The Hill - 05-06-2015 - The strain from Modesta Toribio’s retail job weighed down her life. Despite working full-time as a cashier in Brooklyn, Modesta struggled to pay for rent, food, or transportation. The bills added up quickly. Taking the day off to care for a sick child meant risking losing her job. Going to school at night was not an option, and she could not arrange for steady childcare because her schedule changed every week.
Modesta’s story is not unique. It is the story of countless strivers who work to sustain their families, but collide against structural barriers that keep them from making ends meet.
In this case, Modesta and her co-workers took action, organized and won concessions from their boss. It was not easy – their boss initially retaliated by cutting their hours. But, the workers gained momentum, and eventually they won better pay and better treatment.
For millions of others, though, they still do not have the dignity of a good job.
That is why the Center for Popular Democracy is proud to have launched an ambitious campaign to win good wages, benefits and opportunity for all workers with the Center for Community Change, Jobs with Justice and Working Families Organization. Named Putting Families First, the campaign will advance the audacious idea that every American should and can have access to a good job.
It’s an effort undertaken with a sense of urgency. We know that good jobs and access to them for all cannot be achieved without confronting the deep history and continuing reality of racism and sexism in America, particularly as they play out in the labor market.
As such, we propose five straightforward and commonsense tenets:
Guaranteeing good wages and benefits. Investing resources on a large scale to restart the economy in places of concentrated poverty. Taxing concentrated wealth. Valuing our families and the work of women who care for children and elders Building a green economy.What stands between us and an economy that works for everyone are rules that unfairly favor the greedy few because they are written by politicians beholden to wealthy special interests. But workers and families who are working together for change know well that rules written by the few can be re-written by the many.
Workers around the country are launching over 100 campaigns that embody an ambitious jobs agenda that includes everyone, elevating demands that speak to the reality of people throughout our country.
One example: making high quality child care available to all working parents, raising wages and benefits for the millions of women who work in early childhood education and care fields, changing the state and federal revenue models to make childcare more accessible, and providing financial support to unpaid caregivers.
Ensuring that all working families have access to quality, affordable childcare – and that the jobs in that industry provide living wages and good benefits – is crucial to women’s economic stability, especially women of color who are the vast majority of workers in this sector.
Winning these campaigns will make a huge difference for Modesta and her family, and for millions of families in this country who are struggling to make ends meet.
The reality is that there is bold action happening in every corner of this country. Whether we are talking about fast food workers striking across the country, or immigrant workers winning policies against wage theft, or entire communities organizing to win ballot initiatives to enact paid sick days and better wages.
The American public is thirsty for a visible effort to create real, good, dignified jobs for everyone.
We are supporting important local fights that will produce very real change in the lives of workers. And we are changing the broader frame in which those fights are waged. We are not tinkering at the margins. We have our eyes set on transforming the country through campaigns in 41 states – campaigns that grow every day.
We are setting out to challenge the orthodoxies of both parties to focus on the real problem: the need to create jobs and improve wages.
Like Modesta and her co-workers, we are coming together to stand up for ourselves, for our families, for our communities and for America. We have a vision of honoring the dignity of work, and the dignity of the people who work. We believe that we can do better, but that we will have to challenge those who are stealing our wages, limiting our ability to sustain our families and destroying our planet in order to do so.
Putting Families First will change the national conversation about work and about greed, starting where it matters most: in our states. It will enable us to live up to our collective responsibility to create the country that we want our children to live in.

New York Times - November 14, 2014, by Binyamin Appelbaum - Jean Andre traveled from Queens to the Federal Reserve Board’s stately headquarters here on Friday to tell the people who make monetary policy that he needs their help. He cannot find regular work on film and photo shoots. The jobs he does find pay less.
The Fed’s chairwoman, Janet L. Yellen, agreed to meet with about 30 workers and activists, including Mr. Andre, in a gesture of concern for the plight of Americans searching for work and struggling to make a living.
For one hour on Friday, the workers sat in the Fed’s ornate conference room and told their stories to Ms. Yellen and other Fed officials, including three other members of the Fed’s board of governors — Stanley Fischer, the vice chairman; Lael Brainard; and Jerome H. Powell — who listened and asked questions.
“The Federal Reserve is too important of an institution to be insulated from the voices and perspectives of working families,” said Ady Barkan, a lawyer with the Center for Popular Democracy, an advocacy group based in Brooklyn that orchestrated the meeting. “We think that the Fed needs to listen more and be more responsive, and we’re very grateful for this first opportunity.”
The meeting was closed to the media. The workers described what they said, and the Fed declined to comment, citing a policy of silence about private meetings.
Mr. Barkan’s group is campaigning for the Fed to continue its stimulus campaign, citing the high level of unemployment, particularly in minority communities, and the slow pace of wage growth as evidence the economy still needs help. The group argued the Fed could help to drive up wages by keeping interest rates low.
