Lemlem Berhe is one of a handful of activists from the Dallas-Fort Worth area visiting Jackson Hole, Wyo., in hopes of getting their message heard. That message: Raising interest rates now would stunt wage growth and hurt working families and communities of color.
“Fed officials think the economy has recovered enough to raise interest rates, slowing down job and business growth, but working families like mine in Dallas know otherwise,” Berhe said. “That’s why we’re in Wyoming this week, to ask them to prioritize job growth and higher wages.”
As part of the national FedUp Coalition, local members of the Texas Organizing Project and the Workers Defense Project are in Wyoming for the Federal Reserve’s annual summit, where the world’s most powerful central bankers discuss economic policies that affect people everywhere. The top U.S. banker — Fed chairwoman Janet Yellen — is not attending the event, which began Thursday and ends Sunday.
This is the first time anyone from either group has traveled to the Fed’s annual summit in Jackson Hole.
This year’s Jackson Hole Economic Policy Symposium comes as the Fed faces a difficult decision on when to start raising interest rates, rising debates on income inequality and wages, and worries about slowing Asian economies, most notably in China.
With the U.S. unemployment rate at 5.3 percent in July, some say it’s time to raise interest rates, which have been near zero for nearly seven years. Recently, some economists and one Fed banker have called for a delay given concerns about slower global economies.
On Friday, the organizing groups in Jackson Hole held a public demonstration and teach-ins on topics such as full employment and the selection process for regional bank presidents, with renowned Columbia University economist Joseph Stiglitz. Today, he wrote an op-ed column in the Los Angeles Times about why the Fed should not raise interest rates.
In addition, the Texas Organizing Project also made a second request in a video posted to its Facebook page and in a tweet to meet with Robert Steven Kaplan, the newly named president of the Federal Reserve Bank of Dallas, soon after he starts his new job on Sept. 8. Kaplan is attending the summit.
Kaplan will replace Richard Fisher, who retired in March after a decade leading the Dallas Fed. Last week, immediately after the regional bank named Kaplan, the Texas Organizing Project suggested he meet with some of its members in Dallas once he arrives.
Earlier this year, the group and the FedUp Coalition asked to meet with Dallas Fed board members to seek more openness and participation in the search process for Fisher’s replacement. Their request was denied, but a meeting was arranged with two bank officials. I wrote about it.
FedUp claims that full employment is when the nation’s unemployment rate is 4 percent or lower. If that was the case this year, the Dallas economy would be $19.9 billion stronger at $476.8 billion, it would have 204,300 more workers employed, which would mean 162,500 fewer people would live in poverty.
In addition to Berhe, two other Texas Organizing Project representatives in Jackson Hole are from Dallas: member Nayeli Ruiz, 21, and community organizer Kenia Castro.
The Austin-based Workers Defense Project has two D-FW representatives in Jackson Hole: AdanArostegui andElliott Navarro.
“We believe that our members should be involved and learn what the Fed does,” said Diana Ramirez, a community organizer for the Workers Defense Project in Dallas. “No one really knows.”

