After law school, I represented low-wage Latino workers in Queens who had been victims of wage theft, and I helped write New York City’s groundbreaking paid sick days law. Later, I created a campaign called Fed Up, urging the Federal Reserve to use its economic tools to focus on raising wages and creating jobs, not just minimizing inflation. I didn’t think of myself as a direct beneficiary of these policies: I was an upper-middle class white man with elite degrees, a bright future and financial security. Las escuelas independientes (charter) han proliferado en las últimas dos décadas con repetidas promesas de mejorar la calidad de la educación. Su ascenso ha sido tan rápido que hoy en día, el número de alumnos matriculados en muchas escuelas públicas está disminuyendo vertiginosamente, y se tiene previsto que en la próxima década algunos distritos pierdan hasta un tercio de sus estudiantes con relación a principios de siglo. Muchos distritos afectados por esta tendencia se están viendo forzados a despedir maestros, enfermeros y otro personal importante que apoya a los alumnos que quedan en las escuelas públicas.
La ley federal Every Student Succeeds, promulgada a fines del año pasado, no hará sino acelerar esta tendencia. Se proyecta que la ley aumentará al doble el gasto en escuelas charter durante la próxima década.
Sin embargo, a pesar de la explosión en ese sector, la supervisión se ha quedado atrás y, hoy en día, hay cada vez más motivos de preocupación. Ocho años atrás, a raíz de ataques contra la comunidad local de inmigrantes y el fracaso de la legislatura estatal en expandir el acceso a licencias de conducir, la ciudad de New Haven creó el primer programa municipal del país que otorga un documento de identificación.
Poco a poco, otras ciudades siguieron el ejemplo de New Haven y reconocieron los grandes beneficios que otorga una identificación municipal, no solo para los residentes que no pueden obtener acceso a otros tipos de identificación emitida por el gobierno, sino por el bien de la vida política y económica en general.
Al principio, la adopción de programas de identificación municipal fue un proceso lento, pero se ha acelerado significativamente en el año 2015, impulsada en gran parte por el lanzamiento de la identificación municipal de la ciudad de Nueva York. El IDNYC , aprobado por el Concejo Municipal el año pasado y estrenado a inicios de este año por el alcalde Bill de Blasio, es ahora el más extenso programa de identificación municipal en el país, con más de 350,000 inscritos.
Sin la correcta identificación, una persona tal vez no pueda abrir una cuenta bancaria o cobrar un cheque, recibir atención médica en un hospital, inscribir a su hijo en la escuela, solicitar beneficios públicos, presentar una queja ante el departamento de policía, sacar libros de la biblioteca, votar en las elecciones o siquiera recoger un paquete de la oficina de correos. Con una simple medida, la identificación municipal elimina todas esas barreras.
Si bien las comunidades inmigrantes han sido una fuerza influyente al solicitar que las ciudades adopten programas de identificación municipal, los beneficiarios no se limitarán a las comunidades de inmigrantes.
La identificación municipal es una medida política de gran impacto, precisamente por su potencial de adaptarse a un amplio espectro de situaciones de la vida real. Una docena de ciudades tienen programas nuevos, y hay campañas a su favor en otras tantas. Estos programas tienen el propósito de reducir la falta de acceso a servicios municipales para jóvenes, personas sin hogar, ancianos, ex convictos y personas trasgénero.
Las ciudades también se están dando cuenta de que, para que sus programas de identificación local tengan éxito, deben ser atractivos para todos, incluso residentes que ya tienen otras formas de identificación. El uso de estos documentos de identificación otorga beneficios en negocios e instituciones culturales locales. De esta manera, las ciudades atraen una amplia gama de participantes, lo que le da mayor legitimidad a dicho documento en la comunidad.
Mientras continúe la lucha por la reforma a nivel federal, la identificación municipal es algo que los gobiernos locales pueden hacer para incluir y empoderar a los inmigrantes en su comunidad.
Programas como estos envían un mensaje de inclusión y bienvenida no solo dentro de los linderos de la ciudad donde existen, sino también externamente, hacia el resto del país y Washington DC, donde millones de vidas están en la cuerda floja, pendientes de un debate paralizado.

