St. Louis Public Radio - March 5, 2015, by Maria Altman - What recovery? That was the question being asked Thursday by a small group of activists outside the Federal Reserve Bank of St. Louis.
About a dozen protesters called on the Fed to focus on unemployment, especially among minorities, rather than on keeping inflation rates low. They said if the Federal Open Market Committee raises the interest rate this year, as anticipated, it would likely mean fewer jobs.
"We’re calling on the Fed to do the right thing by most people, because the people they’re helping by changing the policy is a very small minority people and a very influential and affluent group of people," said Derek Laney of Missourians for Reform and Empowerment.
The protest was one of several held at Federal Reserve Banks around the country to highlight a new report by the Center for Popular Democracy and the Economic Policy Institute. The report calls on the Fed to focus on “full unemployment,” and highlights disparities between white and minority unemployment levels.
In Missouri last year the unemployment rate for African-Americans was 14.4 percent, while the rate for whites was just 5.1 percent, according to the Bureau of Labor Statistics. Several of the protesters, who represented a variety of local groups, including MORE, the Organization for Black Struggle, Veterans for Peace, Pro-Vote and Young activists United STL, had personal stories of being out of work and struggling.
Reginald Rounds with MORE said he had recently gotten a bachelor’s degree but still couldn’t find work.
"There is no recovery in the community in which I live," said Rounds. "I talked to many people in different organizations and churches throughout the city as we worked on the Don’t Shoot Coalition. It’s my personal belief that a lot of things that happened in Ferguson just boiled over from all the tensions of unemployment, job creation, housing and our educational system."
The Federal Reserve Bank of St. Louis said in an emailed statement that officials reached out to protesters on Wednesday and asked them to meet to discuss the report.
"The Fed has a dual mandate to keep inflation low and stable and to foster maximum sustainable employment. It takes these responsibilities very seriously," said Karen Branding, senior vice president of public affairs, in the statement.
Washington University economist Jennifer Dlugosz said the Fed has good reason not to focus too tightly on lowering unemployment levels.
"We know from macroeconomics that if the Fed tries to push the rate of unemployment below the natural rate, which people think is 5.5 percent, that it wouldn’t work and that it would just accelerate inflation," she said.
Dlugosz, who previously worked for the Fed’s Board of Governors in Washington, D.C., said monetary policy is not the right tool to address unemployment disparity. Instead, she said, targeting labor market and education policies to create more equality would likely have better results.
The report also took aim at the Fed’s transparency, especially in choosing the board of directors for each of the 12 Federal Reserve Banks. The protesters argued too many corporate and bank executives take those positions, including in the Federal Reserve Bank of St. Louis’ board of directors.
"It’s basically bankers, and that’s in the charter, and there’s whole bunch of other folks who could be from labor and working people, but are instead from big corporations," said Jeff Ordower of MORE.
The board of directors in each of the Federal Reserve districts is responsible for choosing the president of the Reserve Banks. Those presidents rotate onto the Federal Open Market Committee, which meets eight times a year and decides the nation’s monetary policy. In her statement, Branding said the Fed was designed by Congress to “represent the voice of Main St."
"At the St. Louis Fed we have significant dialogue with business leaders, community development organizations, educators and the public,” she wrote. “We have a diverse board of directors who are familiar with economic and credit conditions in the district.”
Professor Dlugosz said the make-up of the boards is somewhat limited by statute. Each district’s community bank members choose three bankers to sit on the board and three non-bankers. The other three directors are chosen by the Fed’s Board of Governors in Washington, D.C, and are supposed to represent a mix of labor, agriculture, industry, and consumers.
Dlugosz said the last group, known as “Class C,” is the most likely group to represent the interests of the public, since they’re appointed by the Board of Governors.
"That’s really, I’m guessing, the main place where you’re going to see heads of labor unions or consumer advocates. If they’re getting on there, I imagine it’s the Board that’s electing them," she said. "I don’t know if that’s changed over time, but one would hope that they’re keeping an eye on it."

