A spokeswoman for the San Francisco-based retailer said Thursday the decision also applies to Gap's other brands, including Banana Republic, Old Navy and Athleta and was part of an effort to "improve scheduling stability and flexibility" for workers.
Spokeswoman Laura Wilkinson said the change will apply "across our global organization" and will be fully implemented by the end of this month. Wilkinson said the company is working to establish scheduling systems giving store employees at least 10 to 14 days' notice.
Attorney General Eric Schneiderman's office sent letters to Gap and 12 other retailers earlier this year questioning them about on-call scheduling, which required hourly workers to stay on-call for shifts set the night before or the same day, giving them little time to arrange for child care or work other jobs.
"Workers deserve stable and reliable work schedules, and I commend Gap for taking an important step to make their employees' schedules fairer and more predictable," said Schneiderman, a Democrat.
Abercrombie & Fitch also ended the practice this month.
Carrie Gleason, director of the Fair Workweek Initiative at the Center for Popular Democracy, said in a statement that Gap's decision reflects not only Schneiderman's concerns but also a new ordinance in San Francisco requiring chain retailers to set schedules in advance. Similar proposals are pending before other city governments.
"Working people in hourly jobs are starting to speak out about the impact that employers' scheduling practices has on their lives," Gleason said in a statement.

NEW YORK CITY — The Center for Popular Democracy (CPD) and Pineros y Campesinos Unidos del Noroeste (PCUN) commended Oregon lawmakers for raising the state’s minimum wage to $14.75 per hour in Portland, $13.50 in smaller cities, and $12.50 in rural areas. The legislation increases the current statewide rate of $9.25 gradually over six years, topping out in 2022. The higher standard will help lift millions out of poverty around the state.
Oregon follows a long line of states and cities that have raised wages over the past year, prompted by growing popular concerns and a burgeoning worker-led movement. In the coming year, 14 states and four municipalities are expected to launch ballot initiatives and legislative measures to increase wages.
The Center for Popular Democracy, a national pro-worker coalition, has helped lead the fight for higher wages in Oregon alongside with PCUN (also known as Northwest Treeplanters and Farmworkers United).
JoEllen Chernow, Director of CPD’s Minimum Wage campaign, released the following statement:
“The working families of Oregon badly need a raise that lets them put food on the table, put more money in their pockets, and put themselves on the road to a better future. We hope that this vote will spur states around the country to follow in Oregon’s footsteps and provide workers and their families with a better standard of living.”

CHARTER SCHOOL CHEATS: New Report On Charter Industry Exposes $100 million In Taxpayer Funds Meant For Children Instead Lost To Fraud, Waste & AbuseA new report released today reveals that fraudulent charter operators in 15 states are responsible for losing, misusing or wasting over $100 million in taxpayer money.
“Charter School Vulnerabilities to Waste, Fraud And Abuse,” authored by the Center for Popular Democracy and Integrity in Education, echoes a warning from the U.S. Department of Education’s Office of the Inspector General. The report draws upon news reports, criminal complaints and more to detail how, in just 15 of the 42 states that have charter schools, charter operators have used school funds illegally to buy personal luxuries for themselves, support their other businesses, and more.
The report also includes recommendations for policymakers on how they can address the problem of rampant fraud, waste and abuse in the charter school industry. Both organizations recommend pausing charter expansion until these problems are addressed.
"We expected to find a fair amount of fraud when we began this project, but we did not expect to find over $100 million in taxpayer dollars lost. That's just in 15 states. And that figure fails to capture the real harm to children. Clearly, we should hit the pause button on charter expansion until there is a better oversight system in place to protect our children and our communities," said Kyle Serrette, the Director of Education Justice at the Center for Popular Democracy.
“Our school system exists to serve students and enrich communities,” added Sabrina Stevens, Executive Director of Integrity in Education. “School funding is too scarce as it is; we can hardly afford to waste the resources we do have on people who would prioritize exotic vacations over school supplies or food for children. We also can’t continue to rely on the media or isolated whistleblowers to identify these problems. We need to have rules in place that can systematically weed out incompetent or unscrupulous charter operators before they pose a risk to students and taxpayers.”

