The USCIS confirmed over 27,000 new citizens will be welcomed in more than 160 naturalization ceremonies between Sept. 17 and Sept. 23. Sept. 17 is Constitution Day and Citizenship Day, and according to USCIS Director León Rodriguez, citizenship in the U.S. defines what Americans have in common: "equal rights, responsibilities and opportunities."
"As we celebrate our Constitution this week, more than 27,000 new U.S. citizens will now be able to vote, volunteer, participate, and become engaged in issues that are important to them and their families," said Rodriguez.
The Center for Popular Democracy, the National Partnership for New Americans and the Center for the Study of Immigrant Integration at USC Dornsife released a report finding citizenship has its benefits for immigrants. The report, "Citizenship: A Wise Investment for Cities," noted immigrants' earnings can increase between 8 percent and 11 percent after naturalization.
The report noted if half the number of eligible immigrants were naturalized, approximately $10 billion could be earned in Chicago, Los Angeles and New York alone. The three aforementioned cities have events called Cities for Citizenship (C4C), a national immigrant naturalization effort.
"Cities and their mayors are modeling progressive leadership to address national issues where the federal government has failed. Cutting through the administrative and financial red tape of the naturalization process is an outgrowth of that leadership and will benefit millions of American families who have been excluded from the privileges of citizenship," said Center for Popular Democracy Co-Executive Director Ana Maria Archila.
According to a statement from the CPD, the rate of people becoming U.S. citizens has been mixed due to application costs. In 2000, applying for U.S. citizenship cost $225, but it had increased to $680 by 2008. As a result, applying for citizenship has been "sensitive" as 52 percent of immigrants are low-income.
"We hope Cities for Citizenship will encourage millions of immigrants to take the important step of becoming U.S. citizens and full participants in the economic, cultural, and civic life of this nation," said National Partnership for New Americans Co-Chair Eva Millona, a naturalized U.S. citizen. "We are bringing immigrant organizations into partnership with Mayors to grow C4C in dozens of cities across the U.S. to break down barriers for immigrants, and grow ours into a truly participatory democracy.
Meanwhile, Houston and Los Angeles are hosting citizenship workshops by the New Americans Campaign, which will help eligible immigrants apply for U.S. citizenship.
"There are many reasons to become a citizen -- citizens stand to earn up to 11 percent more in wages over a lifetime, they have access to more and better-paying jobs, and they can help their kids under 18 become citizens," said Immigrant Legal Resource Center Executive Director Eric Cohen.
To commemorate Citizenship Day and Constitution Day, the USCIS is hosting the naturalization ceremonies at several national parks and landmarks including Yosemite National Park, the Harry S. Truman Presidential Library and Museum and the Morristown National Historical Park in New Jersey

Safety & Health Magazine - April 18, 2014 - A recent study that questioned the usefulness of New York state’s “Scaffold Law” is flawed, according to a new report from a worker safety advocacy coalition.
In December, a study from State University of New York’s Rockefeller Institute of Government concluded that New York’s Labor Law 240 – which imposes a strict liability on employers for workplace injuries at height – drives up the cost of business without improving worker safety.
But an April 17 report from the Center for Popular Democracy and the New York Committee for Occupational Safety and Health called the Rockefeller study “biased,” noting that the study was paid for by the New York Civil Justice Institute, a group created by an alliance criticized as working on behalf of employer and industry interests.
The Rockefeller study confused correlation with causation, the two worker safety advocacy groups say, by claiming differences between worker injury rates in construction and non-construction industries in New York and elsewhere are entirely due to the Scaffold Law.
CPD and NYCOSH are partners in a newly launched Scaffold Safety Coalition, a group of workers, advocates and other organizations that have joined to defend the state’s Scaffold Law.

The number of Americans applying for new unemployment benefits last week dropped to its lowest point in more than 40 years, signaling that the labor market may be stronger than many economists had predicted. But the positive labor numbers do not mean that wage stagnation for those workers who do have a job is likely to end anytime soon.
Initial jobless claims fell last week to a seasonally adjusted 255,000, which is the lowest level since November 1973, the Labor Department reported on Thursday.
Summer is a volatile time for reliable unemployment numbers because it is generally the season that some large car assembly plants close for annual retooling. Because such stoppages don't affect all companies, it's more difficult for the Labor Department to accurately adjust its numbers.
Even with that caveat, Thursday's report points to a growing downward trend of unemployment that indicates a strengthening labor market.
The four-week moving average, which is less subject to weekly fluctuations and a better measure of labor market trends, fell 4,000 to 278,500 last week. The average level of claims has been near that mark since early April.
The numbers are being released as the movement for raising the minimum wage gains ground nationally. With the federal minimum wage at $7.25 an hour, American cities including Seattle, San Francisco, and Los Angeles in the past year have moved to raise their minimum wages to $15 an hour.
On Wednesday, the District of Columbia authorized a petition drive that could put the $15-an-hour minimum wage on the ballot in November 2016 elections. At the same time, a New York panel recommended that fast-food workers at chain restaurants statewide have their wages raised to $15, a move widely expected to be approved by the state's acting labor commissioner.
