Republican Senators recently failed in their efforts to repeal and replace the nation’s current health care plan, but AIDS activists say the battle is not over. So they joined hundreds of health care workers, advocates and other people with preexisting conditions as they occupied the offices of all Republican U.S. senators to send them the message to “Kill the Bill,” “Kill Repeal” and “Protect Our Care.”
The massive manifestation of civil disobedience was held Wednesday afternoon, July 19, following a town hall meeting about health care held at St. Mark’s Episcopal Church in Washington, DC. As images and videos of the actions were shared on social media, it was reported that arrests were being made. On July 10, about 80 people were arrested while protesting the Senate health care bill in DC.

Federal Reserve bank presidents are pushing back against a rising chorus of voices saying the central bank’s century-old structure needs to be overhauled to reduce bankers’ influence over its operations and policies.
Presumptive Democratic presidential nominee Hillary Clinton and the party’s draft platform have echoed calls for change by left-leaning activists, a drive that could gain new attention this week during the party’s convention in Philadelphia.
At issue is the role played by private banks in the Fed’s 12 regional reserve banks, which supervise financial institutions, provide financial services and participate in the central bank’s monetary policy-making.
By law, private banks elect six of the nine members of each Fed bank’s board of directors, choosing three to represent the banks and three to represent the public. The other three are appointed by the Washington-based Fed Board of Governors to represent the public.
Critics say the setup creates an inherent conflict of interest, akin to the proverbial fox guarding the henhouse, and has resulted in too little diversity among the leadership of the Fed system.
“Common sense reforms—like getting bankers off the boards of regional Federal Reserve Banks—are long overdue,” Mrs. Clinton’s campaign said in May.
Fed leaders in recent public comments and interviews have defended the status quo as effective, though Chairwoman Janet Yellen said during congressional testimony in February “it is of course up to Congress to consider what the appropriate structure is of the Fed.”
Meanwhile, regional Fed bank officials have played down the potential for conflict of interest, noting that the directors aren't involved in bank supervision, and the directors who represent private banks don’t participate in choosing the Fed bank presidents. The officials also see value in having close ties to the banking community. Patrick Harker, president of the Philadelphia Fed, said most of the bankers in his district are from small firms, not the big financial institutions that can worry regulators.
“The banker from a small town in Pennsylvania provides incredibly important insight” about local conditions, and “I worry about losing that insight,” Mr. Harker said. He agreed bankers could provide input through advisory groups, but he said having them on his board, meeting every 15 days, provides a level of instant insight into the economy and financial system that would be hard to replace.
William Dudley, president of the New York Fed, told reporters in May, “The current arrangements are actually working quite well, both in terms of preserving the Federal Reserve’s independence with respect to the conduct of monetary policy and actually leading to pretty, you know, successful outcomes” in terms of hitting the Fed’s goals of maximum employment and low, steady inflation.
Another issue for some advocates of change is the regional Fed banks’ status as quasi-public, quasi-private institutions. The Fed board in Washington is a wholly government entity that ultimately oversees the regional Fed banks. But when private banks become members of the Federal Reserve system, they are required to buy stock, and in turn receive dividends from the Fed. So the private banks in a sense own the regional Fed banks, though they can’t transfer or sell the stock.
“It’s pretty indefensible for the Fed to be the only regulatory institution” in the U.S. “that’s owned by the industry it regulates,” said Ady Barkan, of the Center for Popular Democracy’s Fed Up Campaign.
Fed officials say the critics misunderstand the Fed’s ownership structure. Cleveland Fed President Loretta Mester said in an interview the quasi-private status of the regional Fed banks helps ensure the independence that is needed for good policy-making in an economically diverse nation. If the regional banks were made fully part of government, she worried, Washington’s power would grow, raising the risk of politics influencing the policy debate.
Ms. Mester said “yes, the banks have stock” in the Fed. “But that’s not owning the Fed in the sense of a corporation, right? It’s making sure that there’s representation from the district as part of the Fed structure,” she said.
Richmond Fed leader Jeffrey Lacker also worried making the regional Fed banks pure governmental entities might promote short-term thinking that would lead to bad policy outcomes.
Fed Up worked with former senior Fed staffer Andrew Levin, now a professor at Dartmouth College, on a proposal to make the Fed banks wholly government institutions, as are the central banks in all the major economies. His proposal also would eliminate the regional Fed board director slots reserved for bankers and have all the directors selected in a public process involving the Washington governors and local elected officials.
Mr. Levin said he’s somewhat mystified Fed officials appear to be rejecting almost all the major reform ideas now being debated. They “might not have much influence on the outcome if they wait too long to engage in the debate,” he warned.
Mr. Harker, the Philadelphia Fed president, worried “there are always unintended consequences anytime you make a change.”
But Mr. Barkan countered “it’s true the system could be made worse than it is now, but we think it could be made better.”

