on predictability. The tools are at hand to make changes that affect men and women on both sides of the chasm. Did I mention that it's National Work and Family Month? Come on, people, let's get going.

Trump’s initiatives include, but are not limited to, a 31% cut in the Environmental Protection Agency and potentially leaving the Paris climate agreement.
Among those suffering in the heat will be former vice-president Al Gore and, apparently, Leonardo DiCaprio. It is likely to take a titanic effort to change the other Wolf of Wall Street’s mind, however, as Trump has repeatedly said that the inception of climate change had nothing to do with mankind. The proposal, backed by several Aldermen including John Arena, Joe Moreno and Roderick Sawyer, comes on the heels of a report released that shows a raise in the wage would benefit both workers and the City’s economy.
According to the plan, companies making more than $50 million a year would be required to first raise their minimum wage to $12.50 an hour within 90 days and then to $15 within a year. Smaller businesses would have to raise their wages at a more graduated rate, with a total of four years to get to $15. From there, the minimum wage in Chicago would rise with the rate of inflation.
“Study after study demonstrates that when you put money into the pockets of consumers, they spend it," Alderman Ricardo Munoz, who also backs the measure, told Reuters. "They don't hoard it in their mattresses.”
The recent report from the Center for Popular Democracy says a minimum wage increase would yield workers about $1.1 billion collectively, with an average annual income increase of $2,620 per individual. This would generate $74 million in personal income taxes to the state and yield $616 million in new economic activity.
At a press conference at City Hall, Tanika Smith, a fast food worker, said her current pay of $8.75 an hour, just 50 cents more than the minimum wage in Illinois, simply isn’t enough. “My car note is $500 a month, my rent is about $500, food is going up, lights are going up,” said Smith.
Raising the minimum wage is becoming a key issue with politicians statewide. Last week, Mayor Rahm Emanuel gave a panel of business, labor and civic leaders 45 days to draft a plan to raise the wage in Chicago. Gov. Pat Quinn has championed raising the state wage to $10.65 an hour, and Illinois House Speaker Michael Madigan is pushing for a referendum on the November ballot to ask voters if the wage should be raised to $10 an hour.
Both the Illinois Chamber of Commerce and Illinois Retail Merchant’s Association oppose an increase to the minimum wage. “We think it puts us at a competitive disadvantage,” Chamber CEO Theresa Mintle told Reuters. The Retailers Association has said that raising the wage would force businesses to cut both jobs and hours.
Ald. Moreno, however, disagrees.
“It’s gonna hurt the people at the top possibly. It’s not gonna hurt business. It never has. Raising the minimum wage in the United States has never, ever hurt the broader economy...Our economy has been splintered with those at the top having way more. The middle class is shrinking. We want the middle class to grow.”

The march opening the People's Convention at the city's convention center is billed as protesting "growing inequality and a toxic atmosphere of hate." Organizers expect 1,500 activists to march through downtown protesting what they believe are various social ills.
Pittsburgh's Public Safety Department is working with the FBI and other law enforcement in the wake of sniper shootings that killed five police officers and wounded seven others at a protest march in Dallas on Thursday.
Pittsburgh Bishop David Zubik also planned a noon Mass to pray for "peace and reconciliation."
And Philadelphia Archbishop Charles Chaput (SHAP'-yoo) says the Dallas murders "only discredit" such protesters' "legitimate anger."

Lehigh Valley Live - April 10, 2013 - Waving American flags and carrying handmade signs, Lehigh Valley residents and workers rallied for immigration reform this morning in Salisbury Township. Speaking in Spanish, about 40 people chanted "What do we want? Justice! When? Now!" and shared stories of their experiences as undocumented immigrants living and working in the region.
The Lehigh Valley Campaign for Citizenship demonstration outside U.S. Sen. Pat Toomey's office included representatives from local labor unions and kicked off the group's bus trip to Washington, D.C. There, they'll meet with Pennsylvania's Congressional legislators -- Sens. Toomey, R-Pa., and Bob Casey, D-Pa., plus U.S. Rep. Charlie Dent, a Republican whose district includes parts of Northampton and Lehigh counties. They'll join thousands of other immigration reform advocates in a march on the Capitol.
A clear, short path to citizenship, the preservation of families, the protection of workers' rights and the rejection of measures that would increase deportation are all key components of comprehensive immigration reform, according to Max Cohen, a Center for Popular Democracy spokesman who helped organize today's event.
When Jasmine Leonor's father, Reyes Leonor, was arrested on unspecified charges, jailed and targeted for deportation to Mexico, she, her mother and siblings were left in limbo, the 16-year-old Liberty High School student said.
They didn't know when or if Reyes Leonor would be allowed to return home to run his business, El Mariachi Mini Market in Bethlehem, she said. The teen fought back tears as she described her family's fears during that time and their continued frustration with the system that led to his detainment.
Reyes Leonor avoided deportation and is back home, but said the experience motivated him to join the fight for immigration reform. He spoke passionately about how important it is for immigrants and others to step up and join this cause.
"I was able to do it. Everyone needs to fight for their rights. Everyone needs to fight to stay here," Reyes Leonor said. "We have to fight to get what we get. We have to fight like warriors."
The nation's current immigration policy puts an unnecessary strain on families and wastes money on the deportation of people who are hardworking, law-abiding and looking for their slice of the American dream, demonstrators said. The messages on some of their signs -- "Keep Families Together: Immigration Reform Now" and "Stop Deportation, Stop Separation" -- highlighted that point.
Tatiana Tooley, a U.S.-born Allentown resident whose parents emigrated from Panama, said, "I cry for the families that don't have family unity" because of deportation.
Dennis Hower, president of Teamsters Local 773, said immigration reform would protect all laborers from exploitation by unscrupulous employers. When undocumented immigrants are underpaid, paid off the books or forced to work excessive hours, it undermines the rights of everyone in the workplace, he said.
"For us, it's a matter of fairness and doing what's right for all workers," said Hower, who is a Whitehall Township commissioner.