But that doesn't mean you should immediately march into your bosses' office and demand a raise.
While job growth has picked up and unemployment is continuing its seven-year downward trend, it has not been matched by corresponding wage increases, indicating that the labor market is still predominantly skewed to employers and not workers. Wages have only risen about 2 percent during the past 12 months.
"As an economist watching the economy, we're somewhat surprised that wages pressures have been so muted to this point," IHS Economics senior director Jim Diffley told Reuters. "We do expect an acceleration and in fact think it necessary to continue the recovery."
According to the Economic Policy Institute in Washington, the majority of Americans have faced wage stagnation for the past 35 years, and it is a major factor the rise of family income stagnation and income inequality. Furthermore, the failure of wages to grow highlights gender and racial wage gaps.
United States Secretary of Labor Thomas Perez said that shifting wages out of its stagnation is still a major part of the “unfinished business” of the nation’s economic recovery from the Great Recession.
“The rising tide of this economic wind at our back has to lift more boats,” he told The New York Times.
Optimistic signs of labor market growth have been tempered with a note of caution from the Federal Reserve, which is monitoring labor market conditions, including wage stagnation, to determine whether to raise short-term interest rates.
”While labor market conditions have improved substantially, they are ... not yet consistent with maximum employment,” Fed Chairwoman Janet Yellen told members of Congress last week.
Labor groups are calling on the Fed to hold off on rate hikes and focus on pursuing full employment in order to boost both job and wage growth.
“Raising interest rates too soon will slow an already sluggish economy, stall progress on unemployment, and perpetuate wage stagnation for the vast majority of American workers. This harm will be disproportionately felt by women and people of color, who are concentrated in the most vulnerable strata of the workforce,” said a report released by the Center for Popular Democracy and a coalition of labor groups.

The Federal Reserve faces criticism from lawmakers and others over its record on diversity at the same time the central bank is highlighting the economic outlook for minority groups.
Several Democrats on the Senate Banking Committee questioned Fed Chairwoman Janet Yellen on Tuesday about the selection process for regional Fed bank presidents, echoing the concerns of advocacy groups who have said the system should be more open and allow more public input.
The 12 regional bank presidents are appointed by regional boards, subject to approval by the Washington, D.C.-based Fed board of governors. As heads of regional Fed branches, they are expected to keep their fingers on the pulse of their local economies and participate on decisions about interest rates. Just two of the current presidents are women and none are black or Hispanic. The last black president stepped down in 1974.
Sen. Elizabeth Warren (D., Mass.) criticized the selection process, saying Washington officials represented little more than a rubber stamp. Earlier this year, Fed governors signed off on the reappointment of most bank presidents until 2021 “without any public debate or any public discussion,” she said.
“If you’re concerned about this, why didn’t you use either of these opportunities to say enough is enough. Let’s go back and see if we can find qualified regional presidents who also contribute to the overall diversity of the Fed’s leadership?” Ms. Warren asked.
“It just shows me that the selection process for regional Fed presidents is broken,” retorted Ms. Warren, calling on Congress to consider changing the process.
The Center for Popular Democracy, a left-leaning advocacy group, has been pressing the Fed for months to increase the diversity of its leadership, as have many Democrats on Capitol Hill who signed onto a letter from Ms. Warren to Ms. Yellen on the matter last month.
Presumptive Democratic presidential nominee Hillary Clinton has also weighed in. Her campaign released a statement saying the Fed “needs to be more representative of America as a whole.”
In a June 13 response to the lawmakers’ letter, Ms. Yellen acknowledged “there is still work to be done” on diversity within the Fed ranks “and I assure you that workforce diversity remains a priority for the Federal Reserve.”
In her prepared testimony Tuesday, Ms. Yellen stressed the need to ensure that the gains from the economic recovery are widely distributed.
She noted that blacks and Hispanics are still suffering some of the effects of the recession in more pronounced ways than other groups. Black and Hispanic workers still face higher unemployment rates than the workforce as a whole, she said.
“It is troubling that unemployment rates for these minority groups remain higher than for the nation overall, and that the annual income of the median African-American household is still well below the median income of other U.S. households,” Ms. Yellen said.
Diverging economic circumstances between white and black households predate the recession but the gaps widened after the financial crisis and have only barely narrowed in the recovery.
A Fed report released alongside Ms. Yellen’s testimony found that black households, which saw their median incomes fall 16% during the recession, are only 88% of the way back to prerecession levels. White households, by contrast, saw incomes fall only 8% and are already back to 94% of prerecession levels, the report said.
It is rare for the Fed to address the economic conditions for individual demographic groups. The central bank’s congressional mandate requires that it seek to hold down unemployment and keep inflation stable for the country as a whole. In the past, Ms. Yellen has said she was sympathetic to the economic troubles of minority groups but stressed the Fed’s options for addressing them were limited.
Ms. Yellen’s comments Tuesday suggest a rising recognition within the Fed that the racial gaps in the economy are becoming more pronounced and that there is a role for monetary policy to play in shrinking those gaps.
