Leaders of the Black Lives Matter group received widespread applause from a crowd of Democratic state legislators, Friday, for suggesting the government award the black community reparations for “systematic discrimination in law enforcement.”
“Thinking about decriminalization with reparations—the idea is we that have extracted literally millions of dollars from communities, we have destroyed families,” said Marbre Shahly-Butts, deputy director of racial justice at the Center for Popular Democracy, during her address at the State Innovation Exchange in Washington, D.C. “Mass incarceration has led to the destruction of communities across the country. We can track which communities, like we have that data.”
“And so if we’re going to be decriminalizing things like marijuana, all of the profit from that should go back to the folks we’ve extracted it from,” she continued.
The focus of state legislators should be “state budgets and then reparations,” Shahly-Butts said.
“‘Reparations’ makes people kind of uncomfortable, so we can call it ‘reinvestment’ if you want to. Use whatever language makes you happy inside,” she said.
Fellow panelist Dante Barry, executive director of the Million Hoodies Movement for Justice, also recommended some type of “reinvestment” to help black youth and said New York City would be better off investing $100 million in the black community rather than hiring more police.
“In terms of response around black youth unemployment, it gets back to this whole piece around reinvestment,” Barry said. “What would you do with $100 million? How would we better use that money to provide jobs for unemployed youth, to provide housing, to have mental health access. … It’s really about how do we rethink some of our budgetary needs and how we’re putting power behind the way that we can really incorporate reinvestment in communities.”
If there were one policy he would want state legislators to prioritize, Barry said it would be a ban on all guns on campus.

Federal Reserve policymakers Wednesday voted to keep the central bank’s benchmark interest rate near zero percent and offered no new hints of when it would enact the first hike since 2006.
After a two-day policy meeting, officials released a monetary policy statement that was little changed from June in its guidance about what they would need to see before raising the interest rate.

An increase would come when members of the policymaking Federal Open Market Committee have “seen some further improvement in the labor market” and is “reasonably confident” that the low inflation rate will move back toward the Fed’s 2% annual goal in the near future, the statement said.
The statement, approved by a 10-0 vote, left open the possibility of a rate hike after the Fed’s next meeting, in September. But it did not lock policymakers into taking that step in case upcoming economic data, including jobs reports for July and August, indicate the economy isn’t strong enough to handle higher interest rates.
The Fed said recent data suggest the economy “has been expanding moderately in recent months” and that the housing market “has shown additional improvement.” The Fed’s view of the labor market improved, with the statement saying there had been “solid job gains and declining unemployment.”
But Fed policymakers raised concerns about what they called soft business investment and exports.
And the statement noted inflation continued to run well below the Fed’s 2% annual target, attributing that partly to declines in energy prices as well as the lower cost of imports caused by the rising value of the dollar.
For the 12 months ended May 31, the price index for personal consumption expenditures, the Fed’s preferred gauge, was up just 0.2%.
The central bank has kept its benchmark federal funds rate near zero since December 2008 in an attempt to boost economic growth during and after the Great Recession.
As the economy has strengthened, pressure has built on Fed policymakers to start raising the rate.
Fed Chairwoman Janet L. Yellen has said that she expects an interest rate hike this year but that policymakers would continue to keep rates low for “quite some time” to continue providing support for the economy.
A survey last month by financial information website Bankrate.com found that a majority of Wall Street experts expected the Fed to raise its short-term interest rate in September.
Fed policymakers are closely watching economic data to determine when to hike the rate for the first time since 2006.
The economy shrank at a 0.2% annual rate from January through March, largely because of unusually bad winter weather and a labor dispute that slowed activity at West Coast ports.
The Commerce Department is expected to report Thursday that growth returned this spring. Analysts are forecasting that the economy expanded at a 2.9% annual rate in the second quarter.
The job market has shown solid gains in recent months, and the unemployment rate in June dropped to 5.3%, the lowest in more than seven years.
But wage growth has been sluggish. The Center for Popular Democracy has criticized the Fed for not focusing enough on wage improvements as a key factor in deciding when to raise rates.
And even with the overall economy performing better in the second quarter, growth this year is expected to be subpar. The Fed’s most recent projection, made in June, is for overall economic growth of just 1.8% to 2% for the year, which would be the worst since 2011.