Mr. Andre, 48, said two jobs were canceled this week. And instead of $400 a day for a print shoot, he said he now made $250 or $300.
“They tell me if I don’t take the job there’s lots of other people willing to work,” he said. “So what can I do? I have a family. I have to take it.”
Josh Bivens, an economist at the Economic Policy Institute, a liberal research group, said monetary policy would be “the single most important determinant of wage growth,” and that he was glad to see workers recognize the Fed’s importance.
A conservative group, American Principles in Action, criticized the meeting as “highly political” and inappropriate. It said it would seek a similar meeting to share its view that the Fed’s stimulus campaign is damaging the economy.
The labor and community groups at the meeting wore green T-shirts that said “What Recovery?” on the front, with a chart illustrating meager wage gains on the back. They are also pressing Ms. Yellen to change the way the Fed chooses the presidents of its regional banks.
The Federal Reserve Bank of Dallas said Thursday that its president, Richard W. Fisher, would step down March 19. Charles I. Plosser, president of the Federal Reserve Bank of Philadelphia, plans to retire at the beginning of March.
The Philadelphia Fed said shortly before the meeting on Friday that it had created an email address for inquiries about its presidential search process. It described the account, which will be maintained by the company conducting the search, Korn Ferry, as part of its commitment to conduct a “broad search.”
“I expect the same thing from Dallas,” said Connie Paredes, 42, who traveled to the meeting as a representative of the Texas Organizing Project, speaking at a rally outside the Fed before the group went inside. “We expect to be included in the process.”
Organizers from Dallas and Philadelphia said they would press for similar meetings with the presidents and board of the local Fed banks.

The Federal Reserve has received a lot of criticism recently for its lack of diversity. The leaders of the central banking system are almost all white men.
But now that the president of one of the Fed’s 12 regional banks in Atlanta is stepping down, some see an opportunity for change.
Several congressional lawmakers and the activist group Fed Up are calling on the agency to appoint the system’s first black president at the Federal Reserve Bank of Atlanta.
“The fed is the nerve center of our entire economic system, and nobody is suffering from an economic depression as the African-American community,” Congressman David Scott said.
The Georgia Democrat co-wrote a letter, along with Reps. John Lewis, Maxine Waters and John Conyers, to Federal Reserve Chair Janet Yellen on the issue.
Black workers still struggle, Scott said, even as the overall economy has recovered. The jobless rate for African Americans, for example, is more than double their white neighbors.
Outside an unemployment office on the west side of Atlanta, Formosa Williams is at her wit’s end.
“At this point, I don’t know what to do,” Williams said.
For years, Williams said she has struggled to find stable work.
“The only jobs that really seem to be hiring are like fast food,” Williams said. “And it’s no way I’m going to go back to that.”
Scott and the activists hope stories of minority workers, like Williams, will take a more prominent place in the central banking system’s discussions once it has a black regional president.
“Unless you have a voice at that table that has gone through the experience of being an African American, you’re missing so much,” said Scott.
The congressman and activists argue the appointment also makes sense, given the region the bank covers -- the South -- and that region’s history with civil rights.
But while many economists might agree that diversity is good, they aren’t all sure how it translates into policy.
“I think you have to start out with the recognition that our Federal Reserve officials have really one tool, and that’s interest rates,” said Tim Duy, an economics professor at the University of Oregon. “That tool is a very blunt instrument.”
That tool affects the broader economy at a macro-level, said Duy, who also authors a blog called Fed Watch. Meanwhile, he said, many of the problems facing African-American workers are at the micro-economic level.
“The Federal Reserve is not going to be a silver bullet to these issues,” Duy said.
The search for the next Atlanta Fed president is being led by a committee of business leaders from around the South.
The chair, Thomas Fanning, who is president of Southern Company, said they’re looking for the best person most of all.
And if he or she happens to make history, as the first African American?
“That would be a great thing,” Fanning said.

A former top Federal Reserve policy advisor said on Monday that bank executives should be barred from serving on the boards of the Fed's 12 regional outposts, Fed policymakers should serve just seven years, and monetary policy should be subject to an official annual review.
The proposals from Dartmouth College Professor Andrew Levin represent substantial change for the Federal Reserve.
Banks currently appoint six of the nine members of regional Fed bank boards, policymakers often serve a decade or more before retiring, and the details of monetary policymaking have always been a closely guarded secret, with transcripts of meetings released only after a five-year interval.
Levin, who advised Fed Chair Janet Yellen when she was Fed vice chair, released the proposals via the Fed Up Coalition, a network of community organizations and labor unions calling for change to the U.S. central bank. It is unclear how they will be received by other Fed critics who have called for even more sweeping changes, or the 101-year-old institution itself, which has largely resisted reform proposals.
