As pageants go, here's one whose contestants might want Steve Harvey to spare them the crown.
The Center for Popular Democracy on Wednesday debuted the Worst Employer in America Pageant theworstemployers.com. Eight companies, including Deerfield-based Walgreens, were selected as nominees, and people are being asked to vote on which is worst "based on such bad behaviors as a poor CEO to median worker pay ratio, failure to pay minimum wage and overtime, worker lawsuits against companies, or forcing workers to work through breaks, among other egregious practices."
A "winner" will be named Feb. 29. No word yet on the "prize," which will be announced the same day.
The nonprofit, which advocates for low-wage workers and immigrants among other progressive causes, is pitting two employers against each other in four categories. In banking, voters choose between Bank of America and Wells Fargo. In supermarkets, it's Sam's Club vs. Whole Foods. Among drugstores, Walgreens is up against CVS. And among pizza chains, Papa John's competes with Yum! Brands, owner of Pizza Hut.
"America's most recognizable brands are some of our biggest employers and we want to highlight their poor treatment of employees," JoEllen Chernow, director of economic justice at the Center for Popular Democracy, said in a statement. "Consumers are no longer just judging companies on how much they like their products or the efficiency of their services. In 2016, customers care about how companies treat their workers full stop. Yup, it's a thing."
In selecting the nominees, the group considered national corporations that provide everyday services to consumers, have at least 20,000 employees, are ubiquitous brands and have recently been in the news for employee-related issues.
As they click through the contest, voters will find short explanations of what landed each company on the podium.
For Walgreens, the group claims "part-time workers can't afford to get sick," because only workers who average 30 hours or more a week are eligible for paid sick time. It also claims that the CEO's 2014 pay was 540 times the median pay of Walgreens workers. Total compensation for then-Walgreens CEO Gregory Wassonwas $16.7 million, the Tribune has reported.
Walgreens declined to comment. But a spokesperson clarified that its policy is that anyone who averages 20 hours a week qualifies for paid sick leave.
As for Walgreens' opponent, the group claims CVS' CEO got a 26 percent raise in 2014 that brought his salary to $23 million, while workers making $9 an hour got less than a 5 percent bump. It also accused the company of not offering part-timers paid sick leave and mentioned a lawsuit in New York alleging that workers were ordered to racially profile nonwhite shoppers.
In an emailed statement accusing the "pageant" of relying on inaccurate and incomplete information, CVS spokesman Mike DeAngelis countered that its CEO pay is in line with industry standards and that workers who average 30 hours a week are eligible for benefits. He added that the company has firm nondiscrimination policies and is vigorously defending itself against the lawsuit.
Whole Foods spokesperson Allison Phelps noted that the company has been named one of Fortune's 100 best companies to work for for 18 consecutive years, a contest based on employee surveys.
Yum! Brands said it pays employees above the applicable minimum wage on average at its company-owned restaurants. Among the group's gripes with Yum was that it doesn't reimburse drivers for costs associated with delivery work, resulting in their receiving less than minimum wage.
Wells Fargo declined to comment. The other companies listed in the pageant did not immediately respond to requests for comment.