“It’s important for us to be aware of those differences and to focus on them as we think about monetary policy and work that the Federal Reserve does in the area of community development,” she said.
Ms. Yellen is set to address the House Financial Services Committee on Wednesday and could face many of the same questions.

Newark, N.J.’s refusal to detain undocumented immigrants for minor offenses could serve as an olive branch to the immigrant community.
As of last month, the Newark, New Jersey police department is no longer taking orders from Immigration and Customs Enforcement (ICE) to detain undocumented immigrants who have been picked up for minor criminal offenses such as shoplifting or vandalism.
The policy was signed into law by Newark Police Director Samuel DeMaio on July 24.
Newark may be the first and only law enforcement agency in New Jersey no longer to honor detainer requests from ICE, but it’s far from the only police department in the country to have done so. Police departments in Los Angeles, the District of Columbia, Chicago, New York City and New Orleans have also implemented policies stating they won’t honor ICE detainer requests.
The policy change was applauded by civil rights and faith leaders, who say the detainers — which allow law enforcement to hold in custody for up to 48 hours, without a warrant, those whose immigration status is in question — discourage communities of immigrants and law enforcement officials from having a cooperative relationship.
Immigrant-rights advocates said they view the new police protocol as an olive branch to undocumented people living in the U.S., who may be hesitant to cooperate with police officers who are investigating crimes in the community for fear they may be deported. New Jersey reportedly has one of the largest immigrant populations in the nation.
“Law enforcement officials across the country have recognized that local police officers should not be in the business of federal immigration enforcement,” said Udi Ofer, executive director of the American Civil Liberties Union (ACLU) of New Jersey, which advocated for the policy shift.
“With this new policy in place, the Newark Police Department has made it clear that all residents, regardless of their immigration status, are safe to cooperate with the police,” Ofer continued in the release. “This policy ensures that if you’re a victim of a crime, or have witnessed a crime, you can contact the police without having to fear deportation. This will make all Newarkers safer.”
Emily Tucker is an attorney at the Center for Popular Democracy. She said the group was “thrilled that Newark is standing in solidarity with immigrant families by rejecting all future collaboration with the federal deportation apparatus.
“Spending local tax dollars to take parents away from their children and workers away from their jobs is both morally wrong and bad for the economy,” Tucker said. “We hope the Newark policy will serve as a model for the rest of New Jersey, and for cities around the country who don’t want local resources being spent to help ICE meet its arbitrary enforcement quotas.”
New Jersey to New Orleans to Los Angeles
The New York Times recently published an editorial applauding those cities that have announced they will no longer be cooperating with ICE’s detainer requests and encouraged other cities to follow suit.
“The federal dragnet that makes little distinction between tamale sellers and dangerous criminals — greatly expanded by the use of local law enforcement officials across the country — has been ensnaring record numbers of minor offenders,” the editorial board wrote. “This melding of local crime fighting and immigration enforcement has led to unjust imprisonment, policing abuses, racial profiling and paralyzing fear in immigrant communities.
“The damage to public safety is measurable; a recent study by researchers at the University of Illinois at Chicago found that Latinos, both immigrants and native-born, often shun the police and are reluctant to cooperate with criminal investigations. Combating domestic violence, sexual abuse and gang-related crimes becomes far more difficult when local cops are de facto federal agents.”
Amy Gottlieb, director of the American Friends Service Committee, said she hoped other law enforcement agencies would implement similar policies, adding that “any detainer policy where people are aware that the police department is acting in support of the immigrant community is going to be helpful for police and immigrant relations.”
While Newark officers will no longer hold persons in an immigration detention center for committing a minor-level offense, the Newark Police Department will still report information to ICE after arresting an individual and also will continue to share fingerprint information with federal investigators.
“If we arrest somebody for a disorderly persons offense and we get a detainer request, we’re not going to hold them in our cell block,” DeMaio said. “I don’t know if we’ve ever gotten a detainer request on a guy with a misdemeanor,” adding that the department received a total of eight detainer requests in 2012.
Helpful or harmful to a city’s crime fighters?
While California Gov. Jerry Brown (D) has said he would sign legislation limiting who state and local law enforcement officials can hold for deportation, and while Connecticut’s legislature unanimously passed similar legislation, not everyone thinks the policy is a good idea.
Republican U.S. Senate candidate Steve Lonegan, for example, called the policy “another in a long line of missteps” by his opponent, Newark Mayor Cory Booker (D), saying the new policy will only lead to an increase in crime.
“We’re sending a signal,” he said, that “you can come to the country illegally, you can shoplift, you can vandalize but it’s alright. We’re going to make sure you’re safe. It’s a great message to our kids.”
Kevin Griffs, a spokesman for the Booker campaign, said Lonegan’s understanding of the policy was inaccurate and explained that “all serious offenders obviously go to the county jail, and ultimately, the mayor’s thinking was that this was going to improve relations between the police department and the immigrant community and help the Newark Police Department catch more of the real bad guys.”
ICE officials have declined to comment on the policy change.
