Maybe we're just being selfish. It turns out that naturalization, the process of going from immigrant to citizen, puts cash in our pockets, concludes a new report from the Center for Popular Democracy, the National Partnership for New Americans, and the Center for the Study of Immigrant Integration at USC Dornsife.
If we naturalized folks who are eligible but who are dragging their feet, L.A. would see as much as a $3.3 billion economic impact and as much as $320 million in additional tax revenues over a 10-year span, the report's authors say. Holy frijole.
The researchers say that naturalization makes immigrants eligible to get better jobs and better pay, which in turn helps them spend more money in their communities: "These increased earnings will lead to additional economic activity," the report says.
L.A. immigrants can earn as much as an extra $3,659 a year, more than in New York or Chicago, by starting the citizenship process, the academics say in the paper:
Clearly, naturalization benefits immigrants: it provides full civil and political rights, protects against deportation, eases travel abroad, and provides full access to government jobs and assistance.
While opponents of a pathway to citizenship often paint south-of-the-border immigrants as a burden on taxpayer resources, the paper argues that folks who fully legalize their allegiance to the United States actually contribute to our tax base.
Of course, what they're talking about is "increased naturalization" "over the status quo," according to the report. It's all about potential.
Getting immigrants to naturalize would require some heavy lifting, though.
One barrier to naturalization is the cost, the authors say, which has risen from $225 in 2000 to $680 in 2008. The cheaper U.S. Green Card ($450) "sets up an incentive to continue to defer naturalization," the study says.
The authors say more encouragement in cities like L.A. could go a long way toward seeing more folks naturalize. This week City Hall joined an effort, "Cities for Citizenship," to do just that.

Our economy has long been out of balance. Workers' efforts across the country create wealth, but the profits don't get to the working people who produce them. Correcting that so that workers are paid enough to sustain their families and make ends meet, is not easy. It requires changing rules that unfairly favor the rich and are written by politicians beholden to the wealthy. That's why the recent move by Los Angeles to raise the minimum wage to $15 is so meaningful.
Conceived and fought for by workers and grassroots organizations, the $15 minimum wage is a people-powered victory that will improve the lives of Angelenos for generations. More importantly, this victory signals an irreversible change in the broader fight for a decent wage in cities around the country. It inspires hope that we can finally make work pay enough to live on.
The brave families that fought for change include people like Sandra Arzu, a single mother who works for Health Care Agency at $9 per hour - barely enough to survive in Los Angeles. It is people like Sandra and their families who power the country's second-largest city.
Just like Sandra, other mothers, brothers, sales representatives and servers around the country deserve the opportunity to sustain their families. Everyone who works hard should be able to make ends meet.
We came together in Los Angeles for our families, but also to join something bigger than us. We saw what was done in other cities - San Francisco, Chicago and Seattle have all raised their minimum wage recently - and we picked up on that momentum.
Through organizing and hard work, our communities stood together and demanded change. Organizations like Alliance of Californians for Community Empowerment, the Center for Popular Democracy, and our partners and allies brought workers to the forefront and helped make history.
The result speaks for itself: an increase in the minimum wage in yearly increments, reaching $15 by 2020 for large employers. Businesses with 25 or fewer employees will have more time, until 2021. A recent study with comparable figures shows that almost 800,000 people stand to benefit. That's more than 40 percent of LA's workforce. And there will be further increases to the minimum wage with rising consumer prices, meaning that minimum wage workers won't fall further behind. It's not hyperbole; this is a victory for generations of Angelenos to come.
In New York, there is a vibrant Fight for $15 movement that has already led to Gov. Andrew Cuomo taking initial steps in favor of an increase in wages for tipped workers. Organizers in Oregon and Washington, DC are gearing up to make minimum wage fights a big part of their agendas next year. Other cities looking at increases include Portland, Maine, Olympia; Tacoma, Washington; and Sacramento and Davis, California.
Here is some of what this could mean across the country. No one will get rich off a $15 minimum wage; it adds up to just over $31,000 per year for a full-time worker. But there will be enormous benefit for local economies and household budgets. Poverty will be reduced.