Starbucks employees say their schedules aren’t nearly as sweet as those pumpkin spice lattes they’re serving up this fall.
In a new report from the Center for Popular Democracy, a nonprofit that works with community groups, Starbucks workers said the coffee company has failed over the past year to make good on a promise to improve employees’ schedules. Instead, employees said they still face unpredictable workweeks, obstacles to taking sick leave, insufficient rest and staffing, and a failure to honor their availability.
“Starbucks’ frontline employees bear the brunt of the management imperative to minimize store labor costs, which takes precedence over attempts to stabilize work hours, provide healthy schedules, and to ensure employees have real input into their working conditions,” the report states.
The issues detailed in the report are familiar to anyone to many who work on “non-standard” schedules common among low wage jobs.
Starbucks first came under fire after a New York Times article from August 2014 described the struggle of a Starbucks barista and single mother, whose irregular work schedule caused turbulence in her personal relationships, other jobs and parental routine. The source of such chaos was supposedly Starbucks’s sophisticated scheduling software that cuts labor costs by arranging workers’ weeks based on sales patterns.
While this technology can boost a business’s profits, it can also leave workers working back-to-back shifts (also known as ‘clopening’), or not receiving enough hours to make ends meet. Sometimes, as the Timesarticle pointed out, employees would commute to work just to find their schedule changed.
After the public backlash, Starbucks promised to revise its policies and end the irregular scheduling practices for its roughly 130,000 baristas in the U.S.
To achieve this, Starbucks said it would post all work hours 10 days in advance, and give any baristas with more than an hour long commute the option to transfer to a more convenient location. Starbucks also said it would revise the scheduling technology and kill the clopening shift.
But much has remained unchanged, according to the 200 workers across 37 states the Center for Popular Democracy interviewed.
Nearly half of the surveyed Starbucks employees said they received their schedule one week or less in advance, and one in four workers said they still had to work clopening shifts.
Employees also reported feeling as though managers disregarded their availability, and denied them more hours when they needed additional work. Finally, 40 percent of employees said they faced barriers to taking sick leave when they were ill.
None of this seems to fit with Starbucks’s reputation as a “fabulous company” to work for, as jobs and recruiting website Glassdoor described it in its annual ranking of the 50 best places to work in 2014. Starbucks came in at No. 39.
The Center for Popular Democracy’s report did have some suggestions for improvement, however, recommending that Starbucks guarantee minimum hours and full-time work for those who want it. It also said the company should mandate that managers provide predictable schedules so working families can have a more stable work-life balance, in addition to taking the pressure off sick employees to find a replacement for a shift.