Aljazeera America - January 14, 2015, by Wilson Dizard - New York City’s municipal identification card, launched Monday, quickly became a hot ticket, with thousands of residents eager to receive one lining up at distribution centers across the city — a volume that prompted city officials on Wednesday to start processing card applications by appointment only.
The nation’s largest city joins a handful of other municipalities — from San Francisco to Mercer County, New Jersey — that in recent years have issued their own ID cards to make life easier and safer for large populations of undocumented immigrants and anyone else in need of identification. Available free of charge to anyone 14 years or older in New York City, the cards also provide discounts at businesses and free access to some of the city's museums.
“It’s something good they should have done a long time ago," Alice King, 46, originally from Trinidad but a Brooklyn resident for the last 15 years, told local news site DNAInfo.
Based on its size alone, New York City’s program could become a model for municipal IDs in other U.S. cities, civil liberties advocates say. There are about 500,000 undocumented immigrants in New York City.
“It remains to be seen, but I think the intended effect is that New Yorkers will have a lot easier time accessing city services and being part of the economic life of the city,” said Emily Tucker, senior staff attorney with the Center for Popular Democracy, an advocacy group that published a report in 2013 hailing the use of municipal ID cards across the nation.
So far, nine U.S. municipalities issue ID cards, with most in the San Francisco or New York City metropolitan areas. Washington, D.C., has a version as well. Other cities — including Chicago and Phoenix — are looking into launching similar programs.
Supporters of municipal IDs, which were piloted in 2007 in New Haven, Connecticut, say that issuing the cards to undocumented residents fills a gap left by a lack of immigration reform in Congress.
They also say the IDs make everyone safer by allowing such residents to no longer be afraid to report crimes against them or others to police. Without identification, many undocumented immigrants fear risking deportation by speaking to authorities.
In New York City, police say they will accept the cards as an adequate form of identification, which Tucker said will “make interactions with police smoother.”
“Now police can issue a summons instead of arresting a person without ID for something like an open container violation, instead of taking them to the precinct to spend a night in jail,” she added.
The cards can help undocumented residents do simple things like open bank accounts, rent apartments, board flights and access medical help — tasks made far more difficult or even impossible without identification.
“We’ve heard of school districts where parents without ID are not able to pick up their kids from extracurricular activities,” said Layla Razvani, an attorney with the American Civil Liberties Union. “These parents are part of the community.”
Still, not everyone supports municipal ID programs. Their most vocal opponents argue that by issuing cards, municipalities are flagrantly disobeying federal laws that prohibit illegal immigration, aiding the undocumented by providing IDs to people who can’t prove they’re citizens.
“We don’t know who these people really are. We have to take their word for it. It makes it more difficult to enforce federal immigration law,” said Ira Mehlmann, a spokesman for the Federation for American Immigration Reform, a group that opposes the continued presence of undocumented immigrants in the U.S.
“They say it’s to stop them [undocumented immigrants] from being treated like second-class citizens. It’s an oxymoron. They aren’t citizens. They don’t have a legal right to be in the country,” he added.
Mehlmann particularly fears that undocumented residents could exploit municipal ID card programs to carry out acts of violence. Although he could not point to a single instance of a city ID being used in the commission of a crime, he said, “the fact that nobody with one of these IDs has committed a terrorist act yet doesn’t mean it doesn’t pose a threat.”
The New York Civil Liberties Union has also expressed skepticism about the city’s municipal ID program, wary that authorities might misuse the information provided by undocumented residents who are some of society’s most vulnerable.
NYCLU spokeswoman Jen Carnig said that the cards could make life easier for people but that police don’t have to provide the same level of probable cause to access the municipal IDs as they do for regular driver’s licenses. She credited the city with saying it would inform people whose information police have accessed, but she argued that the protections should be as strong as they are for citizens.
“No one should be subject to having their personal documents accessed by law enforcement or become subject to an investigation based on a hunch, and it’s possible that could be the case for some people,” she said.

LA School Report - March 24, 2015, by Craig Clough - California is extremely vulnerable to fraud at charter schools and as a result can expect to lose $100 million in wasted tax money in 2015, a new report released today finds.
The report from the Center for Popular Democracy, Alliance of Californians for Community Empowerment and Public Advocates found that there are “structural oversight weaknesses” in the state’s charter system.
Among the problems it found:
Oversight depends heavily on self-reporting by charter schools.
General auditing techniques alone do not uncover fraud.
Oversight bodies lack adequate staffing to detect and eliminate fraud.
California has the largest number of charter schools in the nation — 1,184, according to the California Charter Schools Association. The number in LA Unified grew this year to 285, 231 of which are independent.
The report recommends a few solutions, including requiring oversight agencies, such as the State Comptroller’s Office and Fiscal Crisis and Management Assistance Team, to conduct audits on charter schools once every three years, and not only when requested to do so.
“There’s no proactive system for auditing California’s charter schools by state officials… They wait until someone has whisteblowers come forward and the media has put something out, but there’s not a regular system for auditing schools,” said Kyle Serrette, director of education at the Center for Popular Democracy, in a call with reporters.
The report stated that over $81 million in fraud has been uncovered at charter schools to date, but that it is likely the “tip of the iceberg” and estimated the state will lose $100 million this year alone to waste, fraud and mismanagement at charters.
“We have a situation where we are losing millions of dollars to fraud in the charter sector every single year. We now know what the problem is,” Serrette said, adding that the backers of the report will be pushing state lawmakers for policy changes based on the findings of the report.
Serrette also said there are other states that do a better job of applying rigorous oversight of charters.
“Pennsylvania is a great example where the auditor general audits all of Pennsylvania’s charter schools every three to five years and the districts, which tend to be the authorizers there, they do the same thing,” Serrette said.