According to the National Employment Law Project, a full 42 percent of U.S. workers make less than $15 per hour. People of color are overrepresented in jobs paying less than $15 an hour, and female workers make up 54.7 percent of those making less than $15 per hour, even though they make up less than half of the overall U.S. workforce. African-American workers make up about are about 12 percent of the total workforce, but they account for 15 percent of the sub-$15-wage workforce. Latinos constitute 16.5 percent of the workforce, but account for almost 23 percent of workers making less than $15 per hour. Inequality is never acceptable, and a $15 minimum wage would mean enormous progress in fighting it.
Ultimately, the fight in LA and around the country is about determining what kind of country we want to live in. In LA, we did it, and we continue the fight across the country until everyone who works can make ends meet and have a say in their future. The future for the fight for $15, our households and children looks a little brighter thanks to the victory here. We can't wait to see what our friends in other cities will do to take this fight further.

The Federal Reserve has rolled out a series of announcements, online forums and meetings with Americans this year in response to outspoken civic groups and many Democrats, including Hillary Clinton, calling for a more transparent and inclusive U.S. central bank.
The latest critique came this week when Fed Up, a labor-affiliated coalition pushing for reforms, said it was "disappointing" that Nicole Taylor, a black woman and dean of community engagement and diversity at Stanford University whose term as director at the San Francisco Fed soon expires, would be succeeded on the board by Sanford Michelman, a white man who is co-founder of law firm Michelman & Robinson LLP.
"It's definitely a step back in terms of what I'd like to see on our board. We're working actively to build representation of women and minorities," John Williams, president of the San Francisco Fed, said on Wednesday in response to reporters' questions, noting the decision was made by private banks in his district.
After years of resisting more overt political efforts to curb its independence, the Fed this year has appeared willing to shine a light on its historically opaque process of choosing district Fed presidents, and also to show it is more sensitive to racial and gender diversity.
After the Philadelphia, Dallas and Minneapolis Fed banks last year all chose as presidents men with past ties to Goldman Sachs, the Atlanta Fed hosted a public webcast this month and said it seeks a "diverse set of candidates" for its new chief, raising hopes it would name the first black or Latino Fed president in the central bank's 103-year history.
"It's not just because we want to go and say we're diverse," Loretta Mester, Cleveland Fed president, said at a meeting with workers a day after her bank launched online applications for the public to recommend directors and advisers. "It's about getting different view points that are very helpful to us in ... thinking about the economy and understanding the trends."
The regional Fed presidents have rotating votes on policy, except for the head of the New York Fed who has a permanent voting role. Unlike Fed governors who are selected by the White House and approved by the Senate, the presidents are chosen by their district directors, half of whom are themselves picked by private local banks that technically own the Fed banks.
Critics say the dizzying structure leaves the Fed beholden to bankers who do not represent the public, and they point out that 11 of 12 district presidents are white while 10 are men.

An estimated 1,500 demonstrators will hit the streets of Downtown Pittsburgh this afternoon — and both geographically and politically, they expect to cover a lot of ground.
The “Still We Rise” March, which kicks off a two-day gathering of activists from around the country, begins at 2:30 and will feature stops including the Pittsburgh branch of the Federal Reserve, the headquarters of UPMC and the Station Square office of Pennsylvania Sen. Pat Toomey.
Ana Maria Archila, co-director of the Center for Popular Democracy, which is organizing the gathering, said the activists are turning out to put the spotlight on issues communities face such as economic inequality, racism and xenophobia.
“… We will win our rights,” she said, adding that the event “is really the launch of a national grassroots community.”
In fact, the “People’s Convention” at the David L. Lawrence Convention Center expects to attract over 40 progressive groups from 30 states, focusing on issues ranging from immigrant rights and racial equity to environmental concerns and public schools advocacy. A parallel program will involve policy discussions among progressive elected officials: Pittsburgh Mayor Bill Peduto and City Councilor Daniel Lavelle are among those participating.
The event “reflects what we’re trying to do in Pittsburgh, on a national level,” said Erin Kramer, executive director of activist group One Pittsburgh.
Here as elsewhere, organizers have pressed fast-food employers to raise minimum wages to at least $15 an hour, and fought for a city ordinance requiring employers to grant paid sick leave to workers. Other cities are weighing “fair scheduling” ordinances that require giving workers earlier notice about, and input on, their work schedules.