Versace is coming under fire for allegedly using a secret code to alert workers when an African-American person enters the store. A former employee who says he experienced the shocking scenario firsthand is suing for unpaid wages and damages.
According to the lawsuit, Christopher Sampiro, 23, claims the employees at the Bay Area Versace location used the code word “D410” to casually let each other know when a black person entered the store. The exact code is also used to identify all black clothing. After learning of the practice, the plaintiff, who self-identifies as one-quarter African American, responded to his manager by asking, "You know that I'm African American?" Following the exchange, Sampiro claims he was denied rest breaks and a "legitimate" training. He was fired two weeks later.
The management told Sampiro that he was let go because he hadn't "lived the luxury life," the lawsuit reports. Versace denied the allegations and filed a request for dismissal of the suit—but this isn’t the first time the Italian fashion house has gotten into trouble for its similarly questionable actions related to race.
Earlier this summer, the company released its fall 2016 ad featuring Gigi Hadid as the matriarch of an interracial family. While the campaign initially received praise for the depiction of a racially-diverse family, people were later upset to find that the 21-year-old model was depicted as a mother of two small children. One of the black children also appeared to be strapped into its stroller with a metal chain...it was odd, to say the least. In response to the criticism, Versace released a statement that said, "The campaign is made of a series of tableaux, some real-life and some fantastical. One part of the story is very glamorous, almost a fantasy, a kind of dream. The other part of the story is the same people, but in their real lives.”
Legal controversy related to race isn't new in the world of fashion. Last year, the Center for Popular Democracy accused Zara of racial profiling in a new report compiled from a survey of 251 Zara employees in New York City. According to the report, the store employees used the word “special order” to trail black customers who were deemed potential thieves while shopping. In the survey, 46 percent of employees claimed black customers were called “special orders” "always" or "often," while 14 percent said the same about Latino customers and 7 percent said the same about whites.
While Zara refuted the claims, both Versace and the Spanish retailer's cases, if proven to be true, show that the industry still clearly has a long way to go when it comes to diversity.

Several worker advocacy groups in swing states are showing senatorial candidates that according to polls, voters support raising the minimum wage and expanding eligibility for overtime pay.

The groups include the National Employment Law Project (NELP), the Center for Popular Democracy Action Fund and the Working Families Party. They report that when voters learn that GOP incumbent senators oppose raising the minimum wage and expanding overtime pay eligibility, they often switch their support to Democratic challengers.
This might greatly influence the outcome of close U.S. Senate races in Pennsylvania, Missouri, Ohio, New Hampshire and Arizona.
Forty four Senate Republicans have signed a resolution opposing the overtime pay expansion the U.S. Labor Department plans to implement December 1.
“Voters are fed up with lack of action in Washington on raising wages for working people, and what we’re seeing is that just letting voters know where the candidates stand on these issues can have a significant impact,” Dan Cantor, executive director of the Working Families Party, says.
He cited polls that found:
▪ Nationally, voters support expanding overtime pay eligibility by a three-to-one ratio. Just over half of voters say they would oppose a candidate who opposes the expansion.
▪ In Pennsylvania, three-fourths of voters say they support raising the minimum wage. Also, by an 81 to 15 percent margin, they say they approve of expanding eligibility for overtime pay. Fifty seven percent of voters say they will oppose candidates who do not support these goals. (Democratic U.S. Senate candidate Katie McGinty has made raising the minimum wage a key plank in her race against GOP Sen. Pat Toomey.)
▪ In Missouri, voters approve expanding overtime pay eligibility by a 76 to 16 percent margin. If a candidate opposes the idea, 53 percent of voters say it would lessen their support.
▪ In Ohio, voters approve expanding overtime pay eligibility by an 80 to14 percent margin. And if a candidate opposes the idea, 51 percent of voters say they would lessen their support.
“Working women and men should be paid for the time they work, period. The Obama administration’s decision to increase the overtime threshold is an enormous, in many cases life-changing, win for working people, from fast-food, retail and healthcare managers to post-doctoral associates and counselors,” Service Employees President Mary Kay Henry has said.
She continued: “This action will put more money in people’s pockets and boost the economy. It will boost women, African Americans, Latinos, people who are early in their careers and people who have modest education levels – the very people hardest hit by the 40-year assault on working people built on phony trickle-down economics.”
“Raising wages includes lifting national wages, but it’s far broader than that,” AFL-CIO President Richard Trumka has said. “We want earned sick leave and paid family leave. We want full employment, fair overtime rules and fair scheduling so people won’t have to guess whether they’ll get enough hours to pay the rent.”
The Working Families Party, the NELP Action Fund and their allies are working to inform workers about where candidates for office from president down to city councilperson stand on raising wages,” said NELP fund spokesman Paul Sonn.

A coalition of social and economic justice groups has launched a one-week campaign to end what they view as problematic university investments. The New York-based Center for Popular Democracy (CPD) and partner organizations including three Make the Road branches will hold six protests along the East Coast, calling on Columbia, Harvard and Yale to pull their investments out of hedge funds that hold Puerto Rican debt and have advocated austerity measures in the U.S. territory, leading to mass school closings and higher tuition costs.