After City Paper reported the story of Martin Esquivel-Hernandez, an undocumented immigrant from Mexico with no criminal record who is currently in the process of being deported, CP editor Charlie Deitch called for Pittsburghers to get involved in the fight to keep Esquivel-Hernandez in the Steel City.
And many have responded. On July 8, more than 100 marchers will rally in support of Esquivel-Hernandez and “to oppose the politics of hate and fear,” according to the group’s Facebook page. The supporters are particularly calling out presumptive Republican presidential nominee Donald Trump and Republican U.S. Sen. Pat Toomey, from Pa., for their remarks and actions against undocumented immigrants. (Trump has called Mexican immigrants rapists, and Toomey sponsored a bill to block funding to “sanctuary cities,” or ones that refuse to communicate with the Department of Homeland Security about undocumented immigrants without warrants; the bill was blocked recently by U.S. Senate Democrats.)
In fact, Esquivel-Hernandez was picked up by immigration officers most likely because he had been cited for driving without a valid license in Mount Lebanon, a town without a sanctuary city-like policy. Lt. Duane Fisher, of the Mount Lebanon Police, says the township's general policy is to make contact with U.S. Immigration and Customs Enforcement if police “find someone who is unlicensed” and to see whether ICE has “any reason to see if [the suspect] is wanted.” Fisher says that from there, Mount Lebanon police don’t follow up on the case, and that it becomes ICE’s call. Pittsburgh, while not a sanctuary city, has a policy to not initiate contact with ICE, but will cooperate if contacted.
Immigration will be a main topic at the public march on Friday, which will coincide with the People’s Convention being held Downtown, and begins at 2:30 p.m. at 10th Street and Penn Avenue. For those wishing to provide further support to the Esquivel-Hernandez family, a website has been created (keeptheesquivelfamilytogether.com) where supporters can sign a letter to U.S. District Attorney David Hickton, who is prosecuting the case against Esquivel-Hernandez, that asks Hickton to drop the felony re-entry charges.
The groups rallying around Esquivel-Hernandez include the Pittsburgh chapter of the Labor Council for Latino Advancement, Latino outreach group Casa San José, nonprofit coalition One Pittsburgh, and social-justice-advocacy group the Thomas Merton Center.
A message in support of Esquivel-Hernandez is written on the website: “We sincerely believe Hickton is using this charge to brand Martín as a criminal deserving of jail time and immediate deportation. Martín does not belong in a prison cell. He should be back with his family and the community that loves and needs him the most.”
Esquivel-Hernandez has been in Pittsburgh for more than four years and has been involved in an assessment of Latino needs for Allegheny County; advocated for better translation services in Pittsburgh schools; and marched in immigrant-rights rallies.
The Obama administration has said that it will prosecute undocumented immigrants who threaten public safety, but the advocacy groups claim that Esquivel-Hernandez does not fit into that category given his lack of a criminal record and positive involvement in the community.

New York Times - June 25, 2014, by Peter Markowitz - For too many years our nation’s discourse around immigration has been distorted by anti-immigrant activists who have advanced bold but regressive state immigration policies. State laws in Arizona and elsewhere have powerfully, but inaccurately, framed the immigration issue through the lenses of criminality and terrorism. While these laws have not generally fared well in court, their impact on our national perception of immigration has impeded federal immigration reform. Meanwhile, states like New York continue to suffer the consequences of our broken immigration laws. Our families continue to be fractured by a torrent of deportations. Our economic growth continues to be impeded by the barriers our immigrant labor force faces. And our democracy continues to be undermined by the exclusion of a broad class of New York residents.
The New York Is Home Act, recently introduced by New York State Senator Gustavo Rivera and Assembly Member Karim Camara, with support from the Center for Popular Democracy and Make the Road New York, charts a path forward on immigration — a path that like-minded states and ultimately the federal government could follow. The legislation would grant state citizenship to noncitizens who can prove three years of residency and tax payment and who demonstrate a commitment to abiding by state laws and the state constitution.
The bill is an ambitious but sensible assertion of a state’s well-established power to define the bounds of its own political community. Unlike the Arizona law, this legislation is carefully crafted to respect the unique province of the federal government. As misguided and brutal as the federal immigration regime is, New York cannot alter federal deportation policy. However, it is absolutely within New York’s power to facilitate the full inclusion of immigrants in our state. By granting state citizenship, we would extend the full bundle of rights a state can deliver — the right to vote in state elections, to drive, to access higher education, among others — and we would define the full range of responsibilities that come along with citizenship, including tax payment, jury service and respect for state law. By reorienting our national conversation on immigration around the more accurate and productive themes of family, economic vitality and political inclusion, this legislation will move us toward a real solution to our nation’s immigration quagmire.