These days, Marta has trouble finding work. Often, when she goes to apply for a job in food service or domestic work, the first thing she’s asked is, “Do you know English?” Answering with honesty, Marta always replies that she knows only a little.
More often than not, she’s turned away because the employer wants someone with English fluency. “These days, the truth is, it’s very hard to get a job,” Marta says.
New York City is home to the most diverse immigrant population of any major city in the world. Immigrants make up almost 40 percent of the population and nearly half of the city’s workforce.
But the city is faced with a paradox: While immigrants are employed at higher rates than native-born New Yorkers, they are disproportionately clustered in lower-wage jobs, have lower incomes on average than their native-born counterparts, and often experience higher rates of poverty. Many, like Marta, have low levels of English proficiency which can make it difficult to find good-paying work.
Since New York City Mayor Bill de Blasio took office a little over two years ago, the city has begun to restructure its workforce development system, creating an important opportunity to address some of the inequities faced by immigrant New Yorkers.
The city’s new framework for its workforce development system, called Career Pathways, promises to dedicate an unprecedented level of investment in job training and education for the city’s most vulnerable workers, to ensure that the city’s investments in workforce development are aligned across city agencies, and to work with employers and other stakeholders to improve the quality of the city’s lowest-paid jobs.
However, the plan did not sufficiently take into account the particular workforce challenges faced by New York’s immigrant population. Immigrants comprise the vast majority of workers in the fastest growing occupations in the city, ranging from home health aides and construction workers to registered nurses and software programmers. As such, immigrant workers are at the core of the city’s economic vitality, and their success must be central to the city’s overhaul of its workforce system.
Immigrant workers and jobseekers experience a number of unique barriers that limit advancement in the workforce. For example, a significant number of immigrants do not speak English well and have lower levels of formal education, on average.
At the same time there are thousands of immigrants that hold college or other education credentials that aren’t recognized in the United States, and are therefore stuck working at jobs that do not take full advantage of their skills and talents. And in the low-wage workforce, which is comprised heavily of immigrant workers, exploitation of workers is rampant. This is especially true for undocumented workers and those working in the informal economy.
The success of the Career Pathways plan depends on its ability to address the major barriers that immigrant New Yorkers face. A report co-authored by the Center for Popular Democracy and Center for an Urban Future identifies these barriers and outlines a coordinated approach for tackling the obstacles that prevent immigrant workers from reaching their full potential.
Specifically, the city and private workforce funders should invest in English classes, adult education, and training and certification programs for workers with varied levels of educational background and English proficiency. This would allow them to earn the skills they need to be competitive in the labor force and keep them from getting trapped in low-wage jobs.
Second, the city must ensure that immigrant workers are aware of these services by making sure that they are available in the neighborhoods where immigrants live or work. One great way to do this is to partner with nonprofit organizations that are based in immigrant communities, and to ensure that available funding is reaching workforce programs in immigrant communities.
Finally, a workforce development strategy that works for immigrants should improve the quality of the low-wage jobs that so many immigrants fill. This includes enforcing and improving job protection laws, which often go unenforced, and securing a higher minimum wage and access to paid sick leave. Employers themselves are a big part of this conversation, and the city should use its influence to help them improve the quality of their lowest-paid positions.
Without a coordinated approach to ensure that workforce development services are reaching immigrants, the city’s plan risks overlooking an enormous population of workers and job-seekers. We now have an opportunity to ensure that immigrants are included as a key part of this plan.

Times Online - October 2, 2014, by JD Prose - A day after Pennsylvania Cyber Charter School founder Nick Trombetta was in a federal courtroom as part of his ongoing criminal case, a new report cited him as an example of $30 million in fraud and financial mismanagement among Pennsylvania charter schools since 1997.
The report, “Fraud and Financial Mismanagement in Pennsylvania’s Charter Schools,” was done by three organizations, the Center for Popular Democracy, Integrity in Education and Action United.
It piggybacks on a national report on charter schools in May by the Center for Popular Democracy and Integrity in Education that claimed more than $136 million has been lost to waste, fraud and abuse by charter schools.
The Pennsylvania Coalition of Public Schools issued a statement saying allegations of fraud must be investigated.
“However,” the statement continued, “the report draws sweeping conclusions about the entire charter sector based on only 11 cited incidents in the course of almost 20 years, while ignoring numerous alleged and actual fraud and fiscal mismanagement in the districts over the same time period, which dwarf the charter school allegations in terms of alleged misuse of taxpayer dollars.”
To stem the loss of tax dollars by charter schools, the three nonprofit organizations make several recommendations, including annual fraud risk assessments, trained forensic auditors doing reviews, charter school authorizers doing comprehensive reviews every three years instead of every five years, and charter schools posting findings of internal assessments.
City and county controllers should also be authorized to perform fraud risk assessments and fraud audits on charter schools, the groups recommended.
They also suggested that the state attorney general’s office review all charter schools in Pennsylvania, that the Legislature pass a law to protect and encourage charter school whistle-blowers, and that the state declare a moratorium on new charter schools until reforms are implemented.
Trombetta, who faces 11 federal charges, including mail fraud and filing false tax returns, is cited as one example in the report. On Tuesday, he was in court trying to get recordings tossed in the case, in which he is accused of using various offshoots of PA Cyber to siphon away millions of taxpayer dollars.
The coalition said the report’s recommendations should be applied to traditional school districts as well as charter schools “in the name of intellectual integrity.” If not, it would just be an example of pursuing a political agenda, the coalition said.
Not surprisingly, the president of the National Education Association issued a statement trumpeting the report’s findings and blasting charter school supporters, especially Gov. Tom Corbett. “It’s time for lawmakers to stop providing charter industry players a blank check with little oversight and no accountability,” said Lily Eskelsen Garcia.
“Pennsylvania Gov. Tom Corbett and other politicians in the state continue to push for privatization, despite compelling evidence of fraud and abuse of taxpayer funds in the charter school industry,” Garcia said.