The Wall Street Journal - August 22, 2014, by Pedro Nicolaci Da Costa - A group of activists has descended on the Kansas City Federal Reserve Bank’s annual conference in Jackson Hole, Wyo., to tell central bank officials that any move to raise interest rates soon could wreak havoc on the lives of Americans still struggling with a weak economic recovery.
U.S. unemployment has fallen fairly rapidly in recent months, to 6.2% in July, down from its post-recession peak of 10%. However, the activists said those numbers mask much deeper troubles in the country’s poorer neighborhoods. The unemployment rate for African-Americans, for instance, was 11.1% in July.
Reggie Rounds, 57 years old, came to the conference from Ferguson, Mo., the site of recent violent protests following the killing of an unarmed teenager by a police officer. During a brief conversation here with Federal Reserve Vice Chairman Stanley Fischer, Mr. Rounds, who is unemployed and says he hasn’t had regular work for years, urged the central bank to keep poor Americans on their minds as they make policy decisions.
“I deal with people who have educated themselves. These people, sir, are inundated with student loans. They’re making just not livable wages or not wages at all,” Mr. Rounds told Mr. Fischer. “We’re desperately needing a stimulant into this economy, and job creation, to get us going.”
Mr. Fischer responded: “That’s what the Fed has been trying to do and will continue to try to do.”
The Fed has kept interest rates near zero since December 2008 and bought more than $3 trillion in government and mortgage bonds to keep long-term rates low, spur investment and boost hiring.
However, recent improvements in the job market and a pickup in inflation have revived debate about when the central bank should begin lifting interest rates from rock-bottom lows. In her speech here Friday, Fed Chairwoman Janet Yellen said if the labor market keeps improving faster than the Fed forecasts the central bank could raise rates sooner than expected. Many investors anticipate the first move in the summer of next year, a perception some top Fed officials have encouraged.
Representatives of the Center for Popular Democracy, a left-leaning national nonprofit organization, said they organized the activists’ trip to Jackson Hole. The participants argued that near-term rate increases could have a deep negative impact on the most vulnerable sectors of the population.
Reuben Eckels, 51, a reverend from Wichita, Kan., said he had come to the conference to tell policy makers “how raising interest rates would affect the community in which I serve.” He and other activists played down the notion of a “skills gap” where workers might not have the qualifications for the jobs available.
“We have young people who are college students in our church who have a 4.0 [grade average], Dean’s list, they can’t find jobs,” he said. “So this is not about just raising the rates so we can offset an imbalance for those elderly who are trying to save their portfolio. This is about people on the street, everyday people … who are just trying to live a good quality of life.”
Shemethia Butler, 34, is one such individual. Hailing from Washington, D.C. the mother of two says she is dealing with extreme stress because the wages she earns at McDonald’s aren’t enough to cover her rent, much less basic expenses like food, electricity and transportation.
“I have no vehicle. My housing situation is stressful. I’m about to lose my apartment. I’m struggling really hard,” she said. “Things may be fine on Wall Street, but they’re not fine on my street.”

WASHINGTON – The latest crusade in the name of diversity commenced on Thursday, this time aimed squarely at the makeup of the Federal Reserve’s leadership and spearheaded in part by Elizabeth Warren, the senior U.S. senator from Massachusetts.
The Cambridge Democrat recently linked up with fellow Democrat, Michigan U.S. Rep. John Conyers, to send a letter to Janet Yellen, chair of the Federal Reserve Board of Governors, asking the former Clinton administration adviser to take action. They cited a 1977 law that requires the bank regulator to reflect the nation’s diversity.
The progressive duo began their missive by praising her work under President Barack Obama before stating that they “remain deeply concerned that the Federal Reserve has not yet fulfilled its statutory and moral obligation to ensure that its leadership reflects the composition of our diverse nation.” Instead, they said, the central bank’s leadership “remains overwhelmingly and disproportionately white and male,” and is drawn mainly from major banks and corporations.
The letter cites a statistic reported in February by the left-leaning Center for Popular Democracy that indicates that “83 percent of Federal Reserve head office board members are white” while “men occupy nearly three-fourths of all regional bank directorships.”
The lawmakers assert that the discussions among Fed leaders regarding labor market conditions never once mentioned the situation confronting blacks in 2010, the most recent year for which full transcripts are available. The lawmakers point out that the unemployment rate for blacks that year never fell below 15.5 percent, while the nation’s average jobless rate hovered just below 10 percent during most of that post-recession period.
Fellow Massachusetts U.S. Sen. Ed Markey put his signature on the letter, alongside those of more than 120 other Democrats in Congress

Former Secretary of State Hillary Clinton, the frontrunner for the Democratic presidential nomination, was also quick to throw her support behind the call for diversity:
“The Fed needs to be more representative of America as a whole,” Jesse Ferguson, a Clinton campaign spokesman, told the Associated Press Thursday, adding that Clinton also opposes the fact that three private-sector bankers currently sit on each regional Fed bank board.
The Fed is actively working to further diversify its ranks, bank spokesman Dave Skidmore said in a statement provided to AP.
“Minority representation on Reserve Bank and Branch boards has increased from 16 percent in 2010 to 24 percent in 2016,” Skidmore told AP. “The proportion of women directors has risen from 23 percent to 30 percent over the same period. Currently, 46 percent of all directors are diverse in terms of race and/or gender (with a director who is both female and a minority counted only one time).”
“We are striving to continue that progress.”