Freno a la epidemia de robo de salarios fue la consigna que gritaron sin cesar unas 30 empleadas domésticas y jornaleros frente a la Corte de Brooklyn. La acción, liderada por el Proyecto de Justicia Laboral (WJP), sirvió para exponer a un contratista inescrupuloso como parte de “una maquinaria que exprime a las familias trabajadoras”.
Los defensores denunciaron que la creación de’ empresas fantasma’ es una estrategia que los empleadores para esquivar a las autoridades y seguir en el negocio pese a tener casos abiertos en las cortes de la ciudad.
Samuel Just, propietario de Just Cleaning, fue arrestado el verano pasado por la Fiscalía de Brooklyn luego de que el WJP documentara varios casos de robo de salario. Pese a la presión de las autoridades y de los grupos defensores de los jornaleros, el empresario se niega a pagar a las víctimas, la mayoría mujeres latinas.
“El robo de salario es un crimen. No hay otra manera de calificarlo”, sentenció Ligia Guallpa, directora ejecutiva del WJP.
Otras organizaciones se unieron a la protesta para denunciar que el robo de salario afecta radicalmente a las comunidades inmigrantes. Gonzalo Mercado, director ejecutivo de Staten Island Community Job Center, explicó que los contratistas están creando empresas fantasmas para evadir a las autoridades y las pesquisas de los activistas.
“Hemos visto a empleadores circulando por las paradas de jornaleros con camionetas sin logotipos. Su estrategia es evitar ser identificados”, sentenció. “Muchos trabajadores no saben quién los contrata, lo que hace más difícil la recuperación de los salarios”.
El mexicano Oscar Lezama (36) contó que una compañía de Staten Island, que se dedica a la instalación de cocinas, se negó a pagarle unos mil dólares por horas extra.
“No sabía para quién trabajaba. Nunca vi nombres o logotipos que identificaran a la compañía”, comentó.
La organización Staten Island Community Job Center ayudó a Lezama a recuperar su salario mediante negociaciones directas con el propietario, pero Mercado dijo que identificar a la compañía implicó una investigación exhaustiva.
“Las organizaciones, de alguna manera, estamos tomando el rol del Departamento de Trabajo para recuperar los salarios”, dijo Mercado. “Muchos contratistas prefieren la negociación directa y así evitar comparecer en una corte, lo que reduce el tiempo de recuperación de salario, algo que beneficia al trabajador”.
Los defensores están pidiendo mano dura para los contratistas que reinciden en el robo de salario. Parte de sus esfuerzos implica que la Ciudad revoque o niegue la renovación de las licencias.
“Los contratistas recurren a subcontratistas para contratar jornaleros y luego no pagarles”, dijo Guallpa. “En las cortes se defienden argumentando que nunca contrataron al trabajador”.
De acuerdo con la activista, Samuel Just estaría recurriendo a estas estrategias para evadir su responsabilidad. El empresario presuntamente recurre a subcontratistas y empresas fantasma para continuar en el negocio y esquivar a los fiscales, algo que WJP está documentando.
La protesta frente a la Corte de Brooklyn fue la quinta acción colectiva convocada por WJP para exponer al propietario de Just Cleaning, pero también para crear conciencia acerca de que el robo de salario es un problema, que se agudizó en los últimos años, según defensores.
“La falta de denuncia, el miedo de los trabajadores indocumentados y las leyes débiles están nutriendo el abuso de los empleadores”, se lamentó Omar Henríquez, organizador de la Red Nacional de Trabajadores por Día (NDLON). “El robo de salario implica la evasión de impuestos. Es perjudicial para nuestros gobiernos y comunidades”.
El Servicio de Impuestos Internos (IRS) estima que los empleadores clasifican erróneamente a millones de empleados cada año en el país, evitando en promedio cerca de $4.000 en impuestos federales por cada trabajador.
Las víctimas de Just declinaron hacer comentarios por recomendación de sus abogados, pero estuvieron en la protesta demandando justicia. Varias llamadas al empleador no fueron atendidas al cierre de esta edición.
Un estimado de 2.1 millones de neoyorquinos son víctimas de robo de salario al año, lo que representa una pérdida de $3.2 mil millones en pagos y beneficios, según el reporte “By a Thousand Cuts: The Complex Face of Wage Theft in New York” del Center for Popular Democracy Action (CPDA).
Según la Fiscalía de Brooklyn, Just recogía a los trabajadores en una van en la esquina de las avenidas Marcy y Division -en el barrio de Williamsburg-, y les ofrecía entre $10 y $15 la hora. El contratista hizo trabajar a los jornaleros hasta 27 horas seguidas durante la celebración de Pesaj o Pascua Judía, que implica una intensa limpieza de los hogares.
Al menos 11 trabajadores -la mayoría mujeres- habrían sido víctimas de Just, pero sólo cinco se atrevieron a denunciarlo, según los activistas.

This is believed to be the first time there ever has been protesters at the event.
“We strongly urge the Federal Reserve to reject the calls to raise interest rates and slow the economy down,” said The Center for Popular Democracy, a coalition of 70 organizations, in a letter to Federal Reserve Chairwoman Janet Yellen and her colleagues.
“Although the stock market has roared back to life, and the wealthiest Americans are richer than ever before, too many of us struggle to secure even basic levels of dignity,” the letter said.
Becky Dernbach, 28, an organizer with Neighborhoods Organizing for Change — an advocacy group for low-income residents in Minneapolis — said she came to Jackson Hole to make sure that the voices of average workers were being heard by the Fed.
Kendra Brooks, 42, a resident of Philadelphia who has an MBA but still found herself out of work even after her unemployment benefits ended, said the American dream has “fizzled” in this economy.
“We are not their [the Fed's] primary concern. They are more focused on the top end of the [income] scale,” she said.
The activists said the Jackson Hole protest was the start of a new effort to get officials to understand the economy is broken.
The group held a two-hour meeting with Kansas City Fed President Esther George, who has been one of several regional bank presidents advocating for a rate hike sooner rather than later.
Ady Barkan, a staff attorney with the Center for Popular Democracy, said that the group appreciated the meeting but that the two sides had talked past each other.
George told the group that higher rates might not come soon, but said are coming and will balance the economy, he said.
“That is completely wrong,” Barkan said. The way to combat imbalance in the economy is through strong regulation “not throwing people out of work,” he said.