The New York Times - June 23, 2013, Editorial - The revelation in 2011 that the New York City Police Department was spying on law-abiding Muslims rightly attracted scrutiny from the Justice Department, which announced last year that it intended to review the program. The disclosure also raised troubling questions about whether the city was violating a federal court order that bars it from retaining information gleaned from investigations of political activity unless there are reasonable indications of potential wrongdoing. The purpose of that order was to discourage unjustified surveillance and prevent police from peering into people’s private affairs and building dossiers on them without legitimate cause.
Now comes a new federal lawsuit filed on behalf of Muslim citizens and organizations saying they have been subjected to illegal surveillance that has disrupted Muslim houses of worship, made it difficult for congregants and their spiritual leaders to worship freely, and inhibited Muslims from openly associating with lawful Muslim charities and civic groups and exercising First Amendment rights.
One striking case in the complaint involves Masjid At-Taqwa, a mosque in Brooklyn, where the Police Department is alleged to have installed a surveillance camera, clearly marked with the department’s insignia and pointed at the mosque door. This seems curious because the mosque’s longtime leader, Imam Siraj Wahhaj, was said in the complaint to be a clergy liaison for the N.Y.P.D. Community Affairs Bureau and a member of the Majlis Ash-Shura, also known as the Islamic Leadership Council of Metropolitan New York.
The camera, which the complaint says was moved across the street but remains in use, raised fears among congregants that they were being targeted for deportation. Many refrained from attending communal prayer; some left the congregation. Concerned that their religious pronouncements might be misquoted by informants, the mosque’s spiritual leaders began recording sermons so that they would be able to defend themselves. They have said they avoided meeting with congregants individually because they feared the congregants might be informants.
Meanwhile, according to the complaint, a police informant who visited this and other mosques tried to lure congregants into inflammatory conversations that would then have been reported to the police. According to court documents, the informant tried the same strategy with a Muslim charity that distributed food to the needy. The group, which apparently did nothing illegal, lost credibility in the community once people learned that it had been a target of police scrutiny.
Police Commissioner Raymond Kelly has responded to such complaints by insisting that the department’s surveillance program is perfectly legal and implying that critics are undermining public safety. This is the same response he offers when challenged on the stop-and-frisk program. This arrogant approach tries to discredit legitimate criticism while justifying further overreach by a department with a history of abusive behavior. It is up to the courts to determine whether the Muslim surveillance program and the stop-and-frisk program are constitutional. What already seems clear is that these surveillance policies create suspicion and mistrust, which does not help the Police Department or anyone else.

Toys “R” Us shuttered its last stores at the end of June and its liquidation left more than 30,000 workers without expected severance payouts. That prompted months of lobbying by the employees, organized in part by advocacy groups linked to the Center for Popular Democracy. Those groups estimate that workers are owed $75 million in severance pay and they have pressed Toys “R” Us creditors Angelo Gordon and Solus Alternative Asset Management to contribute to the fund, but the hedge funds have so far declined.

A dozen Lehigh Valley residents gathered outside Sen. Pat Browne's West Hamilton Street office in Allentown. They chanted "Listen up, Pat Browne" and displayed signs printed with the message "We rise," sometimes drawing shouts or honks of support from passersby.
Keystone Progress organizer Nicole Matos led demonstrators as they called for an education funding boost, a higher minimum wage, equal pay for women and increased Medicaid spending. Similar rallies occurred all morning and afternoon in Jim Thorpe, Pittsburgh, York and five other Pennsylvania cities, she said.
Matos, of Stroudsburg, said too many of the state's elected officials are making decisions that advance corporate interests while exacerbating inequality, hurting low-income and minority families, damaging the environment and weakening the nation's democracy.

Allentown School Board member CeCe Gerlach said more than 1,300 students have dropped out of city schools over the last three years and inadequate education funding is contributing to the problem.
"They've dropped out, partly, because our class sizes have increased. They've dropped out because we don't have enough textbooks all the time. They've dropped out because the teachers aren't able to pay each student the amount of individual attention that they require," said Gerlach, who was among the demonstrators.
"They've dropped out because many of them need jobs because their families, who are working at minimum wage, can't afford to pay their rent."
She said Browne has gone to bat for Allentown schools before and she's hopeful he'll step to the plate again this budget season.
"He's come through for the Allentown School District in the past," Gerlach said. "I'm hopeful he'll come through for the Allentown School District now."
Keystone Progress in a news release said the organization staged rallies outside the offices of legislators whose recent actions undercut public education. Browne, along with other Republican Senate leaders, sent school superintendents a letter advising them not to count on getting the education funding that's part of Gov. Tom Wolf's budget proposal.
A staffer at Browne's office declined comment about the rally, which was timed to fall on the National Day of Action.
Keystone Progress joined with National People's Action, Center for Popular Democracy and USAction to mark the day and send the message that it's time for legislators to put people and the planet first, the release says. People in 23 states participated in rallies and other events.