Immigration issues, which have become a critical issue in this year’s presidential race, also will be a key topic. While Ms. Kramer said the convention is about more than electoral politics, Republican presidential candidate Donald Trump “is really a threat for a lot of participants. He’s literally talking about building walls and sending people home. You may see a Trump puppet in the parade, more as a rodeo clown than anything else.”
The agenda may seem sprawling. “It is hard to weave these things together,” Ms. Archila admitted. One goal of the convention is for participants to craft a “statement of unity” outlining a vision to guide future activism.
But “all of our issues are interconnected,” said Pittsburgh education activist Pam Harbin, who will attend the convention to discuss tactics and lessons with organizers from elsewhere. “A $15 minimum wage is deeply connected to the fight for quality schools, because if you have parents working three jobs, you really can’t ask, ‘Why aren’t these parents more involved in their kids’ education?’”
Campaigns for higher wages or better worker protections often concentrate on the federal level. But with Washington in a partisan deadlock, activists are increasingly pressing for change locally.
“In some ways, people became more reliant on the federal government, and that took some of the wind out of the sails of local activism,” said Lisa Graves, executive director of the left-leaning Center for Media and Democracy. “But seeing the federal government crippled is an opportunity to reinvigorate local democracy.”
There are perils to the approach, as Pittsburgh has learned. Here as elsewhere, while progressives may control city hall, conservatives often rule state capitals.
State law has barred enforcing a Pittsburgh law to require the reporting of lost-and-stolen firearms, for example. And last December, an Allegheny County judge struck down ordinances requiring paid sick leave for employers, and special training for building security guards. A 2009 Supreme Court ruling barred municipalities for setting such rules for employers, Judge Joseph James ruled.
“It’s a growing trend to see these special interests using their access at the state level to preempt local democracy,” Ms. Graves said. This weekend will feature discussions of the challenge, but because states can limit local authority, “It’s extremely difficult to overcome.”
And a local ordinance may not help struggling families across the city line — at least not immediately.
Still, said Ms. Kramer, “If you lift the minimum wage in one place, people say, ‘Why not me?’ You have to start by painting an alternative picture.”

Leaders of the Black Lives Matter group received widespread applause from a crowd of Democratic state legislators, Friday, for suggesting the government award the black community reparations for “systematic discrimination in law enforcement.”
“Thinking about decriminalization with reparations—the idea is we that have extracted literally millions of dollars from communities, we have destroyed families,” said Marbre Shahly-Butts, deputy director of racial justice at the Center for Popular Democracy, during her address at the State Innovation Exchange in Washington, D.C. “Mass incarceration has led to the destruction of communities across the country. We can track which communities, like we have that data.”
“And so if we’re going to be decriminalizing things like marijuana, all of the profit from that should go back to the folks we’ve extracted it from,” she continued.
The focus of state legislators should be “state budgets and then reparations,” Shahly-Butts said.
“‘Reparations’ makes people kind of uncomfortable, so we can call it ‘reinvestment’ if you want to. Use whatever language makes you happy inside,” she said.
Fellow panelist Dante Barry, executive director of the Million Hoodies Movement for Justice, also recommended some type of “reinvestment” to help black youth and said New York City would be better off investing $100 million in the black community rather than hiring more police.
“In terms of response around black youth unemployment, it gets back to this whole piece around reinvestment,” Barry said. “What would you do with $100 million? How would we better use that money to provide jobs for unemployed youth, to provide housing, to have mental health access. … It’s really about how do we rethink some of our budgetary needs and how we’re putting power behind the way that we can really incorporate reinvestment in communities.”
If there were one policy he would want state legislators to prioritize, Barry said it would be a ban on all guns on campus.

USA Today - March 17, 2015, by Mark Weisbrot - Should the Federal Reserve raise interest rates in order to create more unemployment and keep wages from rising? If the question were asked that way, the vast majority of Americans would say, "No!"
It is not posed in this manner, even though economists — including Fed economists — and many journalists who write for the business press know that this is exactly what the Fed will be doing when it raises interest rates.