They are working full time, but they are living in poverty.
One day after President Barack Obama said America should not be a place where people working 4o-hour weeks are still in poverty, New York workers said that reality exists all too often.
During his State of the Union address Tuesday night, Obama said a family with two kids earning minimum wage lives below the poverty line.
“That’s wrong,” he said. “In the wealthiest nation on earth, no one who works full-time should have to live in poverty.”
Obama suggested raising the federal minimum wage to $9 an hour.
New Yorkers want even more – raising the minimum wage to $10 an hour would give full-time workers an annual salary of $20,000, according to a report released today.
Right now, about 1.7 million New Yorkers are trying to live on about $18,530 for a family of three, according to the report. Meanwhile, unemployment increased from 5.3 percent in 2007 to 9.7 percent now, the report noted.
And more than 110,000 full-time workers live in poverty, according to the report, authored by groups The Center for Popular Democracy and UnitedNY.
Many of these are in the low-wage industry, like car wash workers, who often work more than 60 hours a week but make less than $400 per week.
And some are tasked with important services, like airport screening. The report said a survey of 300 airline employees found them paid barely more than $8 per hour.
Last year, many rallied outside their workplaces, with retail workers standing outside the Fifth Avenue Abercrombie & Fitch to demand higher wages. JFK workers also threatened to strike before the 2012 holiday season. And fast-food employees went on strike in November to demand nearly doubling their salary to $15 an hour.
“You can’t even afford to get sick, “ McDonald’s worker Linda Archer told Metro while striking.
The report referenced the struggle to pay New York City prices on a retail or car-wash paycheck.
“After working as a cashier at Abercrombie & Fitch for over a year, I ended up with an average of just 10 hours per week,” one worker said. “That’s not enough to live on and go to school.”
A car wash worker in the report added, “I came to this ‘land of opportunity’ with so many hopes, but I have become disillusioned about being able to help my family.”

Minimum wage rates across the nation differ from state to state. As employees fight to raise rates, they are now being faced with another issue, scheduling practices. So how does this affect employees both locally and nationally?
"What we're seeing is a rise in part time hourly workforce that frankly doesn't have the type of stability in their scheduling that's needed to earn enough to survive," said Derecka Mehrens, Executive Director at Working Partnerships USA.
According to an article by CBS News, there are over 6 million people who are stuck in part time position who want to be working full-time. Workers advocates say that even if pay were to increase, hours still matter.
"Every hour counts when you're getting paid by the hour. If you don't get [enough], you know maybe it could be that you got five fewer hours in a week that could mean paying rent or not, [or] eating or not," said Carrie Gleason, Director of The Center for Popular Democracy's Fair Workweek Initiative.
As of January 1st our state minimum wage rate increased to $8.75. While working full time at that rate would place an individual above the poverty line, for families with three people or more it does not. Still local business owners say the number of hours they can offer is dependent upon business.
"More hours is just totally dependent on how much business your business is doing. You know it's not really the employees decision. It's rather or not, you know the business has a demand to bring on another employee or increase someone's hours," said Eric Leaseberg, owner of The Bluebird.
One solution that workers advocates believe could resolve this, is for employers to offer part time employees more hours before hiring new employees. They believe not doing so will continue to keep employees behind.
"The impact of this practice of not offering your hours to existing employees before hiring new employees is hurting families and hurting our communities," said Mehrens.
Most local business owners 5 News spoke with say they would have no problem offering full time hours if the person is a hard worker. As for workers advocates they are now working with state policy makers across the nation to have workplace protection policies put in place to insure fair scheduling practices.

Illinois Legislature Passes Landmark Automatic Voter Registration System

CHICAGO – Last night, the Illinois legislature passed Automatic Voter Registration (AVR), setting the state on a path to be the fifth state in the country with such a policy. The legislation, which passed both the Senate and House with bipartisan support, now goes to Governor Bruce Rauner for his signature. If Governor Rauner signs the bill, the law would automatically register eligible Illinois citizens when they do business at the Department of Driver’s Services and other designated state agencies, adding as much as two million eligible voters to the rolls.
The legislation passed Tuesday will create one of the most comprehensive AVR programs in the country. It includes best practices for enacting and implementing an AVR system that will register the most eligible citizens and aims to reduce the disparities in registration and participation among communities of color, immigrant communities and young citizens.
The legislation builds off the successful model pioneered in Oregon, which automatically adds eligible voters to the state’s registration database by determining eligibility using information the state agencies already collects – birthday, address, citizenship – and giving individuals the option to opt-out of registration. It expands AVR to a variety of state agencies beyond Driver’s Services, which expands the system’s reach to a more diverse set of eligible individuals. The legislation creates a more accurate and secure system, removing non-eligible individuals from the registration process. A number of states have also passed Automatic Voter Registration in recent months, including Vermont and West Virginia.
The introduction and passage of this groundbreaking legislation owes its success to the extensive organizing work of the Just Democracy Coalition and the leadership of its steering committee of organizations, including Center for Popular Democracy’s state partners Illinois Coalition for Immigrant and Refugee Rights and Action Now. The Center for Popular Democracy worked with its state partners and the Just Democracy Coalition to support the bill’s passage.
Emma Greenman, Director of Voting Rights and Democracy at Center for Popular Democracy, released the following statement:
“With this vote, Illinois sets the bar for voter registration systems in this country. The legislation will create one of the most inclusive, modern voter registration systems and move closer to the goal of eliminating registration as a barrier to voting and participation in elections. It will bring an estimated two million citizens into the democratic process in Illinois. And it gives other states a model of an inclusive policy that truly reduces the registration and participation disparities of communities of color, low-income communities and young people. It is clear that proactive measures to expand access to voter registration are catching fire around the country, and we will continue to fight until all eligible Americans can exercise their right to register and vote.”