NY1 - A forum was held Wednesday at the CUNY Murphy Institute on a new report by United New York and the Center for Popular Democracy that recommends increasing the city's minimum wage to $10 an hour.
It also calls for earned sick leave, schedule predictability, and passing legislation that allows the city to adjust its own minimum wage above that of the state.
The report focused mostly on service industry jobs.
"This is a moment in New York City where we can finally demand that this be a city that stands up for low-wage workers and doesn't shy away from that role," said Deborah Axt of Make the Road New York.
"If we are to maintain our progressive reputation as the bright shining star, then New York City really needs to claim a lot of the recommendations that came out of this forum here today," said City Councilwoman Letitia James, whose district covers part of Brooklyn.
The report said that the city's unemployment rate rose from 5 to 10 percent since 2007, while its homeless population has doubled since 1992.
It also found that real median income is down $3,000 since 2008.

A few weeks back we noted how Bullard had questioned the intentions of ex-Facebook founder Dustin Moskovitz in funding the Center for Popular Democracy's Fed Up campaign (see "Why Is Facebook Funding "Anti-Fed" Activists"). The "Fed Up" group has mounted an aggressive effort to convince the Fed to keep rates ultra low noting they favor central banking policies that "are aimed at making sure lower income households and minorities share in the recovery to the same degree as the well off."
Ironically, Moskovitz, and his inflated FaceBook shares, are among the key beneficiaries of "ultra low rates" and not so much the poor and struggling people of this country. A fact that was not lost on St. Louis Fed president James Bullard. Per our previous post:
When it comes to Fed Up, "it's Facebook money," Bullard said. "I think it's kind of a funny thing for them to fund because they want low interest rates in an era where we are awash in low interest rates, so it's kind of crazy, isn't it?"
"I think that Dustin Moskovitz should be here, maybe he can helicopter in from Sun Valley or something instead of sending all these people, if he wants low interest rates. He could just come and argue about it," Mr. Bullard said.
Just a few short weeks later we now learn that the billionaire techie, and former college roommate of Mark Zuckerberg, is set to become one of the largest donors to the Democratic Party. According to CNN, Moskovitz will donate a total of $20 million to various Democratic organizations making him the 3rd most generous donor of this election cycle. But Moskovitz, at least if taken at his word, isn't really donating to elect Hillary as much as to defeat Trump saying that he wants to teach Republicans a lesson that by "supporting this kind of candidate, they compel people to act in response."
"This decision was not easy, particularly because we have reservations about anyone using large amounts of money to influence elections," Moskovitz and his wife, Cari Tuna, wrote in a post on Medium. "We hope these efforts make it a little more likely that Secretary Clinton is able to pursue the agenda she's outlined, and serve as a signal to the Republican Party that by running this kind of campaign - one built on fear and hostility?—?and supporting this kind of candidate, they compel people to act in response."
"Cari and I have dedicated our lives to figuring out how to do the most good we can with the resources we've been given. Until now, those efforts have not included making endorsements or contributions in presidential elections," Moskovitz wrote. "The Republican Party, and Donald Trump in particular, is running on a zero-sum vision, stressing a false contest between their constituency and the rest of the world."
But perhaps Moskovitz is less concerned about Trump spreading "fear and hostility" and more concerned about his recent comments suggesting that the only thing the Fed has created with "ultra low rates" is a "strong artificial stock market." Per CNN,
"They're keeping rates down because they don't want everything else to go down," the Republican presidential nominee told Reuters on Monday.
Trump said the "only thing that is strong is the artificial stock market."
"We have a very false economy," Trump told Reuters. "At some point the rates are going to have to change."