Of course, the justification is that we "need" to do this in order to keep inflation from rising to harmful levels. But the Consumer Price Index is actually down slightly for the year ending in January; in other words, inflation is in negative territory. Why should anyone want to increase unemployment just to keep inflation down?
OUR VIEW: Why it's good news if Fed loses 'patience'
When the Fed increases unemployment, it increases it twice as much for African Americans as for everyone else. And higher unemployment also reduces wage growth much more for African-American workers and lower-wage workers. Across the board, more unemployment translates very directly into more income inequality.
This is no time to be increasing unemployment and inequality, and pushing down wages. Median household income in the U.S. is still down about 3% since the recession ended in mid-2009. For the vast majority of the workforce, wages have stagnated or declined since 1979. Meanwhile, in the first three years of the current economic recovery, the top 1% of Americans received 91% of all income gains.
Fortunately, for probably the first time in the Fed's century of existence, there is a grass-roots movement to hold America's central bank accountable to the voters, citizens and working people of this country. A coalition led by the Center for Popular Democracy is "Fed Up" and trying to make sure that the Fed doesn't cut off wage growth before it even gets rolling.
If America is to shed the title of "Land of Inequality," this is how it is going to happen: by more people becoming aware of how the Fed's monetary policy affects them and demanding that it change.

NY Daily News - June 15, 2014, by Erin Durkin - Undocumented immigrants in New York could become “state citizens” with a slew of benefits from driver’s licenses to voting rights under a bill to be introduced Monday.
Advocates are set to announce the measure that would allow immigrants who aren’t U.S. citizens to become New York State citizens if they can prove they’ve lived and paid taxes in the state for three years and pledge to uphold New York laws — regardless of whether they’re in the country legally.
The state bill, which would apply to about 2.7 million New Yorkers, will face long odds in Albany, where even more modest immigration reforms have failed to pass.
People who secured state citizenship would be able to vote in state and local elections and run for state office. They could get a driver’s license, a professional license, Medicaid and other benefits controlled by the state. Immigrants would also be eligible for in-state tuition and financial aid.
The legislation would not grant legal authorization to work or change any other regulations governed by federal law.
“Obviously this is not something that’s going to pass immediately, but nothing as broad as this or as bold as this passes immediately,” said Sen. Gustavo Rivera (D-Bronx), the sponsor in the state Senate.

Two years ago this week, the nonprofit Center for Popular Democracy and allied groups launched the Fed Up campaign, aimed at making the Federal Reserve more accountable to workers and communities of color. They converged then on the Jackson Lake Lodge in Wyoming, where Fed officials decamp every year to discuss policy and hobnob with the economic elite.
How much political headway has the campaign made since then? This year, Fed Up activists were essentially put on the schedule for senior Federal Reserve officials, with a major meeting at the Jackson Hole summit.
The group met Thursday, the first day of the summit, with eight of the 12 presidents of the regional Federal Reserve banks and two members of the Federal Reserve Board of Governors.
Fed Up activists have met individually with the governors and regional bank presidents before; they spoke with some Fed officials less formally at the past two Jackson Hole gatherings. This is the first time, however, that their delegation of some 120 rank-and-file activists had met with so many of the central bank’s decision-makers in one place.
“It is kind of like a mini-FOMC,” said Fed Up campaign manager Jordan Haedtler prior to the event, likening it to a meeting of the Federal Open Market Committee, the Fed’s policymaking body.
The progressive campaign is calling for the central bank to wait for the economic recovery to reach more broadly across America before raising its benchmark interest rate again, a move that slows the pace of economic growth to head off price inflation.
It has also criticized the Fed for the lack of racial, gender and professional background diversity among its senior officials, arguing that only a central bank that looks like America can craft policy in the best interests of all citizens.
The Fed officials at the meeting were Esther George, president of the Federal Reserve Bank of Kansas City, which hosts the annual symposium; New York Fed president William Dudley; Dallas Fed president Robert Kaplan; Minneapolis Fed president Neel Kashkari; Cleveland Fed president Loretta Mester; Boston Fed president Eric Rosengren; San Francisco Fed president John Williams; Richmond Fed president Jeffrey Lacker, and Fed governors Stanley Fischer and Lael Brainard.