The minimum wage has already been an issue on the presidential campaign trail. Now, three national progressive groups plan to use it to pressure Senators in tight races to back higher wages or face a backlash on election day.
The Working Families Organization, the National Employment Law Project Action Fund, and the Center for Popular Democracy Action Fund are teaming up with grassroots organizations in seven battleground states to educate voters about where lawmakers stand on a policy they say can help low-wage workers and the economy.
They also plan to pressure candidates who have opposed higher minimum wages or who haven’t picked a side. In the coming weeks, they are planning a series of actions they hope will influence swing voters, drive voters to the polls, and shame lawmakers into advocating for higher pay floors.
“There’s unprecedented momentum this year for raising the minimum wage. Voters are hungry for leaders who’ll take a strong stand in raising wages and frustrated with their Republican majorities in Congress,” said Paul Sonn, a spokesperson for the National Employment Law Project Action Fund.
While the focus is on Senate races, “partners in this effort are educating voters on where candidates for office from president down to city councilperson stand on raising wages,” said Mr. Sonn, who added that Hillary Clinton is a strong supporter of raising the federal minimum wage while Donald Trump “has been all over the map.”
With control of the Senate hanging in the balance after Republicans won the majority in 2014, the groups are betting minimum wage could be a pivotal issue in key races in Pennsylvania, Missouri, Wisconsin, Ohio, Arizona, New Hampshire, and North Carolina. They are in the process of scheduling protests outside of Senate debates, arranging door-to-door canvassing, organizing candidate forums and town halls and doing polling on the issue. Another tactic they plan: inviting candidates to spend a day shadowing a low-wage worker on the job, and possibly exposing those who won’t do it.
Republicans are defending 24 Senate seats this November, while Democrats are defending 10. Democrats need to win at least five net seats to gain back control from Republicans, or four if Hillary Clinton wins the White House and Tim Kaine is elected vice president and can break tied Senate votes.
Some of the lawmakers the groups plan to target because of the lack of support they’ve shown for higher minimum wages are Arizona Republican Sen. John McCain, who is in a contest against Democratic Rep. Ann Kirkpatrick, and Missouri Republican Sen. Roy Blunt, challenged by Democrat Jason Kander.
In Pennsylvania, GOP Sen. Pat Toomey could feel some heat from the groups in his race against Democrat Katie McGinty, who has repeatedly called for raising the federal minimum wage. And in Wisconsin, they will target Republican Sen. Ron Johnson in his contest with Democrat Russ Feingold, who has made raising the minimum wage a pivotal part of his campaign.
Marina Dimitrijevic, the state director of the Wisconsin Working Families Party, one of the grassroots groups involved, said the organization plans to bring a crowd to a mid-October debate between Sen. Johnson and Mr. Feingold. It will also invite Mr. Johnson to a roundtable discussion about raising minimum wages.
“I hope he comes and listens,” she said.
The federal minimum wage is $7.25 an hour, and leading Democrats in Congress have gained no traction on bills to increase it. Pay floors have been rising in cities and states instead to as high as $15 an hour.
Hillary Clinton has said she supports a $12 federal minimum wage but thinks states or cities should be allowed to set higher rates if they have local support. She has stopped short of backing the $15 federal minimum many unions and other left-leaning groups are calling for, but she has won many of their endorsements nonetheless.
Donald Trump has wavered on the issue, saying last year that wages were “too high,” then saying this year that he would like to see an increase in the minimum wage. He recently called for a $10 federal minimum, though he said the states should really call the shots.

Automatic Voter Registration Will Make America a Real Democracy

Last weekend, California Governor Jerry Brown signed a historic bill making California the second state in the country to automatically register voters. The new legislation will give 6.6 million eligible but unregistered voters an opportunity to exercise their citizenship right.
The bill, which registers voters who show up at the Department of Motor Vehicles to obtain a driver’s license or an identification card, follows record low turnout in last year’s midterm elections, for which only 42 percent of those eligible to vote in California went to the polls. California’s low turnout is a snapshot of what’s happening across the country.
Beset with long lines on Election Day, strict voter ID laws and teetering piles of paper records full of errors, the country’s voter registration system is fundamentally broken—leaving nearly a third of all eligible Americans unregistered to vote. By comparison, 93 percent of eligible voters are on the rolls in our neighboring country of Canada.
In the United States, we take pride in our democracy and freedom, and voting should serve as the cornerstone of that proud democracy. Automatic voter registration is critical to that democratic process.
Imagine if all 50 states implemented automatic voter registration. The Center for Popular Democracy did, crunched the numbers and found that a voter registration system collecting data from not just the DMV but also revenue agencies, the Postal Service and others could result in the registration of 56 million more voters. This is assuming that automatic voter registration systems would capture approximately 90 percent of the total electorate.
Right now, our state of democracy is far from what it should be. In the 2012 presidential election, a mere 133 million out of 215 million Americans eligible to vote exercised their right to do so. The U.S. ranks 120 out of 162 countries in electoral participation.
Our current outmoded paper-based voter registration system makes the process of registering to vote unnecessarily cumbersome, disproportionately disenfranchising low-income communities, blacks, Latinos and young people.
Roughly 62 million eligible voters are currently unregistered, either because they never registered or their registration information is incorrect. In a 2008 Current Population Survey, blacks and Latinos cited “difficulties with the registration process” as their reason for not registering to vote, while whites disproportionately reported not registering because they were “not interested in elections or politics.”
Automatic voter registration could change this scenario, and the tide is right now turning toward building a stronger democracy. Political leaders and grassroots movements across the nation are succeeding in pushing universal voter registration forward.
A strong democracy with easy access to voter registration would give power to communities frequently marginalized by the system. Universal automatic voter registration would provide power to push for causes such as affordable high-quality child care, better wages, job security and quality public education.
A truly democratic America doesn’t make its citizens jump through hoops to gain access to a basic entitlement: the right to vote. It’s time for automatic voter registration.