President Obama met with Federal Reserve Chairwoman Janet Yellen on Monday, but one of the most pressing topics for the central banker was not on the agenda.
Obama did not plan to discuss interest rates with Yellen, according to White House press secretary Josh Earnest. He argued such a conversation could undercut the chair’s independence in setting monetary policy.
“I would not anticipate that, even in the confidential setting, that the president would have a conversation with the chair of the Fed that would undermine her ability to make these kinds of critical monetary policy decisions independently,” Earnest told reporters ahead of the meeting.
The closed-door discussion is instead an opportunity to “trade notes” on broader economic trends in the U.S. and abroad, as well as on a new set of regulations on Wall Street financial firms.
Obama and Yellen talked about the growth outlook, “the state of the labor market, inequality and potential risks to the economy,” the White House said after the meeting.
Vice President Biden also attended the meeting with Yellen in the Oval Office.
The meeting comes at time when Yellen is grappling with whether to raise interest rates further amid conflicting signs about the health of the global economy.
Yellen hiked the benchmark rate to 0.25 percent last December, the first such increase since the 2008 recession.
But since then, the central bank has taken a cautious approach to further hikes.
Reserve officials left the rate unchanged last month and reduced their estimate of the number of increases that could take place this year from four to two.
Yellen said late last month the economic recovery remains on track in the U.S. despite signs of weakness abroad, such as low oil prices and anemic growth in China. Inflation has also yet to hit the Fed’s 2 percent target.
She indicated she would take a wait-and-see approach on rate hikes until the economy shows more signs of improvement.
“I consider it appropriate for the committee to proceed cautiously in adjusting policy,” she said in a speech at the Economic Club of New York.
Election-year politics could complicate the Reserve’s decision-making process.
Progressive groups are wary of further rate hikes, worried that upping the cost of borrowing could slow the pace of hiring and economic growth.
The left-leaning “Fed Up” campaign circulated a questionnaire to presidential candidates Monday asking whether the Fed “should be intentionally slowing down the economy in 2016” by raising rates.
Republican leaders have frequently accused Obama of being too reliant on Fed policy to drive the recovery, which they say hasn’t spread to large segments of the economy.
Obama hasn’t publicly commented on interest rates. But he has sounded a more optimistic tone than Yellen on the economy, trumpeting a string of positive employment reports and rising wages.
Jared Bernstein, a former chief economist for Biden, expressed confidence Yellen would be able to insulate her decision-making from the political debate.
“The Yellen Fed, and particularly Chair Yellen herself, has been extremely data-driven, and I expect that to continue,” he said.
“What will be motivating her is less electoral politics and more the actual state of the real economy,” he added. “People worried about the fed loosening in an election year to help the incumbent party. I don’t think that is in play this year.”

Obama does not meet frequently with the Fed chair to discuss the economy. Yellen’s last one-on-one sit-down with the president occurred in early November 2014.
“I think the president has been pleased with the way that she has fulfilled what is a critically important job,” Earnest said.
Even while he offered praise for Yellen, the spokesman said Obama “cares deeply about preserving both the appearance of and the fact of the independence of the Federal Reserve and the chair.”

Una coalición de trabajadores latinos afroamericanos se reunirá este viernes con una de las personas más poderosas del sector económicos.
No vamos a hablar con un congresista ni senador, ni tampoco con el presidente Obama. En vez, le contaremos nuestra historia a una persona de la que pocos han oído; alguien sumamente importante, que está a cargo de dictar política: William Dudley, presidente del Banco Federal de Reserva de Nueva York.
La Reserva Federal es un banco central de Estados Unidos que en este momento es la más importante entidad de política económica, pues el Congreso no ha aprobado leyes significativas para estimular la economía y sacarnos de esta recesión. Eso significa que la Reserva Federal está tomando las principales decisiones sobre la economía, algo que históricamente ha hecho sin participación alguna del público.
Pero la coalición Fed Up, que incluye al Centro para la Democracia Popular, New York Communities for Change y Make the Road New York, se dedica a cambiar eso, pues la Reserva debe escuchar a la gente como usted y yo.
A pesar de lo que sabemos sobre la economía –la vida que llevan nuestras familias y su lucha diaria– miembros de la Reserva Federal como William Dudley se rehúsan a ver la realidad.
Tratan de afirmar que la economía se ha recuperado. Quieren aumentar las tasas de interés y dejar de estimular la economía antes de que el resto de nosotros siquiera tenga la oportunidad de recuperarse. Es una pésima idea.