A spokeswoman for the San Francisco-based retailer said Thursday the decision also applies to Gap's other brands, including Banana Republic, Old Navy and Athleta and was part of an effort to "improve scheduling stability and flexibility" for workers.
Spokeswoman Laura Wilkinson said the change will apply "across our global organization" and will be fully implemented by the end of this month. Wilkinson said the company is working to establish scheduling systems giving store employees at least 10 to 14 days' notice.
Attorney General Eric Schneiderman's office sent letters to Gap and 12 other retailers earlier this year questioning them about on-call scheduling, which required hourly workers to stay on-call for shifts set the night before or the same day, giving them little time to arrange for child care or work other jobs.
"Workers deserve stable and reliable work schedules, and I commend Gap for taking an important step to make their employees' schedules fairer and more predictable," said Schneiderman, a Democrat.
Abercrombie & Fitch also ended the practice this month.
Carrie Gleason, director of the Fair Workweek Initiative at the Center for Popular Democracy, said in a statement that Gap's decision reflects not only Schneiderman's concerns but also a new ordinance in San Francisco requiring chain retailers to set schedules in advance. Similar proposals are pending before other city governments.
"Working people in hourly jobs are starting to speak out about the impact that employers' scheduling practices has on their lives," Gleason said in a statement.

City Council Holds First Hearings Today on "Municipal ID" Program in Council Chambers Advocates: Municipal IDs Will Benefit ALL New Yorkers & Provide Critical Services(NEW YORK) Earlier this year, Mayor Bill de Blasio and Council Speaker Melissa Mark-Viverito announced plans to make city-issued identification cards available for all New Yorkers, which would particularly help residents who otherwise have limited access to identification documents, including immigrants and homeless New Yorkers. Similar municipal ID programs are in place in ten cities nationwide, as noted in the Center for Popular Democracy's report, "Who We Are: Municipal ID Cards as a Local Strategy to Promote Belonging and Shared Community Identity." Today, the City Council held its first hearings on the bill introduced earlier this month. Advocates attended the hearing in support of the measure, which will improve interactions between residents and law enforcement, make cardholders less vulnerable to crime, and improve quality of life for the most vulnerable New Yorkers. Grace Shim, Executive Director of the MinKwon Center for Community Action: "An estimated 180,000 undocumented Asian Americans live in the New York metro area. We are excited by the potential of the Municipal ID card to make our City more inclusive and accessible for all. In order to ensure that the card does not become a proxy for immigration status, however, the City must broadly market the adoption of this card to all New Yorkers. From discounts to cultural institutions and financial service capabilities, the City should explore many creative ideas for integration."

Jesus Castellanos, Make the Road New York youth member: "When I was assaulted I did not want to tell the police because I was scared to approach them without an ID. It's not right that a young person like me should have to do this. A municipal ID will build trust and create a safer New York for all people." Rev. Omar Almonte, Central Baptist Church: "As a man of faith and a spiritual leader of an immigrant community, I firmly believe that this proposal for a New York City ID to help document the undocumented, would be a just and righteous act, because it would strengthen our community. They and their families live, work, study and are crucial parts of our city now and in the future, and this law would create a fairer, more just place for us all."

Hoppe Pastor of St. Leo Catholic Church: "As people of faith, we believe that having valid identification for all New Yorkers will offer renewed hope and human dignity to those who have struggled far too long. In my congregation, I witness the daily pain of mothers unable to bring their children to school for fear of being deported. We fully support this initiative to provide a pathway to all New Yorkers to have the same access to economic and civic opportunities in our city.”
Lucia Gomez, La Fuente Executive Director: “This is a very historic time for the city, municipal IDs will serve nearly half a million residents (including immigrants, the homeless, low-income and the elderly). It will protected our value for inclusion and will be consistent with our security needs. We stand committed to work with the city council to see the bill pass implemented in the upcoming months.”
Valeria Treves, executive director NICE: “A NYC municipal ID is a step in right direction to becoming a city that truly recognizes the contributions of all of the city’s residents, including the city’s undocumented workers and families. We must now work to ensure that it's easily accessible to all immigrants and others who face challenges attaining an ID, and work closely with key departments, such as the NYPD, to ensure that officers recognize the card as valid ID and respect the rights and dignity of the card holder.”