The Fed has come under increasing fire in recent months from both Democrats and Republicans for what they say is a lack of accountability and transparency, with lawmakers and presidential candidates calling for a wide range of limits on the Fed's powers.
In response, some current and former Fed officials have begun to call for steps to placate the U.S. central bank's harshest critics.
Levin on Monday also called for the process of appointing Fed bank presidents to be more transparent and to involve the public. Currently Fed bank presidents are chosen in a closed-door process run by each bank's board and approved by the Washington-based Fed Board.

¿Qué opinas sobre la situación de los hispanos que se dedican a la construcción?
En Nueva York, anualmente 75 trabajadores de construcción mueren por accidentes, una cifra que a nivel nacional supera los 4 mil, reportó Blanca Rosa Vílchez a Univision.
El 41 por ciento de los trabajadores de construcción en Nueva York son latinos; sin embargo, cuando se habla de accidentes, significan el 74% de los muertos, una estadística que en sí refleja la magnitud del problema.
Líderes comunitarios exigen soluciones
En el mismo lugar en el que un trabajador de construcción fue la última víctima mortal de un accidente, la organización que realizó el estudio y líderes comunitarios discutieron los grandes riesgos a los que se exponen diariamente estos trabajadores.
“Había momentos en que el jefe le decía que tenía que subir a una determinada altura y él no estaba acostumbrado a eso y tenía que hacerlo porque eran órdenes del jefe”, aseguró Elsa Ramos, madre de un trabajador.
Una multa para los contratistas no supera los 2 mil dólares y la muerte de un trabajador los 12 mil, además se presentó un proyecto para eliminar lo que se conoce como la “ley del andamio”.
Muchos casos no se denuncian
“Quieren hacer ese cambio para que los trabajadores no puedan seguir juicio contra una compañía de construcción aunque haya violaciones, nosotros tenemos que seguir previniendo que se haga ese cambio”, mencionó Francisco Moya, asambleísta.
Sin embargo, muchos casos ni siquiera se reportan por temor de los trabajadores.
“Ya me hicieron cirugía de la nuca en 2010 y me hicieron cirugía de la espalda en diciembre de 2012, todavía tengo dolor, ese dolor lo voy a tener toda mi vida”, afirmó Pedro Corchado, trabajador accidentado.
Otro caso es el de Francisco, quien no ha vuelto a trabajar desde que se cayó de una altura de 11 pies, la compañía para la que trabajaba dice que le dio sólo horas de entrenamiento.

(LOS ANGELES – Oct. 26) More than 100 progressive elected officials from across the United States are gathering in Los Angeles today through Wednesday for a three-day convention to discuss key planks of the progressive agenda like workers’ rights, racial justice, and public education.
Council members, school board members, and mayors flew in from around the country for the Fourth Annual Convening of Local Progress, the network of progressive elected officials. Los Angeles First Lady Amy Elaine Wakeland opened the convening, which Los Angeles Mayor Eric Garcetti is co-hosting with Local Progress, with a welcome address.
New York City Mayor Bill de Blasio, a member of the network, sent a video message to the attendees encouraging them to continue their good work fighting for progressive policy that improves the lives of their cities’ residents.

Times Union - August 10, 2014, by Casey Seiler - Between its draft and final versions, a report by SUNY's Nelson A. Rockefeller Institute of Government on New York's controversial Scaffold Law incorporated changes that tended to increase its estimates of the law's cost and impact.
Some of the changes echoed suggestions made to researchers by the leader of an anti-Scaffold Law organization that paid $82,000 to fund the report — sponsorship that has led critics to attack the study as advocacy in the guise of research. Its authors, however, insist the changes reflect nothing more than their own good-faith efforts to clarify the analysis.
The Scaffold Law, which places "absolute liability" on employers for gravity-related workplace injuries, is supported by labor unions but opposed by business groups that claim it needlessly drives up construction costs. Opponents would like to see New York follow other states by adopting a "comparative negligence" standard that would make workers proportionately responsible when their actions contribute to an accident.
The Rockefeller Institute report was funded by the Lawsuit Reform Alliance, a leading opponent of the law, through its research arm, the New York Civil Justice Institute. The study, made public in February, drew initial controversy for a statistical analysis that concluded construction injuries in Illinois dropped after the state repealed its version of the Scaffold Law in 1995. That finding was highlighted by the law's opponents, and harshly criticized by labor groups such as the Center for Popular Democracy.
The director of the Albany-based Rockefeller Institute, Thomas Gais, subsequently backed away from that chapter, citing what he described as flaws in the Illinois analysis — conducted by a Cornell University researcher — and the fact that the report was released to its funders before a final round of vetting had taken place.
After that dispute came to light in April, advocates on both sides filed Freedom of Information Law requests to find out if pressure had been placed on the institute, either during its research or after the report's release.