William Dudley ha dicho que la decisión de aumentar las tasas de interés representará un cambio tan profundo que será un “cambio de régimen”. Una decisión de tal magnitud es demasiado importante como para dejarla en manos de los banqueros de Wall Street.
Los desempleados, los subempleados, quienes trabajan demasiado y los mal pagados representan la mayoría en la economía, y tenemos el derecho a voz y voto.

Voter registration is the number one barrier to the vote. An estimated 51 million eligible citizens, more than 24 percent of the electorate, could not cast a ballot on Election Day in the 2012 presidential election solely because they had not been registered. Registration and voting rates are particularly low for families with annual incomes below $20,000, voters of color, naturalized citizens, and those with limited English proficiency. Civic engagement levels are even worse in New York State. Fewer New Yorkers registered to vote and cast a ballot in the November 2012 general election than the national average.

One proven method of increasing voter participation, particularly among underrepresented citizens, is voter registration at public agencies (“agency-based registration”). Well-administered voter registration programs established at public assistance agencies pursuant to federal law have helped register 15 to 20 percent of agency applicants. In 2000, New York City sought to expand voter registration opportunities at municipal agencies by enacting Local Law 29 (“the Pro-Voter Law”), which required 18 city agencies and, under certain circumstances, their associated subcontractors, to offer voter registration forms to all persons submitting applications, renewals, or recertification for agency services, or notifying the agency of a change of address. The law included each of the City’s 59 community boards as well. The last and only evaluation of the Pro-Voter Law, undertaken by the New York City Council over a decade ago, found that agencies were failing to offer voter registration.
In 2014, the Center for Popular Democracy, Brennan Center for Justice at NYU School of Law, Citizens Union of the City of New York, and the New York Public Interest Research Group formed the Pro-Voter Law Coalition and launched a new initiative to assess the agencies’ compliance with the law and opportunities to enhance the law’s impact. The Pro-Voter Law Coalition submitted Freedom of Information Law (FOIL) requests to each of the 18 city agencies; met with the Voter Assistance Advisory Committee at the New York City Campaign Finance Board; and, along with the Asian American Legal Defense and Education Fund and Make the Road New York, launched field investigations at 14 city offices subject to the Pro-Voter Law to measure their compliance with the law.
The FOIL responses and field investigations revealed widespread agency failure to implement the Pro-Voter Law. Specifically, they found:
Inconsistent adherence. Documents provided by the 12 agencies that responded to FOIL requests indicated scattered and inconsistent attention to the Pro-Voter Law; Noncompliance in a majority of interactions. In 84 percent of client interactions, agency officials failed to comply with the Pro-Voter Law’s requirement to offer voter registration application forms; Failure to provide language access. Agency failures extended to bilingual voter registration mandates. Specifically, only 40 percent, or 2 out of 5 agency clients whose primary language was not English were given translated voter registration applications; and No training of agency staff. All 11 of the agency employees who responded to training inquiries admitted that no agency staff receive regular training on voter registration procedures.These findings are particularly significant given that over 30 percent, or 18 of 59 citizen clients interviewed at the agencies required to comply with the Pro-Voter Law’s mandates reported they were not registered to vote.
Agency failure to comply with the Pro-Voter Law marks a lost opportunity to increase New York City voter registration rates and, by extension, voter participation in the city. Expanding opportunities for New Yorkers to register to vote at municipal agencies will require a concerted commitment by the Mayor, City Council, and municipal agency heads. The Pro-Voter Law Coalition is joined by the Asian American Legal Defense and Education Fund, the League of Women Voters of the City of New York, Common Cause New York, and Make the Road New York in issuing the following 12 recommendations to help ensure that every eligible city resident is registered to vote when interacting with city agencies subject to the Pro-Voter Law.