Public records requests made to 10 publicly funded Boston charter schools have been thwarted by demands for fees totaling $91,440 from seven of the schools, according to Russ Davis, director of Massachusetts Jobs with Justice and a spokesperson for the Massachusetts Education Justice Alliance.
The requests for information were made on behalf of the MEJA, a coalition of labor, faith and social justice organizations, and concerned whether information on parents of charter school students was provided to two pro-charter advocacy organizations.
“The demands for absurdly high fees to comply with our requests underscore an appalling lack of transparency on the part of these publicly funded Commonwealth charter schools,” said Davis.
This issue underscores problems that would be addressed in a public records access bill that Massachusetts House Speaker Robert DeLeo told the State House News Service may come to the floor for a vote next week.
Kyle Serrette, the director of education justice campaigns at the Center for Popular Democracy, who has issued similar requests to both public school districts and to charter schools in other states, said that schools typically charge very little or no money to respond to public information requests.
“Exorbitant requests for fees like this by large school companies limit transparency and reduce public trust in these schools,” Serrette said.
MATCH Charter Public Middle School demanded the most for the information: $36,015 (click here to see letter). Roxbury Preparatory Charter School quoted the second-highest fee estimate, $12,500. To date, Boston Renaissance Charter Public School and Boston Preparatory Charter Public School have failed to respond.
UP Academy Dorchester, an in-district Horace Mann charter school, was the only one to respond with the information requested, providing its student records policy free of charge and stating that it has not engaged in any of the actions for which information was requested.
“These fee estimates from seven of the eight schools that responded are exorbitant and beyond our capacity to pay,” said Davis. “These charges violate the spirit and letter of our public records law.”
The MEJA requests were made in an attempt to determine the relationship between these Boston charter schools and two charter advocacy organizations —Families for Excellent Schools and the Massachusetts Charter Public School Association. Specifically, the coalition is trying to determine whether the schools had any contracts with these groups, any policies related to providing outside groups with contact information for students’ families, and any record of providing these two outside groups with that contact information.
“We were concerned about reports that the charter schools may have been giving these corporate-backed, pro-charter organizations parent contact information so that parents could be enlisted to lobby on behalf of the charter school agenda,” said Davis. “If that has been going on, we believe the public has a right to know. Charter schools are publicly funded. We do not believe that public funds should be used to persuade parents to lobby on behalf of the private charter school industry.”
Families for Excellent Schools is a New York-based organization that supports Unify Boston and Great Schools Massachusetts, both of which are pro-charter advocacy groups. FES has received millions of dollars from corporate foundation groups, including the Broad Foundations and the Walton Family Foundation.
This chart indicates when the charter schools queried responded to the request for information, which was made in a letter dated Aug. 20, 2015. It also lists the fee estimate from each school and the name of the law firm, if any, that responded to the request.

Congressional Briefing Coming on the ‘Walmart Economy’

24/7 Wall ST - November 27, 2014, by Paul Ausick - U.S. Senator Elizabeth Warren (D-MA) and Congressman George Miller (D-CA) are scheduled to appear as speakers at a congressional briefing on Tuesday, November 18, to discuss a business model that some are calling the “Walmart Economy.”
The term refers to a business model “where a few profit significantly on the backs of the working poor and a diminishing middle class.”
Also appearing at the hearing are employees of Wal-Mart Stores Inc. (NYSE: WMT) who are members of the OUR Walmart group, as well as Carol Joyner, Director of the Labor Project for Working Families; Amy Traub of research firm Demos; and Carrie Gleason, an organizer at The Center for Popular Democracy.
According to a press release from OUR Walmart, “The briefing will highlight Walmart’s low pay, manipulation of scheduling and illegal threats to workers who are standing up for Walmart to publicly commit to $15 an hour and full-time, consistent hours.”
Senator Warren was recently named to the Democratic leadership team that will be put in place next January. She becomes the strategic policy adviser to the Democratic Policy and Communications Committee, a newly created position that the Democratic leadership probably thinks will serve as a bridge to the more liberal elements of the party. She was the driving force behind the creation of the Consumer Financial Protection Bureau following the financial crisis and has been a thorn in the side of the big banks ever since.