“They were really impressed with how well prepared we were,” said Haedtler after the meeting. “They were heartened by the discussion.”
“We’ll see how things go in September,” he added, referring to the next opportunity for an interest rate hike.
Bill Medley, a spokesman for the Kansas City Fed, also gave positive feedback about the meeting.
“It was a productive dialogue, as it always is, and we look forward to continuing the conversation,” Medley said.
Fed Up has had a banner year so far. Democratic presidential nominee Hillary Clinton embraced the broad contours of its platform in May after weeks of private discussion with group representatives.
“Secretary Clinton believes that the Fed needs to be more representative of America as a whole as well as that commonsense reforms — like getting bankers off the boards of regional Federal Reserve banks — are long overdue,” a Clinton spokesman said at the time.
But Clinton stopped short of signing on to a bolder reform proposal that Fed Up rolled out in April, which would turn the central bank system into an entirely public institution. The Federal Reserve Board of Governors is already a federal agency, whose top officials are nominated by the president and confirmed by the Senate. But the 12 regional banks it supervises are owned by the private financial institutions they serve. (Fed Up released a more detailed version of its idea on Monday.)
The private nature of these banks is a major reason why they are run overwhelmingly by white men with backgrounds in finance, Fed Up argues. There has never been a black or Latino president of one of the regional banks, the group notes in its reform proposal, and one-third of the current bank heads are alumni of Wall Street power player Goldman Sachs.
Fed Up’s moment at this year’s Jackson Hole symposium was not without its hiccups.
Earlier this month, Fed Up were informed that the Jackson Lake Lodge had canceled over a dozen of its room reservations. The hotel said a “computer glitch” had led to the overbooking of 18 rooms. But the fact that 13 of those rooms were booked by Fed Up raised concerns that they were being targeted.
Although the activists found lodging at a nearby resort, Fed Up filed a complaint with the U.S. Department of Justice, and members of Congress sympathetic to their cause sent Fed Chair Janet Yellen a letter asking for an explanation.
In an apparent gesture of detente, George, the Kansas City Fed president, offered Fed Up the big meeting, and the campaign withdrew its objections to the lodging snafu.
Fed Up agreed also to limit its presence in the lodge’s halls during a scheduled cocktail hour. In the past, activists have clustered inside the hotel to confront Fed officials in person. The group held a press conference-cum-rally outside the lodge before Thursday’s meeting. It also plans to run teach-in seminars and to canvass the city’s low-income neighborhoods to spread the word about Fed reform.
But Haedtler, Fed Up’s campaign manager, wanted to focus on Thursday’s meeting. It is evidence, he said, that his fledgling movement’s priorities have made it into the mainstream.
“We have clearly reshaped the discourse,” Haedtler said.

Además, entre los trabajadores con salarios bajos, que son mayormente inmigrantes, la explotación es algo común. Esto es particularmente cierto en el caso de los trabajadores indocumentados y quienes trabajan en la economía informal.
El éxito del plan de Career Pathways depende de su capacidad de eliminar las principales barreras que enfrentan los neoyorquinos inmigrantes. Un informe preparado conjuntamente por el Center for Popular Democracy y Center for an Urban Future identifica estas barreras y describe una estrategia coordinada para enfrentar los obstáculos que impiden que los trabajadores inmigrantes alcancen plenamente su potencial.
Específicamente, la ciudad y las entidades privadas que financian la fuerza laboral deben invertir en clases de inglés, educación de adultos y programas de capacitación y titulación para trabajadores con diversos niveles educativos y de dominio de inglés. Esto les permitiría aprender las destrezas que necesitan para ser competitivos en la fuerza laboral y evitaría que se estanquen en empleos con poca paga.
En segundo lugar, la ciudad debe asegurar que los trabajadores inmigrantes estén enterados de estos servicios al asegurarse de que se ofrezcan en los vecindarios donde los inmigrantes viven o trabajan. Sin un enfoque coordinado para asegurar que los servicios de desarrollo laboral estén atendiendo a los inmigrantes, el plan de la ciudad corre el riesgo de pasar por alto a un grupo enorme de trabajadores y personas que buscan empleo. En este momento tenemos la oportunidad de asegurar que se incluyan a los inmigrantes como parte esencial de este plan.