For black communities in the United States, presidential election participation rates are strong and momentum is building.
In 2012, black voters showed up at the polls in the largest numbers (66.2 percent) and voted at a higher rate than non-Hispanic whites (64.1 percent) for the first time since rates were published by the U.S. Census Bureau in 1996.
Black Americans tend to vote Democratic in presidential elections. This was true by historic margins in President Barack Obama's 2008 and 2012 victories
- 95 and 93 percent, respectively. And their turnout rate in 2016 could be an important factor in deciding the next president of the United States, especially in a tight race.
That's good news for black community leaders who want to ensure their voices are heard and hold future leaders accountable.
The 2014 and 2015 cases of deadly police force against unarmed African-Americans have galvanized a tech-savvy generation of activists to inject new life in an age-old push for racial, economic and social equality.
More and more, movements such as Black Lives Matter are becoming international household names and are holding candidates accountable to specifically address and push for legislation on these issues.
One such organization, Black Alliance for Just Immigration (BAJI), engages and advocates on behalf of African-American and black immigrant communities on issues of racial justice and immigrant rights.
BAJI's policy and legal manager, Carl Lipscombe, says part of the greater push nationwide to organize and bring to light instances of police brutality results from what he describes as a community-wide fear of "being killed when walking to the corner." He says these police cases are enhanced by the advent of social media and by the ability to capture events on camera that wasn't possible in the 1980s.
Lipscombe says candidates must do more than "throw a bone" if they expect communities of color to go to the polls in droves.
"It's not enough to just say we want free education for everyone," Lipscombe said. "We want to know how this is going to impact black people."
According to the U.S. Bureau of Labor Statistics, the unemployment rate among blacks in the United States, at 9.4 percent, remains significantly higher
- nearly double
- than the overall rate of 5 percent nationwide.
Black wealth also has declined. The non-partisan Economic Policy Institute, in coordination with the liberal research institution Center for Popular Democracy, reports that black workers' wages have fallen by 44 cents on the hour in the past 15 years, while wages of both Hispanic and white workers have increased by approximately the same amount.
The Migration Policy Institute reports that black immigrants from Africa are better educated than the overall U.S. population, age 25 and older.
In 2007, 38 percent held a four-year degree or more, compared to 27 percent of the U.S. population. Yet, black immigrants earn lower wages and hold the highest unemployment rate in comparison to other immigrant groups, according to the Center for American Progress.
Bakary Tandia, case manager and policy advocate at African Services Committee, a Harlem-based agency dedicated to assisting African immigrants, refugees and asylees, says progress is necessary across all levels of government.
"Even if you take the case of [New York City Mayor Bill] de Blasio," Tandia said, "he is a progressive mayor, but in his administration, I have not seen any African immigrant appointed or in a meaningful position, and the same thing goes at the state level, at the federal level."
Grass-roots coordinators say anti-immigration rhetoric among some presidential candidates has fueled electoral participation, as well as greater community leadership.
Steve McFarland, whose organizing efforts include get-out-the-vote campaigns among disenfranchised communities in New York, says the immigration reform movement, combined with the work of Black Lives Matter, has produced a new generation of civil rights leaders.
"It doesn't look the way that it used to look," McFarland said. "It's not big organizations, but they can mobilize people, they have a clear voice, and they are winning changes across the country."
Ahead of the 2016 presidential primaries, there is good news for Democratic frontrunner and former secretary of state Hillary Clinton. She currently enjoys an 80 percent favorability rating among adult blacks, the highest positive net rating of all candidates, according to a recent Gallup poll.
Clinton, who has met privately with Black Lives Matters activists, specifically addressed racial profiling in an October speech at Clark Atlanta University.
"Race still plays a significant role in determining who gets ahead in America and who gets left behind," Clinton said. "Racial profiling is wrong, demanding, doesn't keep us safe or help solve crimes. It's time to put that practice behind us."