New York immigrate Family Unity Project (NYIFUP) is an initiative that emerged from seven years of research and interviews with immigration lawyers and defenders of the rights of immigrants. They gave their opinions that the lack of a competent legal representation for many New York immigrants, unfamiliar with the law, do not have money for lawyers and having problems with the language, is unnecessary deportations, which lead to the separation of families and are an unnecessary financial ballast to the government.
Last summer, the New York city council has allocated 500 000 dollars. to fund a pilot program, whose task was to test the reasonableness of the initiative. The draft law school joined them. Benjamin N. Cardozo, and several organizations fighting for immigrant rights, and so created a program of assistance to 190 immigrants.
"It is a matter of justice - says Peter L. Markowitz, a professor at Cardozo Law School. - This is an opportunity to initiate changes in the way immigrants are treated in our country."
In the future, originator NYIFUP plan to organize legal assistance for all poor immigrants awaiting deportation in immigration detention: in New York, Batavia, NY, Newark and Elizabeth, New Jersey. Annually, these centers gets about 2,450 immigrants.
The full annual cost of the program is estimated at 7.4 million dollars. His supporters argue that reducing the time that immigrants spend in detention centers, and limit the number of deportations will bring savings of 5.9 million per year.

The Center for Popular Democracy and the Economic Policy Institute released a study yesterday showing the statewide unemployment rate for black people is 11.7 percent, compared to 3.2 percent for white people.
Black Minnesotans' unemployment rate is 3.7 times higher than white Minnesotans'. The study analyzed all 50 states and the District of Columbia, and the only places with a larger gap were Wisconsin (4.6 times higher) and D.C. (5.6 times higher).
Minneapolis unemployment rates are lower than statewide, but the racial gap (3.9x) is even higher.
When these figures came out yesterday protesters from across the country lobbied the Federal Reserve to keep its interest rates low.
When interest rates are low it's easier for businesses to borrow money, and in theory, easier access to money means businesses can hire -- and pay -- more people. On the flip side, if interest rates are kept too low for too long inflation becomes a concern.
"Unemployment is slowly, slowly heading in the right direction, but raising interest rates at this point would really set minorities back," said Becky Dernbach with Neighborhoods Organizing for Change, which held a rally yesterday at its headquarters. "We think the Fed needs to pay special consideration to how the recovery has not hit certain communities at all."
NOC and its allies are supportive of Minneapolis Fed President Narayana Kocherlakota, who favors keeping interest rates low, but he's stepping down in a year. Protesters made it clear yesterday they want a say in who takes his place.
"On a fundamental level, we need to have a voice in the process," said Dernbach.

Un nuevo estudio indica que los trabajadores inmigrantes hispanos son más propensos a morir en trabajos de la construcción.
La investigación, realizada por “Center for Popular Democracy”, que abarca desde los años 2001 a 2011, también señala que la debilitación de la Ley de Andamios de Nueva York, dañaría desproporcionalmente a los inmigrantes y a los afroamericanos.
El estudio halló que los trabajadores latinos del estado de Nueva York se enfrentan a mayores peligros en la construcción que otros grupos.
En Nueva York, el 60% de las víctimas investigadas por caídas desde posiciones elevadas fueron latinas o inmigrantes.
El 74% de estas caídas que resultaron mortales, fueron víctimas latinas.
Un número desproporcionadamente alto, ya que este grupo constituye sólo el 40% de los trabajadores de construcción.
De todos ellos, el 86% de fatalidades fueron de trabajadores sin sindicato.
Además de proteger la Ley de Andamios, el estudio recomienda, para que se eviten lesiones y muertes en el trabajo, la presencia de más inspectores, un entrenamiento más apropiado, y la utilización de equipos cuidadosamente revisados.