Documents produced by the Rockefeller Institute in response to the Center for Popular Democracy's FOIL included email correspondence between researchers and Tom Stebbins, the leader of the Lawsuit Reform Alliance. The exchanges, described last month by the Times Union, included a July 2013 email containing two pages of Stebbins' suggested edits offered in response to a draft version of the report. While many of his suggested changes were merely typographical, others went to the substance of the report.
The institute initially refused to release the draft report, but produced it last week on the advice of SUNY's FOIL officer. Side-by-side comparisons of the two reports show that in several instances changes were made that addressed issues raised by Stebbins.
The contract between the institute and the LRA required the researchers to communicate regularly with their funders as the report progressed. In an interview last week, Stebbins said his suggestions were nothing more than an effort "to get the complete picture" of the costs of Scaffold Law.
The second section of the report, prepared by lead researcher Michael Hattery, attempted to assess the public sector costs and impacts imposed by Scaffold Law, including the annual average price of Scaffold Law-related injury awards for public projects. In the draft, researchers found that sum by taking total spending on state and local capital projects (not including public authorities) and applying the average percentage that the Metropolitan Transportation Authority reported spending for labor law injury award costs. (Because the MTA uses what's essentially an in-house insurance entity, it offered the researchers rich data on insurance costs, claim awards and construction value.)
In the draft version of the report, the formula estimates the cost of gravity-related claims costs by using half of the MTA's fraction (0.3 percent of total construction value) to estimate awards in urban areas and a quarter of the MTA average (0.15 percent) for non-urban awards. Using those multipliers, the average cost added up to $28.3 million for 2007-2011.
"Why do you use half of the MTA average .3%," Stebbins asked the researchers in his notes on the draft. He added that it seemed "very inconsistent" with the industry's estimate that Scaffold Law adds at least 4 percent to the cost of any public construction project.
"How can we reconcile?" he wrote.
Stebbins also pointed the authors to data available from the New York City School Construction Authority, which has in recent years buckled under escalating insurance costs for its projects.
The $28.3 million figure, he wrote, "does not include additional insurance costs, which is likely the driver of the 4% estimate. Any thoughts on getting to that number? ... Perhaps we could have an MTA estimate for payouts and an SCA estimate for insurance. That may help reconcile the two figures."
The final report uses calculations that doubled the potential claims costs.
A corrected version of the draft's calculation ($30.2 million) is offered as a "lower bound" for average annual injury awards, but the report provides a new "upper bound" of $60.5 million obtained by employing the full MTA average (0.6 percent) for urban projects and half of that fraction (0.3 percent) for non-urban work.
In a response to the Times Union's emailed questions last week, Hattery said that the injury award cost figure was always intended as "a very rough estimate" due to a lack of specific data.
"After reflection — after the first draft — we chose to use a range rather than a single point estimate," he said. "This is often done so that users and readers of the report do not overvalue the 'precision' of a single number when it is based on a significant set of assumptions."
The same chapter of the draft includes a two-page case study on the construction of the Lake Champlain Bridge, in which those interviewed — including the chief engineers on the New York and Vermont sides of the project, Vermont's attorney general, and the contractor's project engineer and risk control manager — said Scaffold Law had only marginal impact on the structure's price tag.
In his edits, Stebbins recommended scrapping the case study: "As discussed, suggest we remove this section unless we can get someone to talk."
"I felt that no one they interviewed knew what Scaffold Law was and how it affected the cost of construction," Stebbins said last week. " ... We were not able to get people who understood what the costs were."
The final report jettisoned the Champlain Bridge analysis.
Hattery said the case study was dropped because it failed to provide a contrast between insurance costs in the two states. Because New York was the principle partner in the bridge project, he said, "there was no contrast to compare in the execution of the project ... nor were there any fall-from-height claims to review and describe, to our knowledge."
In its place, a new case study was added that examined Scaffold Law's impacts on the School Construction Authority, and described the $1.1 million settlement of an accident claim that ended up costing half of the construction value of the project where the injury occurred.
Hattery said the SCA analysis was included because of the researchers' desire to offer "at least one specific Scaffold case in a higher-density urban environment. ... The case was completed later, in part, because it required a longer time frame for access to personnel, data, etc."
Stebbins said it would have been irresponsible for researchers to not have addressed the SCA in the analysis.
The final report was the centerpiece of February's annual Scaffold Law reform lobby day at the Capitol. The Lawsuit Reform Alliance touted its release with a news statement: "With the study in hand," it concluded, "Scaffold Law reform advocates look for positive traction in the legislature this year."
Instead, the session ended with no action taken on Scaffold Law.
Josie Duffy of the Center for Popular Democracy called on the Rockefeller Institute to release all the drafts of the disputed report.
"The public deserves a full accounting of SUNY's role in helping business groups attack worker safety laws," she said.