En vez, le contaremos nuestra historia a una persona de la que pocos han oído; alguien sumamente importante, que está a cargo de dictar política: William Dudley, presidente del Banco Federal de Reserva de Nueva York.
La Reserva Federal es un banco central de Estados Unidos que en este momento es la más importante entidad de política económica, pues el Congreso no ha aprobado leyes significativas para estimular la economía y sacarnos de esta recesión. Eso significa que la Reserva Federal está tomando las principales decisiones sobre la economía, algo que históricamente ha hecho sin participación alguna del público.
Pero la coalición Fed Up, que incluye al Centro para la Democracia Popular, New York Communities for Change y Make the Road New York, se dedica a cambiar eso, pues la Reserva debe escuchar a la gente como usted y yo.
A pesar de lo que sabemos sobre la economía –la vida que llevan nuestras familias y su lucha diaria– miembros de la Reserva Federal como William Dudley se rehúsan a ver la realidad.
Tratan de afirmar que la economía se ha recuperado. Quieren aumentar las tasas de interés y dejar de estimular la economía antes de que el resto de nosotros siquiera tenga la oportunidad de recuperarse. Es una pésima idea.

William Dudley ha dicho que la decisión de aumentar las tasas de interés representará un cambio tan profundo que será un “cambio de régimen”. Una decisión de tal magnitud es demasiado importante como para dejarla en manos de los banqueros de Wall Street.
Los desempleados, los subempleados, quienes trabajan demasiado y los mal pagados representan la mayoría en la economía, y tenemos el derecho a voz y voto.
Nos reuniremos con Dudley porque las decisiones más trascendentales de la Reserva Federal –las principales decisiones para toda la economía en este momento– son cruciales. Es necesario escuchar también las voces de los trabajadores latinos y de afroamericanos.

It might sound a little strange for people to say 'I'm a citizen of New York State yet not an American citizen', but legal experts say it's doable.
And it's something many immigrants in New York desperately want, since the federal government hasn't budged on immigration reform.
"I could be deported tomorrow even though New York is my home. Brooklyn has been my home," said lawyer Cesar Vargas.
Vargas came to this country from Mexico when he was five. He's like almost 3 million other undocumented workers in New York State with few rights. He's a lawyer. He passed the bar but can't practice. He's not a citizen.
"I pay taxes, I created my own small business, I advocate for my community, I only want the opportunity, no special treatment, just the opportunity to be a lawyer for my community," he said.
In Battery Park Monday, a rally was held with the Statue of Liberty as a backdrop.
"2.7 million people make their home in this state and we have a responsibility to them as a state," said State Senator Gustavo Rivera.
Rivera introduced a bill Monday that if someone has an ID, has lived in this country for three years and paid taxes, they could then become a citizen of New York State.
They would be allowed to vote and run in local and state elections. They could get a driver's license, and qualify for Medicaid coverage.
"Now all of these things will allow almost 3 million people to fully participate in the civic, political and economic life of the state of New York. They are already contributing," said Rivera.
The bill has almost no chance at becoming a law anytime soon in Albany. If it did, we would be American citizens and New York citizens as well, and conservatives call that absurd.
"It's a bad idea. It's not only bad, it's probably an insane idea to create a separate category of citizens in our country," said New York Conservative Party chairman Mike Long.
Conservatives say they're worred the idea is even being brought up in Albany, because that gets the discussion rolling, and eventually they fear something like this could pass.
Also, advocates agree, saying this bill won't pass anytime soon. But they want people to start thinking and talking about this issue.
